Akkeshi 厚岸町
あっけしちょう
Akkeshi sits where a deep natural harbour opens into a brackish lake on Hokkaido's Pacific coast. Its oysters are shipped all year round, which the local fisheries cooperative says no other place in Japan does. It was also one of the first places in eastern Hokkaido where Ainu, Japanese traders and foreign ships met, and in 1804 the shogunate chose it for one of its three official Ezo temples.

- Year-round raw oysters: the fisheries cooperative says Akkeshi is the only place in Japan that ships oysters all year9, and the tourism association says the same of oysters for eating raw10. Its brands are Kaki-emon (カキえもん), Maru-emon (マルえもん) and Benten-kaki (弁天かき)10.
- Akkeshi whisky: Akkeshi Distillery (厚岸蒸溜所) was founded because the cool, foggy climate and good water resemble Islay's10, and it started distilling in October 2016. In August 2026 it finished its 24-release "24 solar terms" (二十四節気) series11.
- Michi-no-Eki Akkeshi Gourmet Park (Conchiglie): an oyster-shaped roadside station where visitors grill their own seafood, famous for its food rankings12.
- Kokutaiji (国泰寺): one of the shogunate's three official Ezo temples (蝦夷三官寺), decided in 1804. The site is a national historic site13.
- Lake Akkeshi and Bekanbeushi Marsh: a Ramsar wetland since 199314. Kushiro Subprefecture, citing a Ministry of the Environment survey, calls the Bekanbeushi the longest river in Japan with no man-made structures12.
- Akkeshi-Kiritappu-Konbumori Quasi-National Park: designated on 30 March 2021 across four towns. It was Hokkaido's first new quasi-national park in 31 years15.

Name origin
- Main theory: the town derives its name from the Ainu at-ke-us-i (アツケウシイ), "the place where we always peel elm bark". At is the bark of the Ohyō elm, which was woven into attus cloth1219.
- The Hokkaido Government's Ainu place-name list records three readings and gives the name certainty level B20:
- Uehara's "place where attus bark is peeled". Yamada adds that the name came from Akkeshi-numa, a marsh about 8 km west of the town centre.
- Nagata's at-kes-to, "marsh below the elms", because elm bark was soaked in the marsh.
- John Batchelor's akkesi, "oyster". The town history rejects this. It says single words almost never become place names and suggests the theory was used to promote Akkeshi oysters20.
- Other records: the Dutch ship Castricum logged in 1643 that the Ainu called their land "Akkis"19, and native speakers say Atkes7. The town profile6 and the fisheries cooperative21 both mention an oyster-related Ainu origin as an alternative theory.
- Other local names:
- Aikappu (愛冠) is aykap, "cannot", a name the Ainu gave to sheer cliffs. The town explains it as a spot that arrows could not reach2022.
- Bekanbeushi (別寒辺牛) is pekanpe-us-i, "place with many water chestnuts"23.
- Itoizawa (糸魚沢) is ciray-kar-pet, "river where huchen (itō) are caught"24.
- Monshizu (門静) is moy-sut, "base of the inlet"25.
- Barasan Cape, where Kokutaiji stands, is said to mean "wide fence" or a deadfall trap13.
History
- Prehistory: about 90 archaeological sites are known. The oldest dwellings date from the Jōmon period, about 6,000 years ago19.
- Trading post and first foreign visitors: the Matsumae domain opened the Akkeshi trading post (アッケシ場所) in the Kan'ei era (1624–1644)5. In 1643 the Dutch East India Company ship Castricum under Maarten Gerritsz Vries stayed 18 days in the bay. Its log describes the Ainu chief Noiasakku, whose people brought the crew oysters and rose hips19.
- 1774–1789: the timber merchant Hidaya took over the Akkeshi post and three others to recover a loan it had made to Matsumae. Its abuse of Ainu labour helped cause the Kunashiri–Menashi uprising of 1789. Ikotoi (イコトイ), chief of Akkeshi, and Tsukinoe of Kunashiri persuaded the rebels to surrender, and 37 Ainu were executed195.
- Front line with Russia: Russian traders came to Tsukushikoi in 1779 and were turned away. The town timeline has Adam Laxman arriving off Barasan in 17925; the town's history narrative says he reached Nemuro that year and passed Akkeshi in 1793 on his way to Matsumae19. Mogami Tokunai used Akkeshi as his base for the Kurils and founded Akkeshi Shrine in 179119.
- Shogunate rule:
- The shogunate took direct control of eastern Ezo in 1799, and Inō Tadataka stayed here during his 1800 survey5.
- Kokutaiji was decided in 18045.
- Control passed back to Matsumae in 1821, then to the shogunate again in 1855, and to the Sendai domain in 18595.
- Foreign ships kept coming. Most notably, the Australian whaler Eamont (イーモント号) was wrecked off Suehiro in 18505.
- Early Meiji:
- 1890 tondenhei settlement: 440 samurai-class tondenhei households from nine prefectures, including Yamagata, Fukui and Ishikawa, settled at Ōta26. The village was named after Ōta Monsuke (太田紋助), who had found the site. He was the son of a Japanese post watchman and an Ainu woman19.
- Growth after 1890:
- Kinoshita Shigetarō made Japan's first successful iodine from kelp at Barasan in 189119.
- Akkeshi Town was formed in 19005.
- Herring booms pushed the population past 10,000 by 191219.
- The railway arrived from Kushiro in 19175. Coal was mined at Kami-Oboro from 1917 until the mines closed between 1960 and 196519.
- 20th century:
- Modern era:
- Akkeshi Bridge (厚岸大橋, 456.5 m) opened in 1972 as Hokkaido's first sea bridge. It replaced the ferry between the town's two halves27.
- The 1982 sister-city link with Clarence, Tasmania brought the "single-seed" oyster method, and the first single-seed oysters were shipped in 2000195.
- Lake Akkeshi and Bekanbeushi Marsh became a Ramsar site in 1993, and strong earthquakes hit in 1993, 1994 and 20035.
- Recent events:
- Whisky distilling began in 201611.
- The quasi-national park was designated in 202115.
- On 17 September 2023 the town hosted the 42nd National Convention for Rich Sea Development (全国豊かな海づくり大会), with the Emperor and Empress present28.
- The population, over 20,000 at the 1960 Census19, was 8,892 in 20201.
Geography & climate
- Coast and lake: Akkeshi Bay cuts deep into the coast and connects to Lake Akkeshi (厚岸湖). The town lies around the channel between them6. The brackish lake covers 32.70 km²4 and is fed by the Bekanbeushi River21.
- Land: the town measures 35.5 km east to west and 45.1 km north to south. Its highest point is 156 m, and most of it is hills of 60–80 m and marsh7. Dairy farms cover the rolling land in the north12.
- Islands: Daikokujima (大黒島) and Kojima (小島) lie at the mouth of the bay29.
- Wetlands: Bekanbeushi Marsh is a representative low moor. The Oboro, Daibetsu, Bekanbeushi and Chiraikaribetsu rivers run through it, and red-crowned cranes nest there14.
- Parks: the Akkeshi-Kiritappu-Konbumori Quasi-National Park covers 41,487 ha, of which 32,566 ha is land. In Akkeshi it includes Aikappu Cape, Ayamegahara, Bekanbeushi Marsh, Lake Akkeshi and the islands1530.
- Climate: the Ōta weather station (85 m) has these 1991–2020 normals31:
- Mean temperature is 5.8 °C for the year, −5.8 °C in January and 17.7 °C in August.
- Precipitation is 1,195 mm a year.
- Snowfall totals 370 cm a season, and the deepest snow is typically 61 cm.
- Records: the highest temperature is 34.9 °C (23 July 2025) and the lowest is −24.2 °C (15 February 1978)32.
- Weather patterns: sea fog is common from June to August and keeps summers cool. Snow comes late, but the ground freezes hard7. Because of the cold, Akkeshi's cherry trees are among the last in Japan to bloom33.
Economy & industry
- Main industries: Kushiro Subprefecture's town profile names fishing and dairy farming as the two core industries12. At the 2015 Census, 30.46% of workers were in the primary sector, 21.93% in the secondary sector and 47.24% in the tertiary sector7.
- Fishing: Akkeshi fishing port was designated a Class 3 fishing port in 19515. Japanese Wikipedia calls it the only Class 3 port in Kushiro Subprefecture (unverified against the Fisheries Agency list). Local fishing covers offshore salmon and saury, coastal kelp gathering and oyster farming7. The town's published catch table ends in 2007. That year the catch was 34,371 t, including 26,359 t of saury, 1,165 t of kombu and 1,041 t of clams34.
- Oysters:
- Oysters winter in the lake, move to the saltier bay after spawning, and return to the lake to fatten21.
- Cold summer water lets growers ship all year9.
- Every oyster is held for 48 hours in UV-sterilised seawater before shipping9.
- The town's oyster seedling centre, opened in 1999, produces single-seed spat. The first single-seed oysters were shipped the following year7.
- Dairy: JA Kushiro Ōta (釧路太田農協) has its head office in Ōta35. In 2024 it handled 65,617 t of raw milk from 11,856 dairy cattle36. Farmers turned to dairy because the climate and soils were too harsh for crops26.
- Shiitake: the town built a mushroom-bed centre at Kami-Oboro in 1996, and Akkeshi is now one of Hokkaido's leading producers of fresh shiitake7.
- Whisky: Kenten Jitsugyo (堅展実業) runs Akkeshi Distillery. It uses Forsyths stills, Mizunara and other casks, and water that has passed through peat37. At the Tokyo Whisky & Spirits Competition 2026 its Karinpani single malt won a Best Category award and top gold (最高金賞)11.
- Tourism: 415,100 visitors in FY2025, down from 434,400 in FY2024. Only 20,200 of them stayed overnight38.
- Furusato nozei (hometown tax): donations jumped from ¥1.57 million in FY2015 to ¥190.9 million in FY2016. In FY2024 they were ¥1.203 billion from 62,699 donations, just below the FY2023 peak of ¥1.207 billion39.
- Population: it fell 9.1% from 2015 to 2020 and 11.6% from 2020 to 202513.

- Place names: most local place names are Ainu (see "Name origin").
- Earliest records: the earliest known account of Akkeshi Ainu life is the Dutch log of 164319.
- Ikotoi (d. 1820): this chief of Akkeshi traded with Russians and helped end the 1789 uprising. That made him a collaborator in Japanese eyes and a traitor in Ainu eyes. Kakizaki Hakyō painted him in the portrait series Ishū Retsuzō (夷酋列像)52.
- Population collapse:
- Around 1809, 874 Ainu lived in 173 households19.
- The 1843 earthquake left 34 Ainu victims in Akkeshi alone, and smallpox in 1846–47 killed 15419.
