Urahoro 浦幌町

うらほろちょう

Urahoro is the easternmost town in Tokachi. It stretches from the Pacific shore at the old mouth of the Tokachi River north into forested hills1. It has farms, a salmon port, sea-cliff lookouts and the ruins of a coal-mining settlement. The town museum holds fossil and Ainu collections2, and in 2026 researchers confirmed part of the K/Pg (dinosaur-extinction) boundary layer in the town's Kawarubu (川流布) district3.

Known for

  • Rushin Onsen (留真温泉): a town-run hot spring in the northern hills13. The town gives its water as pH 10.014; the spring analysis quoted on Wikipedia gives pH 9.813.
  • Konbukariishi (昆布刈石): an 80 m-high clifftop lookout over the Pacific, named because the Ainu once gathered kelp (konbu) here15.
  • Coal mine ruins (浦幌炭鉱跡): the concrete remains of a settlement of about 3,600 people, left empty when the mine closed in 195416.
  • Deep time: the museum shows the "last ammonite" and a peel specimen from the Moikawarubu River (茂川流布川) outcrop, long described as the only exposed K/Pg boundary in East Asia2. In May 2026 a research group from Tohoku University, the University of Tokyo and others reported that this outcrop is not the boundary, and identified part of the true K/Pg boundary layer about 4 km to the northeast3. The museum says the old outcrop is a fault zone and plans to rebuild the display17.
  • Ainu history:
    • the Otafunbe Chashi, a national Historic Site18
    • the Raporo Ainu Nation, known for its court cases over ancestral remains and salmon rights19
  • Farm and sea produce: dairy, black wagyu, wheat, beans, salmon and octopus20214. The tourism site advertises 2,900% food self-sufficiency22.
  • Minori Festival (ふるさとのみのり祭り): held on the fourth Sunday of September, with a giant mochi-throw and a bare-handed salmon grab1211.

Nature & scenery

  • Konbukariishi Observatory, about 22 minutes by car from Urahoro Station12. The town says Cape Erimo and Kushiro can be seen from it22. Sea fog can hide the view28.
  • Tokachibuto Site Observatory (十勝太遺跡展望台), about 12 minutes by car: a view over the lower Tokachi and the pit-dwelling hollows12.
  • Atsunai Station (厚内駅): the only station in Tokachi with a sea view. The Western-style house of the old Saitō horse ranch can be seen from the platform30.
  • Birdwatching: red-crowned cranes, white-fronted and bean geese, white-tailed eagles and Steller's sea eagles12. The Urahoro tourism site offers a guided birdwatching tour62.

Onsen

  • Urahoro Rushin Onsen, 177 Rushin, about 20 minutes by car from the town center14:
    • Indoor baths, an outdoor bath, a sauna and a cold plunge14
    • A canteen serving ramen and butadon (pork rice bowl), and a cottage for up to 10 people12
    • Hours: 11:00–21:00 (April–December) and 11:00–20:00 (January–March). Closed on the third Monday of each month14
    • The town-built bathhouse opened in 2011. The onsen also marks the western end of the Dōtō Super Forest Road (道東スーパー林道)13

  • Urahoro Town Museum (浦幌町立博物館), 16-1 Sakura-machi, 7 minutes' walk from the station63:
    • Free, open 10:00–18:00. Closed Mondays, the day after national holidays, the last weekday of each month, and 29 December – 3 January63
    • A crowdfunding campaign to renew the K/Pg display after the 2026 findings passed ¥2 million in September 20261764
  • Coal mine ruins, Sumiyama (炭山), about 25 minutes by car12:
    • The buildings are unsafe, so do not go into or close to them16.
    • Guided tours cost ¥8,000 per group of up to three and normally run May–October. The access gate is closed 1 December – 30 April. Tours were suspended because of a road closure when this entry was researched62.
  • TOKOMURO Lab, 51-1 Tokomuro: the former Tokomuro Elementary School12:
    • A café, and uralaa park, a "digital forest bathing" room
    • Open 10:00–17:00; closed Tuesdays and Wednesdays
    • The café and uralaa park keep shorter hours: the café 11:00–16:00 at weekends only, and uralaa park 11:30–16:30, closed Monday to Thursday12

  • Kamiura Pocket (かみうらポケット): a stand run by farm women at the Kami-Urahoro Parking Area, 2 km from Urahoro IC on the Dōtō Expressway12. It sells vegetables, boiled corn, potato dumplings and soft-serve67. Open weekends from 8:30 until sold out; closed November–April12.
  • Places to eat in town12:
    • Ramen no Hōryū (寶龍): a white-miso ramen sold only at this branch
    • Kashiwaya (かし和家): a revived 94-year-old soba shop that makes green chlorella soba

Getting there & around

  • Rail: JR Nemuro Main Line, with stations at Shin-Yoshino, Urahoro and Atsunai4.
    • Urahoro Station has a staffed ticket office29. One Ōzora limited express a day in each direction stops there63.
    • About 3 hours from Sapporo by limited express, and about 1 hour 10 minutes from Obihiro by local train71.
  • Air: Tokachi-Obihiro Airport is about 1 hour by car, and Kushiro Airport about 1 hour 10 minutes71.
  • Road
    • Urahoro IC on the Dōtō Expressway (to Honbetsu from 2009, to Shiranuka from 2015)4.
    • National Routes 38, 274, 336 and 3924.
    • About 4 hours' drive from Sapporo and 1 hour from Obihiro71.
  • Bus: no scheduled route buses serve Obihiro. The last outside route, to Honbetsu, ended in April 20244. The town's community bus, Ura-Bus (うらバス), runs a town-center loop, a Rushin Onsen service and routes to outlying districts on set days7214.

Practical tips

  • When to go: late April to October for camping and the coast49. The Minori Festival in late September is the year's biggest event12.
  • Where to stay: two inns near the station, a minshuku at Atsunai (closed October to late April), a hostel and the Rushin Onsen cottage. Book ahead12.
  • Winter: heavy snow, and temperatures below −20 °C are not unusual4.
  • Fog: sea fog can hide the coast even in summer28.
  • Wildlife: in 2026 a resident told the town that brown bears had been seen repeatedly in recent years. The town said it would consider an online sighting map73. Take the usual bear precautions in forests and hills.

Municipal history On 1 April 1900 the villages of Seigō (生剛), Tokachi and Aiushi (愛牛) split from the Ōtsu joint village office. The town counts this as its founding9. Seigō absorbed Aiushi and became a second-class village in 1906, and was renamed Urahoro Village in 1912. It became a town on 1 April 1954, and in 1955 it absorbed the eastern part of the dissolved Ōtsu Village (大津村)109

Name origin

  • Urahoro: Hokkaido's list of Ainu place names gives two theories, both rated uncertain (level C)23:
    • urar-poro (ウララポロ), "much fog" (Yamada Hidezō)
    • orap-oro (オラプオロ), "place with much senkyū" (川芎, a medicinal plant). The list also glosses this as "place of mountain peonies (?)" (Nagata Hōsei).
  • Other Ainu names in the town:
    • Atsunai (厚内): from ap-nay, "fish-hook river". The list says it was once pronounced Apunai, and that it is unclear why it was called a fish-hook river24.
    • Aiushi (愛牛): from ayusni-us-i, "place thick with castor-aralia trees"24.
    • Tokomuro (常室): from tokom-or, "place of the knob-like hill". The kanji were hard to read, so the name also came to be said Tsunemuro25.
    • Otafunbe: from ota "sand" and hunpe "whale"26.

History

  • Before 1868
    • Pit-dwelling hollows at Tokachibuto (十勝太), by the old mouth of the Tokachi River, can be seen from an observatory. Town sources date them to about 1,000 years ago in one place and 2,000 in another2712. The Tokachibuto sites are a Hokkaido-designated historic site, as are the Shin-Yoshinodai microblade site (浦幌新吉野台細石器遺跡) and the Tokachi Okoppe site (十勝オコッペ遺跡)4.
    • The Otafunbe Chashi, an Ainu fort site, became a national Historic Site on 29 August 198118. By local tradition it was a battlefield between the Akkeshi and Shiranuka Ainu26.
    • In 1799 the shogunate built a coastal road along the Konbukariishi shore28.
    • In 1868 an Ainu man named Makao grew pumpkin seed from Hidaka on trial at Betcharo (鼈奴, now Toyokita)10.
  • Meiji settlement
    • In 1883 Nishida Kojirō became the first Wajin (ethnic Japanese) to settle at Seigō, where he fished and raised livestock10.
    • From 1896 settler lots were surveyed at Shimo-Urahoro. Large estates followed, such as the Gifu, Tsuchida and Kumagai farms, with settlers mainly from the Chūbu region of central Honshu92. The sources consulted do not mention tondenhei (farmer-soldiers).
    • The area was also known for horse breeding, including army horses of the Kushiro breed4.
    • The railway from Kushiro reached Urahoro and Atsunai on 25 December 190310. The village office moved to the station area in 190510, and the first settlement at Shimo-Urahoro soon disappeared9.
  • Coal (1918–1954)
    • In 1918 Yamato Mining laid a horse tramway of about 17 km from its pit to Urahoro Station29. The town's chronology dates Yamato's development of the mine to 193310.
    • After 1936 the mine was run by Yūbetsu Colliery Railway. From 1942, coal left through a 6 km tunnel to the Shakubetsu mine29.
    • The mine closed on 14 November 195410.
  • Disasters
    • Atsunai was the only place in the town hit by a wartime air raid30.
    • The Tokachi-oki earthquake of 4 March 1952 (M8.2) killed one person and injured 13910.
    • In 1955 a storm sank a salmon-net boat off Tokachibuto, and 18 people went missing4.
  • Postwar change
    • In 1963 levees split the old Tokachi River, now the Urahoro-Tokachi River, from the present main channel31.
    • A Morinaga dairy plant that had operated since 1954 closed in 1988. A company owned jointly by the town and the farm cooperative replaced it, and Morinaga bought it outright in 201032.
    • Wagyu breeding began in 198133.
  • Recent years
    • The resident register fell from 10,717 at the end of 1975 to 3,999 at the end of 202534. The high school closed in 20104.
    • In 2026 the town:
      • declared itself an "Organic Village" (24 April)35
      • felt a shindo 5+ earthquake (27 May)36
      • gained its first natural monument (30 June)37

Geography & climate

  • Landforms: gentle hills and river terraces. The town is long from north to south, with hills to the east and the Pacific to the south. About 70% of it is forest1; the land register gives 65.7% forest and 14.3% upland fields38. The eastern hills belong to the Shiranuka Hills (白糠丘陵), which divide Tokachi from Kushiro2.

  • Rivers: the Urahoro River (浦幌川, 90.2 km) runs down the middle of the town1. Near the coast it joins the Urahoro-Tokachi River (浦幌十勝川), formerly the Tokachi's main channel and cut off from it by levees in 1963, which meets the sea at Tokachibuto31.

  • Coast

    • The Toyokita Primeval Flower Garden (豊北原生花園), shared with Toyokoro, has large colonies of beach rose1. Wild irises bloom there in July39. Since 2023 it has been a site in the Ministry of the Environment's Monitoring Sites 1000 program40.
    • In June 2026 the Nutabetto wetland (ヌタベット湿原) was added to the Hokkaido natural monument that protects the plant communities of Toitokki Beach37.
  • Flora: the Urahoro anemone (ウラホロイチゲ, Anemone amurensis) was found here in 1988. In Japan it grows only between Urahoro and Kushiro41.

  • Climate: the town is a designated heavy-snow area4. Urahoro weather station, 1991–2020 normals42:

    • Mean temperature: 6.6 °C for the year, −6.9 °C in January and 19.4 °C in August
    • Precipitation: 1,005.9 mm
    • Snowfall: 281 cm

  • Agriculture: gross farm output in 2021 was ¥11.16 billion. Livestock accounted for ¥6.61 billion (dairy ¥4.14 billion, beef ¥2.44 billion)2044. No rice is grown4, and there were 204 farm households in 202045. Main harvests in 20212146:

  • Dairy and beef

    • Dairy farming dates from 1923 and is centered on Shimo-Urahoro in the south47.
    • Milk goes to Tokachi Urahoro Morinaga Dairy (十勝浦幌森永乳業), a Morinaga subsidiary with 57 employees3247.
    • Beef farming is mainly breeding black wagyu calves33.
  • Fisheries: Atsunai (厚内) port lands salmon, octopus, surf clams and shishamo4. 115 people worked in fishing in 201848.

  • Forestry: an active industry22. Charcoal is also made in the town and sold as Urahoro charcoal1249.

  • Other employers: a Hitachi Construction Machinery test site4.

  • Tourism: 201,900 visits in FY2025, down from 216,300 in FY2024. Only 3,300 were overnight stays, and September was the peak month50.

  • Population

    • In 2020, 867 of 2,375 working residents (36.5%) were in primary industry5152.
    • About 42.5% of residents were 65 or older at the 2020 Census (calculated)53.
    • In 2025 there were 9 births and 81 deaths34.
  • Revitalization

    • Urahoro Style (うらほろスタイル) is a town-wide program for children and young people. It began after the 2007 decision to stop admissions at the town's high school54.
    • Alongside the Organic Village plan, local producers and businesses run "Urahoro Terroir", which makes and sells products from local organic ingredients35.
    • The Tsutsuuraura (つつうらうら) portal arranges short work-experience visits, from half a day, such as charcoal-making, dairy work or autumn salmon fishing12.

  • Urahoro Shrine (浦幌神社), 18-1 Higashiyama-machi, on Route 3859:
    • Founded in 1896 with a deity brought from Ise.
    • Its grounds include Chigami Shrine (乳神神社), visited for fertility and safe childbirth.
    • It offers a "potato-digging" fortune.
    • It is also a prayer station for motorcycle safety, set up by a priest worried about accidents on the Obihiro–Kushiro road12.
  • Traditions
    • The Urahoro Kaitaku Shishimai, a pioneer-era lion dance, is a town cultural property4.
    • A votive painting (ema) at Katsuhira Shrine became a town cultural property in spring 202660.

Ainu heritage

  • Sites and place names: many local names are Ainu (see Name origin). The Otafunbe Chashi at Chokubetsu is a national Historic Site1826.
  • Museum: the collection includes shintoko lacquer containers, ikupasuy prayer sticks and ninkari earrings. A special corner covers grave goods that were taken for research, returned to Urahoro after a campaign, and reburied2.
  • Raporo Ainu Nation (ラポロアイヌネイション), formerly the Urahoro Ainu Association19:
    • Ancestral remains: it sued Hokkaido University, Sapporo Medical University and the University of Tokyo, and reached settlements with all three. The first two settlements returned about 100 sets of remains by 2019, and under the 2020 settlement the University of Tokyo agreed to return all the remains and grave goods it held19.
    • Salmon rights: in 2020 it sued for recognition of an Indigenous right to net salmon at the mouth of the Urahoro-Tokachi River31. The Sapporo District Court rejected the claim in 2024, and the Sapporo High Court upheld that ruling on 2 July 2026. The group decided not to appeal19.
  • Literature: the novelist Uenishi Haruji (上西晴治), born at Konbukariishi, wrote about discrimination against the Ainu with Urahoro as his setting. The museum held an exhibition on him in 202661.

  • Azuma Hideo (吾妻ひでお, 1950–2019): manga artist, born in Urahoro. His Disappearance Diary (失踪日記) won the Grand Prize in the Manga Division of the Japan Media Arts Festival74.
