Shimukappu is a village near the center of Hokkaido where the Mukawa River begins. Forest covers 94% of its land.1 Its Tomamu district holds Hoshino Resorts Tomamu, known for the Unkai Terrace "sea of clouds" viewpoint and the winter Ice Village.2 Because of the resort, the village is unusually international: 390 of its 1,346 residents in August 2026 were foreign nationals.3

Known for

  • Hoshino Resorts Tomamu (星野リゾート トマム): a resort of about 1,000 ha in Naka-Tomamu (中トマム) with hotels, a ski area, the Mina-Mina Beach indoor pool, the Unkai Terrace and the winter Ice Village.2
  • Unkai Terrace (雲海テラス): a mountaintop deck at 1,088 m, reached by gondola. On about 40% of mornings in the season, visitors see a sea of clouds below.8
  • Source of the Mukawa River (鵡川源流): the 135 km river has no dams on its main channel, and cherry salmon (sakura masu) still swim up it from the sea.9
  • Akaiwa Seigankyō gorge (赤岩青巌峡): red chert and bluish boulders along the Mukawa. It is a rafting spot and has autumn colors in late September and early October.10
  • Wild mountain vegetables (山菜): the village has processed and sold them as its signature product since 1974.1112
  • Ezo venison and maple syrup: venison from a game workshop in the village,13 and Topeniwakka (トペニワッカ), a syrup made only from sap of village maples.7
  • An international village: in August 2026, 390 of the 1,346 residents were foreign nationals.3 More people lived in the Tomamu resort district (657) than in the village center, Chūō (587).1

Sights & activities

Nature & scenery

  • Unkai Terrace (雲海テラス), Hoshino Resorts Tomamu: a deck at 1,088 m at the top of the gondola, which takes 13 minutes.37 The 2026 season runs from 13 May to 13 October. A gondola ticket costs ¥2,500 for adults and ¥1,600 for children aged 7–11. The "Cloud 9" viewpoints include Cloud Walk, Sky Wedge, a 117 m Contour Bench, Cloud Pool, Cloud Bed, Cloud Bar and Cloud Round, which opened in July 2025. Unkai Café serves cloud-themed drinks and sweets.8
  • Akaiwa Seigankyō (赤岩青巌峡): a gorge of red chert and bluish boulders on the Mukawa, halfway between Chūō and Niniu. It has maple color in late September and early October.10
  • Source of the Mukawa (鵡川源流): clear upstream water where cherry salmon still run.9
  • Oni-tōge (鬼峠): the steep Meiji-era pass that was once the only road between Niniu and Chūō. It is no longer used.38
  • Ito Iris Garden (イトウ・アイリス・ガーデン), Soshubetsu:28 German irises, alpine plants, rock gardens and perennial beds, at their best from spring into summer.29

Onsen

  • Shimukappu Yunosawa Onsen Mori no Shiki (占冠湯の沢温泉 森の四季), Shimukappu: an iodine-bearing sodium–calcium chloride cold spring. Its cold plunge uses the 7.6 °C spring water as it comes from the source, with no heating and no added water, which the inn calls rare in Japan. Day bathing runs 11:00–20:30 (last entry 20:00). On Tuesdays it opens at 16:00 because of cleaning. From April 2026 day bathing costs ¥700 for adults and ¥350 for children.39 The inn has 18 guest rooms, a restaurant, a hearth lobby and Wi-Fi.40 Tel. 0167-56-2311.22

Museums & heritage

  • Church on the Water (水の教会), Naka-Tomamu: a chapel designed by Tadao Ando in 1985 and completed in 1988.19 It is used for weddings.37

Outdoor & seasonal activities

  • Skiing at Tomamu: 29 runs on two mountains (Japanese Wikipedia gives 28), the longest 4,200 m. The 2026–27 season runs from 1 December 2026 to 5 April 2027. The Frost Tree Terrace (霧氷テラス) at 1,088 m shows trees coated in rime ice.33 The ski area rises from 540 m to 1,239 m on 6 lifts.18
  • Mina-Mina Beach (ミナミナビーチ): described as one of Japan's largest indoor wave pools, kept above 30 °C all year.33
  • Ice Village (アイスヴィレッジ): ice domes, some more than 15 m across, an ice bar and an ice hotel you can stay in. It runs from late December to mid-March.34 In 2026–27 it is open from 20 December 2026 to 10 March 2027 (17:00–22:00, entry ¥600); the ice hotel takes overnight guests from 20 January to 20 February 2027, and the Ice Church (氷の教会) stands from 20 January to 14 February 2027.41
  • Rafting on the Mukawa: 8-person rafts on tours of about 2.5 hours, from 25 April to 31 October 2026. Book through Sportpia Furano (スポートピア富良野).42 The Akaiwa gorge is a favorite stretch.10
  • Farm area at Tomamu: about 100 ha of pasture with livestock and viewing points.37

Food experiences

  • Venison bowls at Mori no Shiki, venison hamburg steak at Pension Ing Tomamu, and venison tacos at the Michi-no-Eki.24

Roadside stations (Michi-no-Eki)

Shizen Taikan Shimukappu (道の駅自然体感しむかっぷ)

  • Location: Chūō, Shimukappu (〒079-2201 北海道勇払郡占冠村字中央).43 It stands on National Route 237, the "Hanabito Kaidō" (花人街道).20 The village farm park, where the October foliage festival is held, is next door.32 Akaiwa Seigankyō and Hoshino Resorts Tomamu are the main nearby sights.20
  • Hours: 9:00–18:00 from 1 April to 31 October and 9:00–17:00 from 1 November to 31 March. Closed 31 December–3 January (as of September 2026 — check before visiting).20
  • Shops & products: the shops are run by separate tenants, including Omiyage MI Kikaku (お土産エムアイ企画), Shimukappu Ichiba (しむかっぷ市場), RONRON and others.4313 They sell wild-vegetable products (the village's signature souvenir), woodcraft from Shimokapu Kōbō (しもかぷ工房),20 and Mori no Kariudo venison: ham, salami, jerky and canned venison.13 There is also a photo studio.20
  • Food: Yaokuma Café (八百熊CAFE), Wafū Chūka Soba (和風中華そば), Tomamu Manpuku (苫鵡 まんぷく), Milk Kitchen Frypan (ミルクキッチンふらいぱん) and Takoyaki Factory Tekuteku (たこやきFACTORYてくてく).43 Milk Kitchen Frypan serves venison tacos in handmade tortillas and venison burritos.24 Soft-serve is sold, but the flavors were not listed.20
  • Facilities: 123 car spaces and 5 for large vehicles. There are toilets with warm-water bidet seats, an accessible toilet, a nursing room and diaper-changing tables. Wi-Fi is available, and credit cards and cashless payment are accepted.20 A notice posted on 4 March 2026 said the EV charger would be taken out of service in late March 2026; its current status was not confirmed.44 Inside are a Living Information Center (生活情報センター) with road and tourist information, a rest area, a fireplace, a piano and a photo spot. Outside stands a giant thermometer.43 Whether the toilets are open 24 hours was not confirmed. No onsen, campground or RV park is listed.
  • Notes: registered on 18 August 2000 as Hokkaido station no. 67. The stamp can be pressed during opening hours but not on closed days.20 Inquiries go to the NPO Shimukappu Muradukuri Kankō Kyōkai (NPO占冠・村づくり観光協会, tel. 0167-39-8010).43 Events include Golden Maple Week in spring and Latcha Konite in winter.3135

Getting there & around

  • Rail: the JR Hokkaido Sekishō Line (石勝線) has two stations in the village, and only limited expresses stop at them.
    • Tomamu Station (トマム駅): all regular Ozora (おおぞら) and Tokachi (とかち) limited expresses stop here, except one late-night train in each direction. The trip from Sapporo takes about 1 hour 31 minutes, and Obihiro is about 55 minutes away. At 537.13 m, it is the highest operating passenger station in Hokkaido.16 Seats are all reserved, and a free resort shuttle meets arriving trains. It takes about 5 minutes to Tomamu The Tower and 10 minutes to Risonare Tomamu.23
    • Shimukappu Station (占冠駅): about 2 km north of the village center. All Tokachi trains and one Ozora round trip stop here. The village has run it as a contracted station since 1986.17
  • Roads: the Dōtō Expressway (道東自動車道) has Shimukappu IC, Shimukappu PA and Tomamu IC. National Routes 237 and 274 cross the village.4 According to the resort, Tomamu is about 145 km and 120 minutes from Sapporo Station by expressway, 108 km and 90 minutes from New Chitose Airport, and 62 km and 70 minutes from Obihiro Station. Furano Station is 67 km and about 90 minutes away on local roads.45
  • Village buses: the village runs a Furano Line with 3 round trips a day and a Tomamu Line with 2 round trips a day. Stops include Chūō, Shimukappu, Tomamu, Soshubetsu, Ochiai, Ikutora, Kanayama and Furano. In FY2023 the Furano Line carried 8,394 passengers.5
  • Airports: New Chitose, Tokachi-Obihiro and Asahikawa. Rental cars are available at the airports and at Tomamu The Tower.23

Practical tips

  • When to go: the Unkai Terrace is open from mid-May to mid-October, and it is early morning only.8 Maple color at Akaiwa peaks in late September and early October, the same time as the October foliage festival.1032 The ski season runs from December to early April, and the Ice Village from late December to early March.33 Rafting runs from late April to October.42 The Furusato Matsuri fireworks are on the Saturday night of the first weekend of August.26
  • Winter: lows below −30 °C are common, and the record is −35.8 °C.5 The village is designated a special heavy-snow area (特別豪雪地帯), with about 705 cm of snowfall a year.4 Use winter tires and allow extra time on Routes 237 and 274 and the expressway.
  • Trains: only limited expresses stop in the village,1617 and at Tomamu their seats are all reserved.23 Trains stopped running on the Nemuro Line between Furano and Shintoku on 1 April 2024, so there is no longer a rail link toward Furano;23 the village bus's Furano Line runs there instead.5 Check village-bus and resort-shuttle times before you travel.5
  • Wildlife: brown bears live in the village's forests. The village holds Higuma Meetings for residents36 and has run drills for bears entering the village.46 Carry a bell or spray on trails and by rivers, and watch for Ezo deer on the roads at dusk.
  • Services: the village center (Chūō) has the Michi-no-Eki and the post office (占冠郵便局).28 In Tomamu, the resort has more than 20 places to eat.33 The Michi-no-Eki's Living Information Center has road and tourist information.43

Municipal history / 沿革 The first settlers arrived in May 1902 (明治35年).1 The area split from Hetonai Village (辺富内村) in 1905 and moved under Kamikawa in 1906. In 1919 it came under the second-class town and village system (二級町村制) and shared an office with Minamifurano. It became the independent village of Shimukappu in 1932.4 It has never merged with another municipality.

Name origin
  • Official explanation: the village says the name comes from the Ainu word shimokap (シモカプ), "a very quiet and peaceful upstream place" (とても静かで平和な上流の場所).1
  • Yamada Hidezō's reading: the Ainu place-name scholar Yamada Hidezō (山田秀三) suggested si-mukap (シムカㇷ゚), meaning "the main stream of the Mukawa" (本流の・鵡川), that is, its headwaters.4 This fits the village's position at the source of the Mukawa.9 Japanese Wikipedia sets the two explanations side by side.4

History
  • About 4,000 years ago: 127 pitfall traps for hunting deer have been found along the banks of the Mukawa. They suggest the valley was a major deer migration route.9
  • Ainu and Edo periods: the sources consulted document little about Ainu settlements or Matsumae-era trading posts in the upper Mukawa. The Ainu place names are the main record (see below).
  • 1902: in May, Hikage Chōmatsu (日蔭長松; reading unverified), manager of the Satō Farm (佐藤農場), arrived with seven tenant households. The village counts its history from this date.1 The settlers' home prefectures are not recorded in the sources consulted.
  • 1905–1932: the area split from Hetonai Village (辺富内村) in 1905 and moved under Kamikawa Subprefecture in 1906. From 1919 it shared a joint office with Minamifurano. It became independent as Shimukappu Village in 1932.4
  • Forestry era: logging of the forests from Hobetsu up to Shimukappu began in 1909. From the late Meiji era until 1961, logs cut upstream were floated down the Mukawa to its middle reaches.14 The census population peaked at 4,705 in 1960. It then fell to 1,601 by 1980.5
  • 1974: the village began processing wild mountain vegetables as its specialty product.1115
  • 1981: on 1 October the Sekishō Line (石勝線) opened. It had Shimukappu Station and Sekishō-Kōgen Station (石勝高原駅), which was renamed Tomamu on 1 February 1987.1617
  • Resort boom: Alpha Resort Tomamu (アルファリゾート・トマム) opened in 1983. Its 36-storey twin towers were finished in 1987 and 1989.18 The Church on the Water, designed by Tadao Ando (安藤忠雄), was completed in 1988.19 The Tomamu district grew from 124 people in 1980 to 1,350 in 1990, and the village total reached 2,721 in 1990.5 The sister-city tie with Aspen, Colorado, began on 29 August 1991.4
  • Bust and rescue: Alpha Corporation went bankrupt in 1998 with debts of ¥106.1 billion. The village bought facilities from the bankruptcy estate for ¥525 million and lent them free to Kamori Kankō (加森観光), which ran them until October 2005. In 2004 Hoshino Resorts bought the facilities owned by Kanbei Seibaku (関兵精麦), and it took over the whole operation in October 2005.18
  • 2000: the Michi-no-Eki Shizen Taikan Shimukappu was registered on 18 August.20
  • Reinvention: Hoshino Resorts started the Unkai Terrace as a trial café in 2005 and opened it fully in 2006.8 In 2015 a company in China's Fosun group bought Hoshino Resorts Tomamu for ¥18.3 billion. In 2017 Club Med Hokkaido Tomamu opened in part of the resort. In 2024 Fosun sold the resort to YCH16, a Tokyo company, for about ¥40.8 billion.1821
  • Recent: Yunosawa Onsen reopened after renovation on 29 September 2012.22 The Furano–Shintoku section of the Nemuro Line closed on 1 April 2024.23 In August 2026 the village had 1,346 residents, including 390 foreign residents.13

Geography & climate
  • Setting: Shimukappu lies near the center of Hokkaido, at the southern tip of Kamikawa Subprefecture.1 The village spans 37.2 km from east to west and 27.7 km from north to south.5 Its borders mostly follow watershed ridges.1 The highest peaks are Soshubetsu-dake (双珠別岳, 1,383 m), Karifuri-dake (狩振岳, 1,323 m) and Tomamu-yama (トマム山, 1,239 m).4
  • Rivers: the Mukawa (鵡川) rises on Karifuri-dake and flows 135 km to the Pacific. Its basin covers 1,270 km².14 Its tributaries include the Soshubetsu (双珠別川) and Horokatomamu (ホロカトマム川).4 The river system's two main dams, the Soshubetsu Dam (双珠別ダム) and the Hobetsu Dam (穂別ダム), stand on tributaries (the Soshubetsu and Hobetsu rivers),14 and there is no dam on the main channel.9
  • Forests: the village has 52,710 ha of forest. National forest makes up 47,625 ha of it, about 90%.5
  • Settlements: the village office is in Chūō (中央). The other districts are Shimukappu (占冠), Soshubetsu (双珠別), Tomamu (トマム) and Niniu (ニニウ). Niniu had 477 people in 1970 but only 3–4 on the register from 2017 to 2024.5
  • Climate: the climate is inland, with large swings between day and night and between summer and winter. Annual precipitation is about 1,400 mm, and snow usually lies about 100 cm deep.1 Annual snowfall averages 705 cm, and the mean annual temperature is 5.0 °C.4 In 2024 the local JMA station recorded a high of 32.8 °C (July) and a low of −27.6 °C (February). From 2013 to 2023, yearly lows ranged from −25.7 °C to −32.8 °C. The record low is −35.8 °C, at 7 a.m. on 14 January 2001.5 The record high is 34.6 °C.6

Economy & industry
  • Tourism is the main employer. In the 2020 Census, 382 of the village's 875 workers (44%) were in lodging and food services.5 The 2021 Economic Census counted 85 business sites with 806 employees, not counting the public sector. The 28 lodging and food businesses employed 539 of them.5 Tourism centers on the Tomamu ski area and hotels, plus outdoor activities on the Mukawa.1
  • Farming is small. In February 2024 there were 21 farm households (16 of them full-time) working 586 ha.5 Crops include potatoes, pumpkins, corn and adzuki beans, as well as melons and watermelons that grow sweeter with the large day–night temperature swing.1
  • Livestock: the village calls itself one of Hokkaido's oldest beef-cattle areas. Its wagyu calves are shipped all over Japan to be fattened elsewhere.1 In 2024 farms kept 276 beef cattle, 482 dairy cattle and 256 sheep. The sheep flock had grown from 70 in 2020.5
  • Forestry has long been a mainstay alongside farming.1 Timber output swings from year to year: 26,868 m³ in FY2020 and 7,509 m³ in FY2022.5
  • Processing: the wild-vegetable business is run by Shimukappu Sanson Sangyō Shinkō Kōsha (株式会社占冠山村産業振興公社). In 2026 the village was recruiting regional revitalization volunteers to help make and sell its products.15
  • Population: the 2020 Census counted 1,306 people, 95 more than in 2015. Residents aged 65 and over made up 305 of them, about 23%.5 The resident register rose from 1,192 in March 2022 to 1,496 in March 2024, mostly in Tomamu.5

Shimukappu wild vegetables (占冠村の山菜) Processed produce Butterbur (フキ), bracken (ワラビ), bamboo shoots (タケノコ) and udo (ウド), sold boiled in water (水煮) or pickled in low-salt miso (味噌漬). The miso pickles are made only here.12 Produced since 197411 and sold at the Michi-no-Eki.20
Ezo venison products (えぞ鹿肉) Meat The game workshop Mori no Kariudo (ジビエ工房「森のかりうど」) makes smoked ham, salami, jerky, mince and jingisukan, and cans venison three ways: sweet soy (大和煮), curry and miso. Sold at the workshop and at Shimukappu Ichiba (しむかっぷ市場) and MI Kikaku (エムアイ企画) in the Michi-no-Eki.13
Venison dishes (えぞ鹿料理) Local dish Venison rice bowl (鹿丼), the most popular dish at Yunosawa Onsen Mori no Shiki, which also serves venison miso ramen and tantanmen. Pension Ing Tomamu (Kami-Tomamu) serves a hamburg steak (ハンバーグ) made from Ezo venison with a little beef fat. Milk Kitchen Frypan (ミルクキッチンふらいぱん) in the Michi-no-Eki serves venison tacos and burritos.24
Topeniwakka maple syrup (占冠産100％メープルシロップ「トペニワッカ」) Sweets Made by COYA from Itaya maple sap. Sap is collected for only about a month in March–April, when it holds about 2% sugar. It is boiled down over a wood fire to 66% sugar, the same as North American syrup. The forest is certified. A 132 g bottle is a furusato nozei gift for a donation of ¥20,000 or more.7
Rupunomori gin series (ルプノモリシリーズ) Spirits A craft gin (45%) and a gin liqueur (37%), each 100 ml, made by Shakotan Spirit (積丹スピリット). The botanicals are Itaya maple sap, new shoots of Sakhalin spruce (アカエゾマツ) and Topeniwakka syrup. The listing calls it Japan's first gin to use these. The set is a gift for a ¥31,000 donation.25
Shimukappu wagyu (占冠和牛) Beef Calves from one of Hokkaido's oldest beef areas.1 Roast beef and grilled wagyu are sold at the summer Furusato Matsuri.26

Hoshino Resorts Tomamu vouchers Furusato nozei The most popular gifts: a ¥30,000 stay voucher for a ¥106,000 donation and a ¥15,000 voucher for ¥56,000. Ski passes and venison are also offered.27 The village accepts donations through Satofull, Furusato Choice, Rakuten, au PAY and Saison.30

The 6th meeting drew 52 people in person and 11 online. It includes displays of fur and bones and a bear game the village made itself.36
  • Performing arts: the Shimukappu Kagura Preservation Society (占冠神楽保存会) belongs to the village cultural federation (文化連盟).5 The kagura is performed at the Furusato Matsuri.26
  • Architecture: the Church on the Water (水の教会) at Tomamu was designed by Tadao Ando in 1985 and completed in 1988.19 The resort also has an Ice Church (氷の教会) in winter. Both are used for weddings.37
  • Libraries and schools: the community-hall libraries in Chūō and Tomamu hold 27,085 books. Tomamu has its own combined elementary and junior high school, Tomamu School (トマム学校).5

Ainu heritage
  • Place names: the village's name comes from Ainu. It is read either as shimokap ("a quiet, peaceful upstream place") or as si-mukap ("the main stream of the Mukawa").14 The name Tomamu is also of Ainu origin (unverified).
  • Prehistory: 127 pitfall traps for deer, dug about 4,000 years ago along the Mukawa, show the valley was a hunting ground long before farmers arrived.9 At that age they belong to the Jōmon period, not the later Ainu culture.
  • Names in modern products: the maple syrup Topeniwakka and the Rupunomori gin both have Ainu-sounding names.725 Topeni-wakka is often glossed as "maple water," but this is unverified.
