Samani 様似町

さまにちょう

A small fishing town at the southern tip of the Hidaka Mountains. The whole town is the Mt. Apoi UNESCO Global Geopark, where mantle rock at the surface supports rare alpine flowers at only 810 m. Along the coast are kelp-drying beaches, the Oyako-iwa sea stacks, and an Edo-period trading post and government temple.

Known for

  • Mt. Apoi (アポイ岳, 810 m). The mountain is built of the Horoman peridotite (幌満かんらん岩体), upper-mantle rock pushed to the surface when the Hidaka Mountains formed about 13 million years ago. Its ultramafic soil, sea fog and wind allow alpine plants to grow low on the mountain, including the endemic Hidaka-sō and Ezo-kōzorina (エゾコウゾリナ)1112. The plant community has been a Special Natural Monument since 19521.
  • UNESCO Global Geopark. The Mt. Apoi Geopark covers the entire town. It was certified as a Japanese Geopark in 2008 and as a Global Geopark on 19 September 20151. The town's furusato nozei site gives 17 November 201513, the day global geoparks became an official UNESCO programme14.
  • Hidaka kombu and Ginsei salmon. Samani's shore is a first-class "upper beach" (上浜) for Mitsuishi kombu, which is sold nationwide as Hidaka kombu15. Its autumn salmon includes the premium brand Ginsei (銀聖)13.
  • Oyako-iwa (親子岩). The "parent and child" sea stacks are the town's symbol. In winter the sun sets between them16.
  • Edo-period heritage. The town has the Shamani Kaisho (trading post) site, the Samani Mountain Path (様似山道), Ezo's first government road, and Tōju-in (等澍院), one of the three shogunate temples of Ezo917.
  • Summer strawberries. The town says Samani and neighboring Urakawa together produce more summer strawberries, mainly the everbearing Suzuakane (すずあかね), than anywhere else in Japan109.
  • Apoi Fire Festival (アポイの火まつり). The town's largest event, held in early August16.

Sights & activities

Nature & scenery

  • Mt. Apoi. From the visitor center it takes 2.5–3 hours up and about 2 hours down51. Above the 5th station the trail crosses bare peridotite with dwarf stone pine52.
  • Coast. Oyako-iwa is off Nishi-machi20. Cape Enrumu and Mt. Kannon (about 100 m) have lookouts21. In winter, sea smoke and "jewelry ice" form on the shore9.
  • Inland. Samani Dam is known for cherry blossoms, and Ohonai Falls (オホナイの滝) freezes in winter. The Apoi Arboretum is free42.

Onsen

  • There is no natural hot spring in town. Hotel Apoi Sansō (ホテルアポイ山荘) offers day baths for ¥500, using mineral deposits from Futamata Radium Onsen53.

Museums & heritage

  • Mt. Apoi Geopark Visitor Center (アポイ岳ジオパークビジターセンター). It has a flower diorama and a film, and staff post bear updates. Open April–October, 9:00–17:00, free54.
  • Samani Mountain Path (様似山道). The 7.1 km road built in 1799 for northern defense9.

Outdoor & seasonal activities

  • Camping. Apoi Sanroku Family Park campground is open mid-April to October and costs ¥600 per adult55.
  • Beach. Oyako-iwa Fureai Beach is Hidaka's only swimming beach42.
  • E-bikes. The tourism association rents e-mountain bikes by reservation56.
  • Park golf. Apoi Sanroku Family Park has a free 27-hole park golf course (three courses) certified by the International Park Golf Association. It is open from the second Saturday of April to the last Sunday of November42.

Food experiences

  • Seafood. Washoku Ominaeshi (和食・女郎花) serves local seafood53.
  • Soft-serve. Available at the tourist information center57.

Roadside stations (Michi-no-Eki)

No Michi-no-Eki is located in Samani, and the official list shows none in Urakawa or Erimo either58. The nearest are Mitsuishi to the west and, across the mountains in Tokachi, Cosmall Taiki:

  • Mitsuishi (道の駅みついし), in Shinhidaka, on National Route 235. It has an auto campground, the Mitsuishi Kombu Onsen (蔵三) and a kombu and seafood shop. Hours are 8:45–22:00 from April to September and 8:45–17:30 from October to March. It is closed 31 December–5 January. There is parking for 266 cars and 14 large vehicles. It was registered on 11 April 199559. Hours as of September 2026; check before visiting.
  • Cosmall Taiki (道の駅コスモール大樹), in Taiki, on National Route 23660.

In town, the tourist information center at the former Samani Station serves as a rest stop. It has a souvenir shop, soft-serve, luggage storage for ¥100 and e-bike rental615657.

Getting there & around

  • Rail. There is no rail service. The JR Hidaka Line to Samani closed in 2021, and the old station is now a bus office and tourist center65.
  • Buses. The JR Hokkaido Bus Highway Erimo (高速えりも号) runs once a day and must be reserved: Sapporo 15:00 → Samani about 18:45, ¥4,00062. The Tokkyū Tomamo (特急とまも号) comes from Tomakomai in about 3 h 20 min. Donan Bus's Highway Pegasus (高速ペガサス号) runs from Sapporo to Urakawa63. Local buses connect with Urakawa (30 minutes) and Erimo636.
  • By car. Samani is about 185 km (3 h 10 min) from Sapporo and 150 km (2 h 30 min) from New Chitose Airport. The nearest airport is Tokachi-Obihiro, about 110 km (1 h 50 min) away63. The Hidaka Expressway reached Niikappu IC in February 202664. National Route 336 runs through town6.
  • Around town. A car is best. The on-demand Samani Noriai Wagon (さまに乗合ワゴン) runs on weekdays between homes and 10 set stops in town, including Apoi Sansō. It costs ¥500 one way and must be booked by 17:00 the day before. From October to December 2026 it also runs on Saturdays as a trial65.

Practical tips

  • Seasons. Come in April–July for alpine flowers10, May for cherry blossoms, August for the fire festival and late October for autumn color427.
  • Information. The tourist information center (Ōdōri 1-101-1; tel. 0146-36-2551)66 is open daily, 9:00–18:00 in April–October and 9:00–17:00 in November–March. It closes over New Year56. The Shamani Ainu site still lists 8:30–18:00 with Monday closures; the association's September 2026 notice is newer66.
  • Mt. Apoi rules. Stay on the trail, take nothing, bring no pets and carry a portable toilet. Toilet booths stand below the 5th-station hut from April to October67.
  • Brown bears. A bear was seen near Apoi's summit on 19 August 2026. Carry a bell or spray6867.
  • Mountain roads. The forest road to the Pinneshiri trailhead was closed after a washout and reopened on 11 May 2026. Check the town's news before driving it69.
  • Beach parking. Do not park on the public road beside Oyako-iwa beach; parking there can be ticketed42.
  • Lodging. Rooms are limited, so book ahead53.

Municipal history The town counts 1802 as its founding year (開基), when the area came under the shogunate's Ezo magistrate. A village office opened in 1880. Eight villages were combined as Samani Village (様似村) in 1906, and it became a town on 1 April 195251. There have been no later mergers.

Symbols Tree: Hidaka goyō pine (日高五葉; キタゴヨウ, Pinus parviflora var. pentaphylla). Its stand at Horoman, the northern limit of the species, is a national natural monument57. Flower: Hidaka-sō (ヒダカソウ, Callianthemum miyabeanum), which grows only on Mt. Apoi and blooms in May58. No town bird was found. The emblem was adopted in 1918 and shows Cape Enrumu between two harbors1.

Name origin

  • Ainu roots, several theories. The name is Ainu, but its meaning is unsettled. In the Edo period it was pronounced "Shamani" and written 射摩尼 or 砂馬荷. Ainu does not separate s and sh, so "Shamani" and "Samani" are the same word said two ways118. The town's statistics book lists six theories1:
    1. Samunni ("fallen tree"). Local lore says the river was once called Tomisanpet ("river where treasure flows"; also spelled Tomiesanpet). When a Japanese (wajin) traveler asked its name, his Ainu guide pointed to a flood-borne log and said samunni118.
    2. Sanmauni ("driftwood"), from the Samani Village History. The town's overview page uses this theory15.
    3. Esamanpet ("otter river"), after Nagata Hōsei1.
    4. Shanmani ("place with a high mountain"), after Matsuura Takeshirō1.
    5. Shamani ("crossbeam"), after Hata Awagimaro1.
    6. The name of a woman who lived here, a story recorded by both Hata and Matsuura1.
  • Other names. Enrum (エンルム) means "cape," and the cape once held a fort (casi)19. Oyako-iwa is Umpe Repunke in Ainu20. The name Apoi is linked to an Ainu legend of fires lit on the summit to pray to the kamuy for good deer hunting; the Apoi Fire Festival re-creates it16.

History

  • Prehistory. People have lived here since the Early Jōmon period, 8,000–5,000 years ago18. The town has 29 registered archaeological sites. Excavations at the Fuyushima site (冬島遺跡) from 2014 to 2020 found remains from about 2,200 years ago9.
  • Gold and war. Japanese miners arrived around 1635 to mine gold on a tributary of the Unbe River (海辺川). The mine closed in 1669 because of Shakushain's War518.
  • Trading post and road. In 1799 a shogunate envoy completed the Samani Mountain Path. The next year the Matsumae domain's trading post at Enrumu became the shogunate's Shamani Kaisho (シャマニ会所), and a town grew around it5. The geopark's English site dates the Kaisho to 179921. Kombu, dried cod and fish oil were shipped from here on Kitamae ships18.
  • Founding and temple. Samani came under the Ezo magistrate in 1802, the year the town counts as its founding. In 1806 the shogunate built Tōju-in, which later moved to its present site in Shiomidai92217.
  • Meiji to prewar. A village office opened in 1880, and settled farming began around 18855. Samani Village formed in 1906. Seasonal herring and salmon fishermen from Noda, Iwate, settled in large numbers1. Electric light arrived in 19259.
  • Hydropower and rail. Dams were built on the Horoman River (幌満川), where hard peridotite made good dam sites9. Power stations opened in 1935 and 1940, the Hidaka Line reached Samani in 1937, and Hokkai Denki Kōgyō's (北海電気興業) Hidaka plant began operating in 19411.
  • War and fires. In 1945 the town was hit by U.S. air raids and submarine shelling, and a fire destroyed 29 houses. Another fire burned 79 houses in 19491.
  • Town status and growth. Samani became a town in 1952, the same year Apoi's plants were protected. The census population peaked at 10,163 in 19551.
  • Postwar decades. The town was designated a depopulation area in 1971. The first Apoi Fire Festival was held the same year. Samani Dam followed in 1975. In 1981 the Apoi area joined a quasi-national park1.
  • Late 20th century. The Apoi Sansō hotel opened in 19971. The 4th International Lherzolite Conference, the first in Japan, was held here in 20026.
  • Disasters. The 2003 Tokachi-oki earthquake (shindo 6-lower) caused ¥234 million in damage, and the 2011 Tōhoku tsunami more than ¥720 million1.
  • Geopark era. The Geopark Visitor Center reopened in 2013 after renovation. Samani High School closed in 20141.
  • Loss of the railway. Storm waves cut the JR Hidaka Line in 20151. The Mukawa–Samani section never reopened and was abolished in 20216.
  • Heritage. The Samani Mountain Path became a National Historic Site in 2018. The same year, Tōju-in and Ezo's other two government temples became Hokkaido Heritage19.
  • Recent years. On 25 June 2024 the Apoi area became part of the new Hidaka-sanmyaku Erimo Tokachi National Park (日高山脈襟裳十勝国立公園). At 245,668 ha, it is Japan's largest national park23. In 2026 a new fire station opened on high ground in Nishi-machi. Beside it stands an evacuation building, the Oyako-iwa Disaster Prevention Terrace (おやこいわ防災テラス)2425.

Geography & climate

  • Setting. Samani is on the Pacific coast of southeastern Hidaka, backed by the Hidaka Mountains5. Forest covers 90% of the land. The town center sits on flat land at the mouths of the Samani (様似川) and Unbe rivers1.
  • Mountains. The main peaks are Mt. Apoi (810 m) and Mt. Pinneshiri (ピンネシリ, 958 m)9. Both lie within the national park23.
  • Horomankyo (幌満峡). This 8 km peridotite gorge has a natural-monument forest of goyō pine and old hydroelectric works. Its autumn color peaks in late October7. Lake Horoman (幌満湖) is a reservoir6.
  • Coast. Oyako-iwa, Sobira-iwa (ソビラ岩) and Rōsoku-iwa (ローソク岩) are porphyrite, formed about 17.7 million years ago9. Cape Enrumu is an island tied to shore by a sandbar21. Hidaka Yabakei (日高耶馬渓) is 7 km of sea cliffs where Apoi meets the Pacific. It exposes the Hidaka Main Thrust, an old plate boundary26.
  • Wildlife. Apoi has an endemic land snail (アポイマイマイ), the Ice Age–relict northern pika (エゾナキウサギ), and a skipper butterfly (ヒメチャマダラセセリ) that in Japan lives only here9.
  • Climate. The town has a maritime climate with cool summers and little snow for Hokkaido1. Samani has no temperature station. At neighboring Urakawa, 1991–2020 normals are −2.4 °C in January, 19.9 °C in August and 8.2 °C for the year, with 128 cm of snowfall27. Urakawa's records are 31.5 °C (2023) and −15.5 °C (1979)28. Horoman in Samani averages 1,196.6 mm of precipitation a year29.

Economy & industry

  • Fishing. Samani has four fishing ports, including Samani and Fuyushima (冬島)30. The seasons run from sea urchin in spring and kombu in summer to salmon in autumn and pollock in winter9. In fiscal 2021 the town landed 6,997 t worth ¥1.59 billion, mostly pollock (4,492 t). Kombu was worth ¥489 million1.
  • Salmon decline. The 2018 port survey recorded 2,271 t of salmon and trout30. The 2021 catch statistics, a different survey, show only about 214 t (169 t of salmon and 44 t of trout)1. The town blames warmer seas and aging fishers30.
  • Strawberries. Everbearing Suzuakane strawberries are the main crop. They fill the summer–autumn gap in Honshu supply, with 27 growers and a packing plant opened in 201731. Output is about 140 t a year. The tart berries are used mainly in cakes, and most are shipped to the Tokyo area. The town builds greenhouses to attract new farmers9. In 2021 strawberries earned ¥286 million of ¥552 million in farm output1.
  • Livestock. In 2021, 24 farms kept 330 racehorses. There are also a few Wagyu breeding and dairy farms131.
  • Industry. Tōhō Olivine Industry (東邦オリビン工業) quarries peridotite for industrial use and harbor works. Shin Nippon Denkō (新日本電工) runs hydroelectric plants on the Horoman River9.
  • Tourism. Samani had 66,500 visitors in fiscal 2025, down from 70,300. August was the peak month, with 19,30032.
  • Depopulation. In the 2020 Census, about 42% of residents were 65 or older (calculated from the town's table)1. The town offers free lots for families, home subsidies and an empty-house bank. In 2026 it was also recruiting a community-support worker (地域おこし協力隊) to handle empty houses and migration3334.

Tako-manma kamaboko & tori-ashi Local food Marusan Kudō Shōten (マルサン工藤商店), a convenience store, makes fish cake from yanagi-dako octopus eggs. Its most popular item is tori-ashi (鳥足), chicken legs37.
Suzuakane strawberries (すずあかね) Fruit Picked from July to late November9.
Shirimochi (尻餅) Sweet A bottom-shaped rice cake from the confectioner Umeya (梅屋), created in the 1980s and jokingly labeled a "strange sweet" (迷菓)3839. Check that it is still sold before a special trip.
Oyaki & Samani Jingisukan Sweet / meat Oyaki Nakamura (おやき中村) has made bean-paste oyaki for over 50 years. Meat Shop Torii (ミートショップ鳥井) sells Samani Jingisukan, meat marinated in the shop's own sauce and popular as a gift37.

  • Ainu dance. Local dances include the "parent and child cranes" (Hun tori hun cikap). They are part of Ainu traditional dance, an Important Intangible Folk Cultural Property and UNESCO Intangible Cultural Heritage18.
  • Tōju-in (等澍院). Founded by the shogunate in 1806, this is one of the "three government temples of Ezo." Its old documents are an Important Cultural Property. Visitors are asked to reserve in advance176.
  • Samani Folk Museum (様似郷土館). About 1,600 items are on display. Entry is free, and it is closed Mondays47.
  • Tenipon (テニポン). A mix of tennis and table tennis, invented in the town in 19881.

Ainu heritage

  • Dialect and legends. Samani Ainu is close to the Tokachi and Kushiro dialects18. In one legend, a defeated chief followed his wife and child into the sea after they had turned to stone (Sobira-iwa) and became a rock himself; an enemy's arrow split his rock into the three Oyako-iwa20. Cape Enrumu has a legend of a stolen magic sword19.
  • Kamuycasi (カムイチャシ跡). A fort site on Mt. Kannon (観音山), with a 1978 monument and an annual ceremony48.
  • Okada cise (岡田のチセ). A thatched Ainu house restored in 2009. Visits are by reservation with the Samani Ainu Association49.
  • Food. Local Ainu dishes include konpusito, dumplings with kombu sauce18.
  • People. Kumagai Kane (熊谷カネ) received the 2022 Ainu Culture Award for her work teaching embroidery, dance and ritual50.
  • Visiting. The bilingual "Shamani Ainu" website maps 15 Ainu-related sites and runs a stamp rally22.
