Niki 仁木町

• Niki (仁木) is not Ainu. It is the surname of Niki Takeyoshi (1834–1915), after whom the village was named in 1880⁷¹⁹. The Hokkaido Government's Ainu place-name list classifies it as a Japanese name, citing Yamada Hidezō with its top confidence grade, A²⁰.
• Ōe (大江), the village's name from 1902 to 1964, recalls Ōe no Hiromoto (大江広元). He is regarded as the ancestor of the Mōri clan of Chōshū (Yamaguchi), where the Ōe settlers came from¹.
• Shikaribetsu (然別), a district and station in the town, is Ainu si-kari-pet, "the river that turns itself" (grade A). Yamada linked the name to two branches of the river that curve in half-circles. An old Niki place-name record ties it instead to a great bend in the Yoichi River²¹.

• Before 1875: no archaeological overview or Edo-period trading post in the town was found in the sources checked. The town records a 1988 excavation of the Mongaku hills site group (モンガク丘陵の遺跡群)⁸.
• 1875–1880: Niki Takeyoshi, from Awa (now Tokushima; Awa was part of Kōchi Prefecture when he recruited settlers there in 1879), surveyed Hokkaido in 1875⁷¹⁹. He hoped to relieve poverty caused by expensive herring-meal fertilizer and Yoshino River floods¹⁹. In November 1879 he led 101 households (361 people) by sea to Otaru and on through Yoichi. Niki Village was proclaimed in March 1880⁷.
• 1881–1884: settlers from Yamaguchi, led by Awaya Teiichi (粟屋貞一), cleared Ōe. The first 19 households arrived in 1882. By about 1884, apples in Niki and rice in Ōe had become the two pillars of local farming⁷¹.
• 1890–1905: the Shikaribetsu mine opened in 1890; it later became Hokushin Mining's Ōe mine. Settlers from Hyōgo, Tokyo and Ehime arrived in 1894–96. Ōe Village was formed in 1902, the same year the railway reached Niki and Shikaribetsu stations. Ginzan Station followed in 1905. The 1920 census counted 5,476 people⁷.
• 1954–1964: Typhoon No. 15 destroyed 162 homes in 1954, and that year the population passed 8,000. A Yoichi River flood struck in 1962, the same year the Inaho Tunnel on Route 5 was completed. In 1964 Ōe became the town of Niki⁸.
• 1970s–1980s: the first apples went to the USSR in 1973, and a sister-town pact with Kawashima, Tokushima, followed in 1974. Blueberries arrived in 1982, and the ski area opened in 1983. The first Cherry Festival was held in 1984, and the Ōe mine closed that September when its ore ran out. All stations became unstaffed in 1986⁸.
• 1989–2001: Niki hosted the first All-Hokkaido Awa Odori in 1989. The Fruit Kaidō farm road opened and the tourism association was founded in 1993. Five local co-ops merged into JA Shin-Otaru in 1998, and Fruit Park Niki opened in 2001²².
• 2022: the Hokkaido Government and the towns on the line agreed to close the JR Hakodate Line between Oshamambe and Otaru when the Shinkansen reaches Sapporo. Niki had backed bus conversion from December 2021²³.
• 2025–2026: the Shiribeshi Expressway reached Niki IC on 23 March 2025²⁴. The ski area reopened in December 2025 as Consadole Niki Ski Park²⁵. Fruit Park Niki closed in April 2026 for major renovation until about March 2029²⁶.

• Setting: at the base of the Shakotan Peninsula, 24 km from Otaru and 58 km from Sapporo².
• Yoichi River (余市川): the river flows north through the town's middle reaches. Its plain is 1–2 km wide and widens to about 4 km at the Yoichi boundary. Paddies dominate upstream around Ōe and Ginzan, and orchards cover the lower plain and hill slopes. The west-bank districts are Shikaribetsu, Tonokawa and the vineyard hills of Asahidai¹.
• Mountains: the Hachinai-dake range lies to the west, and the hills to the east and south form the inner rim of the Akaigawa caldera². Peaks include Daikoku-yama (大黒山, 724.8 m) and Chōhaku-san (頂白山, 460.8 m)¹.
• Climate: the Tsushima Current, via Ishikari Bay, keeps the town mild and humid, and mountains shelter it from wind. It is a designated heavy-snow area, but snow cover is short-lived and frost is light². The nearest JMA station is the Yoichi AMeDAS, about 5 km north²⁷. There, 1991–2020 normals are an annual mean of 8.3 °C (January −3.8 °C, August 21.3 °C), 1,325 mm of precipitation, 865 cm of total snowfall and an average deepest snow of 129 cm²⁸. Records are 34.9 °C (1984), −21.5 °C (1978) and 196 cm of snow on the ground (2006)²⁹.
• Parks: no national, quasi-national or prefectural natural park was found in the town.

• Agriculture: farmland covers 1,460 ha (700 ha paddy, 761 ha upland), and forest 12,727 ha. Estimated farm output in 2024 was ¥8.95 billion: vegetables ¥2.61 billion, fruit ¥1.75 billion, rice ¥0.74 billion and livestock ¥3.71 billion. The livestock figure comes from a sector with a single recorded pig business³⁰; Wikipedia lists a Victory Pork farm¹. In the 2020 farm census, tomatoes were grown by 156 farms on 79 ha, cherries by 144 farms on 105 ha, grapes by 120 farms on 133 ha, and rice on 423 ha³⁰.
• Tomatoes: the Niki tomato growers have 42 years of data-driven cultivation. JA calls them a top national brand for summer–autumn tomatoes, and their mini tomatoes also won the 9th Hokuren Yume Taishō¹². The upstream Ginzan district grows rice, 'Kentarō' strawberries, 'Carol 10' mini tomatoes, blueberries and flowers³¹.
• Wine: NIKI Hills is a 33-hectare site with a winery, restaurant, shop and hotel¹⁶. The tourism association says Domaine ICHI gained Japan's first organic wine certification in 2011, and Domaine Bless has made wine since 2020¹⁵. Niki and Yoichi run a joint wine-tourism project³².
• Companies: JA Shin-Otaru has its head office in the town¹², and Kurashima Dairy has had a factory here since 1989²².
• Tourism: the town had 315,700 visitors in FY2025 (+7.8%). Almost all were Hokkaido day-trippers; only 2,800 stayed overnight. Visits peak in September and July³³.
• Population: from 2015 to 2020 the population fell 9.1%, and in 2020 40.3% of residents were 65 or older³⁴. The 2025 preliminary count was up 0.3%, with households up 24.5%⁴. Registered foreign residents rose from 93 (end of January 2026) to 343 (end of August)³; the data give no reason. The town supports new farmers³⁵ and plans to rebuild Fruit Park Niki as a "fruit and wine" base for hands-on visits and overnight stays³⁶.

• Performing arts: Wakaayu Daiko (1989) draws on drumming from the Ōe settlers' home, Yamaguchi. The Ginzan women's group Beat Scoop plays "shovel shamisen"⁴¹.
• Shrines and temples: Niki Shrine holds the founder's monument. The old sanctuary of Ōe Shrine is listed among local cultural properties. Nigen-ji (仁玄寺) is No. 6 on the Hokkaido 33 Kannon pilgrimage¹. No town museum was found.

Little is documented. The Ainu name Shikaribetsu survives as a district and station name²¹, and the Nociw Outdoor Park campsite takes its name from the Ainu word for "star"⁴⁵. No Ainu facility or living tradition specific to Niki was found.

• Kawashima, Tokushima: sister town from 1974, as the founder's home area. The tie ended in 2004 when Kawashima merged into Yoshinogawa City⁸¹.
• The tourism association lists Yoshinogawa City (Tokushima), Toyooka City (Hyōgo) and Hagi City (Yamaguchi) as "places of connection" (ゆかりの地)⁶¹. No international sister city was found.

• Niki Takeyoshi (仁木竹吉, 1834–1915): led the 1879 settlement from Awa¹⁹
• Kasaya Yukio (笠谷幸生, 1943–2024): ski jumper, born in Ōe Village; won gold on the 70 m hill at Sapporo 1972¹⁷
• Higashi Akira (東輝): ski jumper, born in Niki; won team large-hill silver at the 2003 World Championships. His twin older brothers Kazuhiro and Akihiro also jumped⁶².
