Otobe 乙部町

• The town says the name comes from the Ainu o-to-un-pe (オ・ト・ウン・ペ), "the river with a marsh at its mouth". This means the river now called the Himekawa (姫川).⁴
• The Hokkaido Government's Ainu Place-Name List (アイヌ語地名リスト) gives two forms:²⁴
  • o-to-pe (オトペ), "river with a marsh at its mouth", from Nagata Hōsei (永田方正). The linguist Yamada Hidezō (山田秀三) noted that the suffix -pe does not normally attach to a noun this way.
  • o-to-un-pe (オトウンペ), "the thing (river) that has a marsh at its mouth", the form used by Uehara (上原) and by the town.
  • Yamada added that local people told him there used to be a marsh there. It was later drained through a new channel and turned into rice paddies.
  • The list judges o-to-un-pe to be the more likely form and gives it its highest confidence grade (A).
• The place name Toppu (突符), used for a river, a mountain and a cape in Otobe, is linked to the Ainu tuk ("to rise, to stick out"). Nagata explained it as the old river bed rising into land each time the river changed course. The list gives this theory a low confidence grade (C).²⁵

• Prehistory. Finds from local sites show that people lived here more than 6,000 years ago. The town has 114 known archaeological sites from the Jōmon to the Satsumon periods. Most are on the coast: the Takise and Genna terraces and the mouth of the Himekawa. Finds include Esan-type pottery (恵山式土器) from the Epi-Jōmon period, Satsumon pottery, and pottery made in Honshu, which shows trade with Honshu in the Satsumon period.¹²
• Kakitsu era (1441–1443). By tradition, Japanese (Wajin) settlers began to arrive in these years.¹² The town overview says they came from the Fukui area.⁵ More settlers came from Echigo, Sado and Noto during later herring booms.¹²
• 1617. Hanaiso Suwa Shrine (花磯諏訪神社) was founded, according to Japanese Wikipedia, which notes that local histories give 1704 instead.¹⁴
• 1741 (Kanpō 1). A tsunami caused by the eruption of Ōshima island off Matsumae badly damaged the coast.¹² The town's plan notes that some think an earthquake caused it.¹³
• Tenmei era (1781–1788). Otobe grew into a senkoku-basho (千石場所), a herring ground landing 1,000 koku of fish. During the Tenmei and Tenpō famines, more settlers came from Nanbu, Aomori and Akita.¹²
• 1795 (Kansei 7). Three fishermen from Genna were caught in a storm while kelp fishing and drifted to what is now Jilin Province in China. They came home by way of Beijing and Nagasaki about two and a half years later (the monument text at the roadside station says two years). The story is called the Dattan Drift (ダッタン漂流記).²²²⁶
• 1861. A great fire burned more than 170 houses and the temples and shrines of central Otobe.¹²
• 1869 (Meiji 2, 4th month, 9th day; 20 May in the Western calendar). During the Hakodate War, about 1,300 new-government troops under Yamada Akiyoshi (山田顕義, also called Ichinojō) landed at Tsubana (津花, now Motomachi) and Aidomari (相泊, now Tateura).¹²²² Japanese Wikipedia's Hakodate War article gives the force as 1,500.²³
• 1879. Village headman offices opened at Otobe and Mitsuya. In 1979 the town held a ceremony for its 100th anniversary.¹²¹³
• 1880. Settlers began farming along the Himekawa.²⁷
• 1886–1902. In 1886 the area came under the Hokkaido Government's Hakodate branch office, and the two headman districts joined to form the present town area. It came under Hiyama Subprefecture in 1897.¹³ In 1902 the villages of Otobe, Komonai, Toppu, Mitsuya and Kabashira (乙部・小茂内・突符・三ツ谷・蚊柱) became Otobe Village.¹⁴¹²
• 1931–1964. The old Otobe fishing port was finished in 1931. Asparagus canneries opened in 1955 and 1961. In 1964 three fishery cooperatives merged into the Otobe Village Fishery Cooperative.¹²
• 1 October 1965. Otobe became a town.¹⁴ The census population peaked that year at 9,188. After that the town lost people fast. It was named a depopulated area in 1971.¹³
• 1979. The Otobe Lily Bulb Growers' Association won the 9th Japan Agriculture Prize.¹² (The town's agriculture page gives the year as 1980.)¹⁷
• 1990. The Gennadai "sea pool" opened. The town tree and flower were chosen.¹²
• 1993. The Hokkaido Nansei-oki Earthquake struck. Water supply facilities were damaged. The town then fitted out five natural springs as emergency water points (1997–1999).¹²²⁸²¹
• 1995. The Route 229 Gennadai roadside station opened. Hiyama Fishery Cooperative was formed and has its head office in Otobe.¹²²⁹
• 1999–2006. The Ikoi-no-Yu hot spring bath opened and a spring was struck at Midori-chō (1999). The Enkatsura trees were named Forest Giants (2000), and the sea pool joined the 100 best bathing beaches (2006).¹²³
• 2015. The Kōrinsō hot-spring lodge opened on 1 March. The town marked 50 years of town status in October.³⁰¹³
• 2020s. Schools were merged until only one elementary school, Otobe Elementary, was left in 2025.¹⁴ A rest house opened at the Shirafura viewpoint on 3 October 2024.¹ Heavy rain on 19 August 2025 damaged the Enkatsura trail.³¹³²

• Setting. Otobe is on the west side of the Oshima Peninsula, facing the Sea of Japan.⁵ Most of the town is hill country. The mountains come close to the shore and there is little flat land.¹³
• Mountains. Mt. Otobe (乙部岳, 1,017 m) is one of the few peaks in southern Hokkaido over 1,000 m.³² The town also lists Mt. Toppu (突符岳, 849 m).¹³ The town's nature page gives Kurō-dake (九郎岳) as another name for Mt. Otobe, while Japanese Wikipedia lists Mt. Kurō (970 m) as a separate peak.³²¹⁴
• Rivers. The Himekawa (姫川) and the Toppu River (突符川) flow west from the mountains. Their valleys form narrow plains where most farmland lies. Villages line National Route 229 on the coast and the upper Himekawa. The town has 16 neighbourhood associations.¹³
• Coast.
  • Tate-no-misaki (館の岬) is nicknamed the "Grand Canyon of the East". Its cliff shows layers of dark sandstone and white tuff.³²
  • Shibi-no-misaki (鮪の岬) has columns of andesite 8–12 m long. It became a Hokkaido Natural Monument in 1972 and is one of the "Hokkaido Nature 100" sites (1987).³²³¹⁴
  • The Takise coast (滝瀬海岸) has the Shirafura cliffs and Kuguri-iwa (くぐり岩), a rock arch dug by herring fishermen in the Keichō era (1596–1615).³²¹
  • Takemori (竹森) is a forest protected by the national government as a landmark for ships (航行目標保安林). Fishermen have long used it to find their way.³²
• Parks. The coast is part of Hiyama Prefectural Natural Park (檜山道立自然公園).⁷
• Climate. The warm Tsushima Current keeps Otobe mild for Hokkaido. From May to October the mean temperature is about 17 °C. The first frost comes in early November. Strong northwest winds blow in winter, but snow depth stays at about 0.5–1.2 m.²⁰⁵ A wind test by NEDO at Tateura measured an average wind speed of 6.3 m/s at 20 m above the ground.¹³
• Nearby weather station. No JMA weather station in Otobe was found. Esashi, about 14 km south, has these 1991–2020 normals: mean annual temperature 10.3 °C, January −0.6 °C, August 22.6 °C, 1,230.7 mm of precipitation and 219 cm of total snowfall a year.³³¹³

• Jobs. The 2015 census counted 1,761 working people. 15.6% worked in farming, forestry and fishing, 27.8% in industry and building, and 56.4% in services. In 1960, 72.9% had worked in farming, forestry and fishing. Their number fell from 3,259 to 275 between 1960 and 2015, a drop of 91.6%.¹³
• Fishing.
  • Most boats are under 20 tonnes. Squid jigging, longline fishing for walleye pollock, and inshore sea cucumber and sea urchin make up about 70% of the catch value, but stocks and fishermen are both declining.¹³ Pollock was once almost 80% of Otobe's catch.²⁰
  • In 2023 Otobe landed 408 tonnes worth about ¥287 million. Pollock was 340 t (¥58.4 million), all of the pollock landed in Hiyama that year. Sea cucumber was 15 t but worth ¥128.1 million, the biggest share of the value. Other catches included 6 t of northern sea urchin (キタムラサキウニ, ¥51.8 million), 14 t of giant Pacific octopus (¥13.6 million) and 8 t of Japanese flying squid (¥8.9 million).¹⁹
  • The town is moving from "catching" to "raising" fish. It releases young sea cucumbers, salmon and herring, and builds seaweed beds and fish reefs.³⁴
  • The Hiyama Fishery Cooperative (ひやま漁業協同組合) was formed on 1 April 1995 by merging eight cooperatives along the Hiyama coast. It is the only coastal fishery cooperative in the subprefecture, and its head office is at 520 Motomachi, Otobe. It runs a salmon and trout rearing centre on the Toppu River, renamed in February 2017 from the Otobe Cherry Salmon Seedling Centre.²⁹
• Farming. Crops include rice, potatoes, squash, edible lily bulbs and soybeans. Contract growing of broccoli began in 2005. It is harvested from late June to early November and shipped to supermarkets in the Tokyo area. Greenhouse farmers grow strawberries on raised beds and asparagus.¹⁷²⁰
  • Lily bulbs made Otobe famous, but repeated planting on the same land caused problems. The town is now bringing in healthy seed bulbs to revive the crop.¹⁷ In 2024 Otobe grew lily bulbs on about 1 ha, 10th in Hokkaido.²⁷
  • Grapes for wine are grown in Otobe.²⁷ Japanese Wikipedia lists Sapporo Shusei Kogyo (札幌酒精工業) and its "Otobe Wine" among local businesses.¹⁴
• Manufacturing. The town has about 50 businesses, mainly building, shipbuilding, cosmetics and food processing. A cosmetics plant opened in 1988, and a sea-urchin processing plant works all year. The town says its shipyards have had skilled builders since before the war.³⁵ Japanese Wikipedia lists plants of CAC (cosmetics), Marusa Sasaya Shōten (マルサ笹谷商店, seafood) and Ogawa Shōten (小川商店).¹⁴ A mineral-water plant opened in 1997.¹²
• Tourism. In fiscal 2025 Otobe had about 122,000 visitors, 28% more than the 95,000 of fiscal 2024. August was the busiest month (30,100). Most visitors were day-trippers (114,300). About 29,700 came from outside Hokkaido.³⁶
• Population. The census population fell from 8,760 in 1960 to 3,906 in 2015 and 3,403 in 2020.¹³⁸ In 2020, 45.6% of residents were 65 or older (1,552 people) and only 8.3% were under 15.⁸ The town was losing about 100 people a year.¹³

• The six floats (山車). Each district owns one: Benkei-yama (Takise), Sukune-yama (Motomachi 1), Inari-yama (Motomachi 2), Daikoku-yama (Midori-chō 1), Ebisu-yama (Midori-chō 2) and Nankō-yama (Tateura). The oldest, Ebisu-yama, has a tool box dated September 1887.⁴⁵
• Legends. Many local stories are told:²²
  • Minamoto no Yoshitsune (源義経) is said to have made his first landing in Ezo at Otobe. Place names such as Mt. Otobe and the Himemachi Pass (姫待峠) are linked to this story.
  • The fisherman Arakawa Mantarō (荒川万太郎) tried to cut down the Enkatsura tree in the late Meiji era, but could not.
  • Hachisuke (八助), an old fisherman of Kabashira, acted as a lighthouse in a blizzard and froze to death.
  • At Tate-no-misaki, the lovers Yosaku and Oiwa (与作とお岩) threw themselves from the cliff at the end of the Edo period. A memorial mound (悲恋塚) stands there.
• Pilgrimage. In the Matsumae domain era, 33 Kannon statues were placed at temples between Matsumae and Kumaishi. Otobe had stops No. 25 to 29. Three still stand outdoors.²²
• Museum. The Otobe Community Centre (乙部公民館) has a local history room. It shows Jōmon pottery found in the town and the history of local industries since the Edo period.²²
• Fossil park. Kaikozawa Fossil Park (貝子沢化石公園, 1995) protects beds more than a million years old. More than 30 kinds of fossil shells have been found there. They can be seen from a viewing deck 40 m above sea level.²²¹²

Little about Ainu life in Otobe is recorded in the sources found. The main traces are place names: Otobe itself (o-to-un-pe) and Toppu (tuk).²⁴²⁵ The town's 114 archaeological sites run up to the Satsumon period, the culture just before the Ainu period, and include Satsumon pottery.¹² No Ainu cultural facility or living tradition in the town was found.

None found. Otobe has a "sister tree" link instead: in 2005 the Enkatsura trees were paired as "friendship sister trees" (友好姉妹樹) with the Jūkanboku (重歓木), another pair of joined trees in Zhangjiajie, Hunan Province, China.³² Japanese Wikipedia places that tree in Wulingyuan, a World Heritage site.¹⁴ Hometown associations for former residents were founded in Sapporo (さっぽろ乙部会, 1986) and Tokyo (東京おとべ会, 1993).¹²

• Kudō Toshiki (工藤壽樹, born 1949) — Mayor of Hakodate from 2011 to 2023 (three terms); born in Otobe.⁶⁰
• Tanaka Nichijun (田中日淳, 1914–2010) — Buddhist priest; 48th chief abbot (管長) of the Nichiren Shū and 81st head priest of Ikegami Honmonji; born in Otobe.⁶¹
• Japanese Wikipedia also lists Kobayashi Kazuo (小林和男), a former mayor of Mikasa, and Fukushi Akira (福士明), a professor at Hokkai-Gakuen University, as people from Otobe.¹⁴
