Setana せたな町

せたなちょう

The westernmost town on the Hokkaido mainland and the largest in Hiyama by population and area. Its Sea of Japan coast has sea stacks, sunsets, a cliff-cave shrine said to be Hokkaido's oldest mountain place of worship, and what the town calls Japan's first offshore wind turbine.12

Known for

  • Sea stacks: Sanbonsugi-iwa (三本杉岩), a 30 m andesite pillar and the town symbol,12 and Oyako-kuma-iwa (親子熊岩), which looks like a parent bear pulling its cub from the sea.13
  • Ōta Shrine (太田神社): a sanctuary in a cave near the top of 485 m Mt. Ōta, said to date from 1441–1443.14 The Hiyama Subprefecture notes that its approach is called "Japan's steepest."1
  • Wind power: Kazamidori (風海鳥), which the town calls Japan's first offshore wind turbine, began full operation on 1 April 2004.2 The 16-turbine Ōsato Wind Farm followed in 2020.15
  • Sea urchin, abalone and flounder: uni-don season runs from mid-June to August,16 Awabi Sansō in Taisei is known for abalone dinners,17 and flounder is called tekkui locally, which gives the Michi-no-Eki its name.18
  • Farm dairy and Wakamatsu Porkman (若松ポークマン) brand pork.1920
  • The Shiribeshi-Toshibetsu River (後志利別川): southern Hokkaido's only Class A river, ranked Japan's clearest several times.21
  • Ogino Ginko (荻野吟子): Japan's first licensed woman doctor opened a clinic here in 1897.22

Sights & activities

Nature & scenery

  • Sanbonsugi-iwa, Setana Ward. Sunsets behind the rock are a favourite photo, and there are a beach and shops beside it.12
  • Nagaiso coast (長磯海岸), Route 229, Taisei. Oyako-kuma, Mammoth, Tanuki and Meoto rocks line the shore.74
  • Futoro coast (太櫓海岸). Emerald water and reefs. Benten-misaki cape, with an 1838 shrine on its rocks, is a sunset spot.75
  • Risshōzan Park (立象山公園). A 95 m hill with a 360° lookout over the town, the turbines and Okushiri; squid-boat lights dot the sea on summer and autumn nights.76 The 4 km Panorama Line road below runs among the turbines.77
  • Tamagawa Park (玉川公園), Kitahiyama. About 300,000 daffodils, at their best from late April to mid-May.78
  • Ukishima Park (浮島公園). A 20–30 minute walk around a marsh with drifting islands, marsh marigolds and skunk cabbage.73
  • Kumamodori Gorge (熊戻渓谷). Beech forest and a suspension bridge, best in autumn. The road is closed from about November to late June.79

  • Onsen Hotel Kitahiyama (温泉ホテルきたひやま), 4-16 Tokushima, Kitahiyama. Outdoor bath and sauna. 10:30–21:00; ¥450.80
  • Yasuragi-kan (やすらぎ館), Setana Ward, the municipal bath. 10:00–21:00; closed the 1st and 3rd Mondays; ¥450.81
  • Kaitorima Onsen (貝取澗公営温泉浴場), in Awabi Sansō, Taisei. Free-flowing water and a riverside outdoor bath; ¥450.82
  • Yutopia Usubetsu (湯とぴあ臼別), 691 Hirahama. A mountain hot spring with no staff, lighting or showers. Free, with a ¥100 cleaning donation. Open 7:00–19:00 from late April to about the end of November; closed Tuesday and Friday mornings for cleaning.83

Museums & heritage

  • Ōta Shrine, Ōta, Taisei. The worship hall is at the foot of the mountain.14 The climb to the cave sanctuary goes up stairs at about 40° (the tourism association gives 139 steps at 45–51°14), along a roped mountain path, and over a 16 m iron bridge 1 m wide. It ends with a 7 m chain up a vertical cliff. The town allows 70–100 minutes up and 50–70 down.84
  • Jōtōrō (定燈篭), beside the worship hall. A bronze lantern first put up in 1857 and called Hokkaido's oldest lighthouse; the present one dates from 1988.85
  • Enkū Buddha Hall (円空仏堂). Three reconstructed Enkū statues carved from Taisei cedar.29
  • Ogino Ginko Park (荻野吟子公園), with her monument, in Setana Ward.22

Outdoor & seasonal activities

  • Beaches. Sanbonsugi, Futoro and Hirahama are open from mid-July to mid-August and rated "AA" for water quality.63 Sanbonsugi has a barrier-free ramp and free beach wheelchairs.86
  • Camping. Setana Youth Travel Village (せたな青少年旅行村), on Risshōzan, is open from late April to late October. Tents cost ¥1,100 a night and cabins ¥7,700–11,000 plus a usage fee of ¥500 per adult; tel. 0137-87-3819.87 Makomanai Dam campground is closed until further notice.88
  • Park golf. Kitahiyama Green Park opened in 1996 and bills itself as "Japan's longest course."89
  • Hiking and fishing. Kariba-yama's climbing season opens, with trail clearing, around late June to early July. The 78 km coast is popular for fishing.89

  • Setana Bussan takeaway. Open Golden Week to mid-October: soft-serve, ice-cream crêpes, and uni rice on weekends.90
  • Kiyozushi (きよ鮨), Kitahiyama. Keeps live abalone and scallops in tanks.91

  • Hours: April–October 9:00–17:00; November–March 9:00–16:00. Closed 30 December–3 January. As of September 2026 — check before visiting.92

  • Food: No restaurant is listed. It sells farm yogurt and drinking yogurt from Yogurt Kōbō Baw, and organic ice cream from Watami Farm's Setana farm.92

Getting there & around

  • Rail: no railway. The nearest station is Kunnui; the nearest limited-express stop is Oshamambe, in Oshamambe.3
  • Bus:
    • Hakodate Bus runs from Setana via Kitahiyama and Imakane to Oshamambe, and a second route runs to Yakumo. The direct Hakodate service (Kaisoku Setana-gō) has been discontinued.3
    • The Sapporo express was suspended after fiscal 2018.3
    • A local line links Kitahiyama and Taisei, and on-demand buses run within the wards.3
  • Travel times: from JR Sapporo, by limited express to Oshamambe and then bus to the Kitahiyama terminal, about 4 h 10 min. From Shin-Hakodate-Hokuto, about 3 h.96
  • By car:
    • From Sapporo, about 258 km and 3 h 30 min via the Dō-ō Expressway to Kunnui IC and Route 230.96
    • From Hakodate, about 127 km and 2 h 5 min via the Yakumo IC and Road 42.96
    • National Routes 229, 230 and 276 serve the town.3
  • Air and sea: the closest mainland airport is Hakodate Airport (unverified). The Okushiri ferry is suspended.3
  • Locally: Higashi Hire (東ハイヤー) is the only taxi company.97 There are eight fuel stations across the three wards.96

Practical tips

  • Seasons. Late April–mid-May for daffodils.78 Mid-June–August for uni.16 Mid-July–mid-August for beaches and festivals.63 Autumn for foliage.79
  • Information. Setana Tourism Association, tel. 0137-84-6205 (weekdays 9:00–17:00).92
  • Brown bears. Check the town's sighting map before you go. Carry out all food and rubbish, don't go alone, carry a bell, avoid dusk, and turn back if you see droppings or tracks.98
  • Ōta Shrine. The climb needs hiking gear. Avoid it in rain or snow, when the bridge is slippery.14
  • Winter. The Motta and Kumamodori roads close.3979 Usubetsu closes from December to April.83 Parks are not cleared of snow.78
  • Plan ahead. Buses are infrequent, so check timetables in advance.96 Several shops open only on set days.2059

Municipal history Setana Village formed in 1902 and became a town in 1921.8 Kitahiyama formed on 1 April 1955 from Higashi-Setana and Futoro.9 Taisei Village formed on 20 July 1955 and became a town in 1966.10 On 1 September 2005 the three towns merged; the name was chosen by public call.7 They survive as the Setana, Kitahiyama and Taisei wards (区).3

Name origin
  • Setana. The town traces the name to Ainu Setarushupe-nai ("dog river"), shortened to Setanai.7 The 2005 name writes the old town name 瀬棚 in hiragana.3
  • Other theories (collected by Japanese Wikipedia):3
    • Nagata Hōsei: seta-rupespe-nay, "dog–path–river."
    • Matsuura Takeshirō: a legend of a divine dog that walked into the sea and turned to rock.
    • Yamada Shūzō: wild dogs that lived along the Baba River (馬場川).
    • A 1973 JNR station-name guide: setani-us-nay, "river with many crab-apple trees."
  • Kudō (久遠) is also Ainu. Suggested origins include ku-un-tu ("headland with a spring-bow") and kun-etu ("black cape").23
  • Kariba-yama (狩場山) comes from Karinpa-us-nupuri, "mountain where cherry bark grows thickly."24

History
  • Prehistory. About 70 archaeological sites are known, 49 of them Jōmon. The Epi-Jōmon Minamikawa site (南川遺跡) yielded 25 Esan-style pots and 208 stone tools, now a Hokkaido-designated cultural property.25
  • Medieval Ainu and Wajin contact.
    • Around 1550, Hashitain (ハシタイン), an Ainu chief based around Setanai, made peace with the Kakizaki (later Matsumae) clan as "chief of the western Ainu."26
    • By tradition, Takeda Nobuhiro, the Matsumae founder, landed at Ōta in 1453 and in 1454 gave its mountain god the title Ōta Daigongen.14
    • In 1643 Matsumae forces fought Henauke, the Ainu chief of Shimakomaki (now Shimamaki), at Setanai.27
  • Edo period. The Matsumae domain ran the Setanai, Kudō and Ōta trading posts (場所).2823 The shogunate took direct control in 1807 and again from 1855. Around the same time, Esashi and Tsugaru merchants paid for a 47.1 km road over Mt. Ōta, a forerunner of Route 229.23 The monk-sculptor Enkū stayed on Mt. Ōta in 1666 and carved Buddhist images in its cave; Mokujiki, who visited in 1778, is said to have carved images too.29
  • Herring and settlers.
    • Herring fishing peaked in the Meiji era.30
    • Herring workers from Sanbongi, Aomori, brought the dance that became Kudō Kagura around 1897.31
    • Tokushima settlers arrived in 1891.32
    • Niwa Goro (丹羽五郎), a former Aizu samurai and Tokyo police-station chief, led 12 households from Inawashiro, Fukushima, who arrived on 21 March 1892. In 1902, 30 more households came from Aizu and 25 from Miyagi.33
    • Settlers from Toyoba Village, Aichi, arrived in 1893.34
  • 1897–1908. Ogino Ginko ran a clinic in Setana and founded a women's association and a Sunday school.35
  • 1932–1987. The JNR Setana Line ran 48.4 km from Kunnui. Its last day of service was 15 March 1987.36
  • Disasters. In January 1970, 18 of the 20 crew of the freighter Namishima Maru died when it ran aground at Udomari.9 On 12 July 1993, the Hokkaido Nansei-oki earthquake tsunami killed 10 people in Taisei.10
  • Recent. The Setana–Okushiri ferry was suspended after fiscal 2018.3 The registered population fell from 21,425 in 1970 to 6,513 in September 2025.37

Geography & climate
  • Terrain. Setana has mountains in the north and south, with the Shiribeshi-Toshibetsu River between them.7
    • North: Kariba-yama (1,520 m), the highest peak in southern Hokkaido.7
    • South: Yūrappu-dake (遊楽部岳, 1,277 m) and 白水岳 (1,136 m).7
    • Forest land (山林) makes up 77.39% of the area by land category.38
  • Parks. The Kariba-Motta Prefectural Natural Park (狩場茂津多道立自然公園, about 226.5 km², designated 1972) surrounds Kariba-yama, where snow lingers until about July.24 Part of the southern coast is in the Hiyama Prefectural Natural Park.7
  • River. The Shiribeshi-Toshibetsu flows about 80 km from Imakane to the sea and has long been a salmon river.21
  • Capes.
    • Cape Motta (茂津多岬): its lighthouse, 290 m above the sea, is the highest in Japan. It stands in Shimamaki, but the only road to it is a forest road from Setana, closed from about late October to late April.39
    • Cape Obana (尾花岬): long called Hokkaido's westernmost point. The true westernmost point, Funakakushi (舟隠) in Kitahiyama Ward, has no road.40
  • Climate. Setana station normals (1991–2020): annual mean 9.1 °C, January −1.9 °C, August 21.4 °C; precipitation 1,070.7 mm; sunshine 1,459.3 hours.41 Records: 32.8 °C (4 August 1999) and −16.2 °C (25 January 2018).42
  • Snow. Snow is light for the Sea of Japan side.3 In winter 2024–25, measured at the Setana fire station, the maximum depth was 66 cm (19 February) and the strongest gust 24.3 m/s.38

Economy & industry
  • Jobs. In 2020, 3,676 people were employed: 927 in the primary sector (741 in farming and 164 in fishing), 545 in the secondary sector and 2,202 in the tertiary sector.4
  • Farming (2023, from the town's statistics):43
    • Rice: 7,390 t, worth ¥1.57 billion.
    • Potatoes and other tubers: 4,710 t.
    • Dairy: ¥1.75 billion, including ¥1.63 billion of raw milk.
    • Farm households fell from 416 in 2005 to 270 in 2020.
  • Fishing.43
    • The catch fell from 4,698 t (¥1.67 billion) in 2005 to 473 t (¥664 million) in 2023. Flying squid fell from 2,463 t to 72 t, and salmon from 1,039 t in 2022 to 92 t in 2023.
    • Sea cucumber (¥189 million) and sea urchin (¥169 million) are now the most valuable species.
    • Fishing businesses fell from 240 in 2008 to 116 in 2023.
  • Wind energy. Kazamidori stands in the sheltered water by Setana Port's east outer breakwater. The town's specification lists a Vestas turbine rated at 600 kW (660 kW nominal) with a 47 m rotor, and a planned output of about 4,200 MWh a year for the plant, enough for about 1,000 households.44 The town's pages do not state the number of turbines; English Wikipedia describes the installation as two turbines.45
  • Tourism. 201,900 visitors in fiscal 2024, down from 295,700 in 2005. Of these, 186,800 were day-trippers.43
  • Hometown tax. Donations totalled ¥160,181,000 in fiscal 2025.46 The town accepts them through 23 portal sites.47
  • Film. Sora no Restaurant (そらのレストラン) was shot here in 2017–2018. It is based on Yama no Kai (やまの会), a local circular-farming group.3

Hokke hiraki (ほっけの開き) Seafood Split by hand, rinsed in brine and dried in the sun by Narita Gyogyōbu (成田漁業部) on the Nagaiso coast.49 Yamayo Saitō Gyogyō (ヤマヨ斉藤漁業) sells it too, along with salmon roe and lightly salted sea urchin.50

Danshaku potatoes (男爵いも) Vegetable The Hiyama Subprefecture lists Danshaku potatoes among Setana's main products.1 Setana is part of the registered production area of Imakane Danshaku (今金男しゃく), a Geographical Indication product registered on 9 September 2019.55 Kitahiyama Danshaku potatoes and Setana shio tomatoes are sold at Kosaki Shokuryōhin (こさき食料品店) in Kitahiyama.54

  • Performing arts. Kudō Kagura (久遠神楽), first performed in public in 1914, is kept alive by Taisei Junior High School students.31 Matsumae Kagura, a national Important Intangible Folk Cultural Property since 2018, is performed at local shrine festivals.68 Tokushima settlers brought Awa jōruri puppetry to Kitahiyama, and their puppets by the master Tengu-Hisa (天狗久) are a town cultural property.32
  • Shrines. Kudō Shrine (久遠神社), founded in 1704, issues goshuin stamps for Ōta Shrine.69 Makomanai Shrine (1893) handles those for the worship site Niwa Goro built for the 19 young samurai of Aizu's Byakkotai.70
  • Museums.
    • The Lifelong Learning Center (生涯学習センター) in Setana Ward shows Ogino Ginko's belongings, Minamikawa finds and a model of Setana Station. Open 10:00–17:00; closed Mondays.30
    • The Information Center (情報センター) in Kitahiyama shows the Awa puppets and a Myōchin Nobuie helmet.71
    • The Taisei Kyōdokan (大成郷土館) covers Kudō Kagura, Enkū and herring fishing.72

Ainu heritage
  • Chiefs of Setanai. In the mid-1500s, the Setanai chief Hashitain took the title "chief of the western Ainu" in a peace with the Kakizaki clan.26 In 1643 Henauke, a chief from Shimakomaki (Shimamaki), fought Matsumae forces here.27
  • Sacred mountain. Local Ainu called the spirit of Mt. Ōta Ōta-kamoi (オオタカモイ) and revered it as a guardian of Ezo, before it was enshrined as Ōta Daigongen.14
  • Place names. Setana, Kudō and Kariba-yama all have Ainu roots (see above). The marsh in Ukishima Park was called Kamui-ruru-tō, "marsh where the gods bring fish."73
  • Museum finds. Artefacts up to the Ainu cultural period are displayed at the Information Center and Taisei Kyōdokan.25
  • Not found. No dedicated Ainu cultural facility or active local Ainu association was found in the sources checked.

Sister & friendship cities
  • Hanford, California, USA: sister city since 11 August 1991, first with the former Setana Town.8 Each city sends a delegation every year.45
  • Toyoyama, Aichi: friendship exchange agreement signed on 14 November 2019. It honours the Aichi community founded by settlers from Toyoba Village in 1893.334

Notable people
  • Ogino Ginko (1851–1913): Japan's first licensed woman doctor, who practised in Setana from 1897 to 1908, apart from time in Sapporo and Saitama in 1903–1905.35
  • Niwa Goro (1852–1928): founder of the Niwa settlement in Kitahiyama.33
