Shibecha 標茶町
しべちゃちょう
Shibecha is a large, thinly populated dairy town in the middle of eastern Hokkaido, with far more cows than people. About 43% of Kushiro Shitsugen National Park lies inside it. The town grew up around a Meiji-era penal colony, and the winter steam train from Kushiro ends at its station.

Known for
- Dairy country: about 24,000 ha of pasture, around 50,000 dairy cows and 15,000 beef cattle11. The town produced 172,479 t of raw milk in 202012.
- Kushiro Wetland (釧路湿原): about 43% of the national park is in Shibecha13. The town has Lake Tōro, Lake Shirarutoro and the untouched Kottaro Wetland.
- Tawadaira (多和平): a hilltop lookout with a 360° horizon over the town's huge heifer-rearing ranch14.
- Kushiro penal colony (釧路集治監): open from 1885 to 1901, it was the forerunner of Abashiri Prison. Its prisoners built much of eastern Hokkaido's early road network15.
- Trains: the SL Fuyu-no-Shitsugen steam train has run from Kushiro to Shibecha every winter since 200016. JR Hokkaido calls it the only steam train in Hokkaido17. The summer Kushiro Shitsugen Norokko runs from Kushiro to Tōro18, but JR Hokkaido is retiring it after the 2026 season because its cars are old. Its last runs are on 9–10 October 202619.
- Brand foods: Hoshizora no Kuroushi (星空の黒牛) beef20 and Shibecha milk21. According to the town, Snow Brand Megmilk's Isobunnai plant is the only place in Japan that makes the pre-cut butter Hokkaido Butter Kireteru22.
- Horses: the town was home to a large army horse depot from 1908 to 1945237. It now promotes horse trekking and homes for retired horses2422.
- Shibecha High School (北海道標茶高等学校): its campus of about 255 ha grew out of the old horse-depot land. The tourism association and Japanese Wikipedia call it the largest high-school site in Japan111.
Sights & activities
Nature & scenery
- Tawadaira Observatory (多和平展望台), Kamitawa. From this hill at about 200 m you can see the horizon all the way round, and on clear days the Akan peaks and the rim of Lake Mashū. Cattle and sheep graze on the ranch below, and the stars are very bright at night. It is about 30 minutes by car from JR Shibecha Station55.
- Sarubo and Sarurun Observatories (サルボ展望台・サルルン展望台), Tōro. From the free car park it is about 15 minutes' walk to Sarubo and 20–30 minutes to Sarurun. Both look over Lake Tōro and the wetland. From Sarurun you can also watch the SL train and, until October 2026, the Norokko5719.
- Kottaro Wetland Observatory (コッタロ湿原展望台): the most untouched part of the wetland, in a special protection zone, reached by a gravel road58. The path to the observatory is closed for work from July 2026 until about the end of January 2027. The car park and toilets are open until 31 October 202659.
- Lake Shirarutoro and the Butterfly Forest Trail (蝶の森遊歩道): a trail of about one hour with a lookout over the lake. It starts near Pon-Ponyu60.
- Nishibetsu-dake (西別岳, 799 m): an easy mountain known for alpine flowers and views of Lake Mashū and Mount Shari. There is one steep stretch, the "Gaman-zaka". About 3,000 people climb it each year3261.
- Nishibetsu River (西別川) at Nijibetsu: a spring-fed river with salmon hatcheries and white baikamo water-crowfoot flowers in summer62.
- Hagino Heights (萩野高台): an informal viewpoint on Route 243, about 5 km from Nijibetsu towards Teshikaga63.
Onsen
- Pon-Ponyu (ぽん・ぽんゆ), Kayanuma: a lodge whose bath, "Yachibōzu no Yu", is fed by the Kushiro Shitsugen no Yu spring. It has three indoor baths, a sauna and an outdoor bath facing Lake Shirarutoro64.
- Day bathing is 11:00–20:00, closed Tuesdays. It costs ¥1,000 for adult visitors and ¥700 for residents64.
- Hotel Terreno Kesen (ホテル・テレーノ気仙), Sakura 8-38: a hotel with a flowing moor (peat) hot spring. Day bathing costs ¥600, 5:30–8:00 and 10:30–21:00. Its lamb set meal uses its own Suffolk sheep65.
- Mikōen (味幸園), Osotsubetsu: a moor hot spring founded in 1978, alkaline and drinkable. Open 10:00–21:00, closed Thursdays66.
- Japanese Wikipedia, citing a 2000 survey in the Japan Spa Association's journal Onsen, says the natural (free-flowing) output of Shibecha Onsen ranked fourth in Japan1. The survey itself was not checked (unverified).
Museums & heritage
- Shibecha Museum Nitai-to (標茶町博物館ニタイ・ト), Tōro. It covers archaeology, Ainu culture, the modern town and nature, and holds the Iijima insect collection30.
- Open 9:30–16:30, closed Mondays; entry ¥220. July and August used to have no closing day, but in 2026 the museum also closed on Mondays in those months, so check before you go3067.
- On the grounds are the 1885 main building of the Kushiro branch prison and the old Tōro post station (旧塘路駅逓), both free to enter from May6713. The post station was temporarily closed from late August 2026 after a hornets' nest was found67.
- Tōro-ko Eco-Museum Center "Arukotto" (塘路湖エコミュージアムセンター): a wetland visitor center with dioramas of yachibōzu sedge tussocks and other wetland features13.
- Memorial to the penal colony dead (標茶集治監死亡者の碑), in Shibecha cemetery15.
Outdoor & seasonal activities
- Canoeing on Lake Tōro and the Kushiro River, all year. Operators include Lakeside Tōro, Tōro no Yado and Tōro Nature Center68.
- Horse trekking:
- Campsites: Tōro Motomura, Tawadaira, Shirarutoro and Nijibetsu Auto Camp are open until 31 October 202670. Tawadaira and Tōro Motomura cost ¥380 per adult per night1413. At Nijibetsu you may hear Blakiston's fish owls61.
- Winter: pond-smelt ice fishing on Lake Tōro13 and photographing the SL train.
Food experiences
- Green Hill Tawa (グリーンヒル多和), at Tawadaira. It serves home-baked bread, lunch dishes made with Hoshizora beef and a long-loved beef stew, and has an all-weather barbecue terrace for Genghis Khan lamb. Open 9:00–17:00, closed December to March71.
- Hazel Grouse Manor (ヘイゼル・グラウスマナー), Nijibetsu: an English-manor-style inn serving French courses made with home-grown vegetables and herbs, Hokkaido seafood and game72.
- Kaze Bokujō for soft-serve and the Hoshizora beef shop at Tawa (see Local specialties).
Roadside stations (Michi-no-Eki)
No Michi-no-Eki is located in Shibecha73. The nearest are:
- Mashū Onsen (道の駅摩周温泉) in Teshikaga, north along Route 39173. It sells JA Shibecha's canned beef and milk craft beer39.
- Akkeshi Gourmet Park (道の駅厚岸グルメパーク) in Akkeshi, to the southeast73.
- Akan Tanchō no Sato (道の駅阿寒丹頂の里) in Kushiro City. It stocks Shibecha milk and the canned beef7339.
- Odaitō (道の駅おだいとう) in Betsukai, on the Notsuke coast73.
In town, the Shibecha Bus Terminal Tourist Information Office (標茶町バスターミナル観光案内所) does a similar job. It is the yellow building next to JR Shibecha Station (Fuji 1-1; open 9:00–17:00; tel. 015-486-7872)74. It sells Shibecha milk, milk ice cream and JA Shibecha's canned beef2139, and rents out bear spray74.
Getting there & around
- Rail: JR Senmō Main Line (釧網本線) stops at Isobunnai, Shibecha, Kayanuma and Tōro. Gojikkoku Station closed in 20171.
- Kushiro to Shibecha takes about an hour, and a few local trains come from the Abashiri side75.
- The Kushiro Shitsugen Norokko (Kushiro–Tōro, summer, all seats reserved)18 and the SL Fuyu-no-Shitsugen (Kushiro–Shibecha, winter)16 are seasonal sightseeing trains. The Norokko's regular service ends on 4 October 2026, and its last runs are on 9–10 October 202619.
- Bus: Akan Bus's Kushiro–Rausu route crosses the south of the town. The town runs its own local buses1.
- Road:
- Air: there are no airport buses to Shibecha75:
- Tanchō Kushiro Airport: about 67 km, 1.5 hours.
- Nemuro Nakashibetsu Airport: about 53 km, 1 hour 20 minutes.
- Memanbetsu Airport: about 92 km, 1 hour 40 minutes.

- Getting around: Nijibetsu to the town center and the center to Kayanuma/Tōro each take about 25 minutes by car11. A car is close to essential.
Practical tips
- Best seasons:
- May–October for camping, canoeing, Tawadaira and Nishibetsu-dake.
- Mid-January to mid-March for the SL train and frozen lakes.
- Autumn for clear skies and the September festivals.
- Cold: winter lows can fall below −25 °C11, and the record is −29.5 °C35. There is little snow, but roads freeze, so allow extra time75.

Name origin
- Shibecha: from the Ainu si-pet-ca (シペッチャ), "big–river–bank"25. The si-pet, or main river, is the Kushiro River. The town explains the name as "beside the big river"7.
- The Hokkaido Government's Ainu place-name list rates this derivation certain (level A). It gives Nagata Hōsei's reading, "big-river bank" (the hills along the big river), and Yamada Hidezō's si-pet-ca25.
- Yamada thought the place got its name because travellers crossing the mountains from Nemuro or Shari first reached the big river here. Old records show that the route from Shari to Kushiro switched to boats at this point251.
- Kumaushi (熊牛): the village's name until 1929. Japanese Wikipedia says it was dropped because "Kumaushi" suggested a remote mountain place1.
- Tōro (塘路): from to-or, "lake–place". It was the site of a well-known Ainu settlement, Tōro Kotan2613.
- Isobunnai (磯分内): from isopo-un-nay, "stream where hares live". Isopo was the word for hare in Tokachi and Kushiro27.
- Kuchoro (久著呂): possibly kuci-or, "that cliff–place". An elder told Yamada about a giant bird living on a cliff upstream, called kut-kor-kamuy (cliff god)28.
History
- Prehistory: more than 200 prehistoric sites have been found in the town1. The Kaneko (金子遺跡) and Futatsuyama (二ツ山遺跡) sites show people living here about 7,000 years ago29. The town museum displays finds from the sekijinzoku blade-arrowhead culture and from the Tobinitai period, which is linked to the Okhotsk culture30.
- Ainu era: according to local tradition, Ainu have lived here for about 800 years. Their settlements lined the Kushiro River and the lakes, and people travelled by dugout canoe29.
- Edo-era trade: the Matsumae domain opened the Kusuri trading post (久寿里場所) at present-day Kushiro in 1783. Outposts were later built at Shibecha and Nijibetsu. There, eagle tail feathers, dried salmon and bear gall and skins were traded for everyday goods. "Tōro" appears in a 1789 record, and "Shippetcha" appears on an 1806 map29.
- 1858: the trading-post contractor Sano Magoemon (佐野孫右衛門) stationed salmon guards at Shibecha. The explorer Matsuura Takeshirō (松浦武四郎) passed through on his survey of eastern Hokkaido7.
- 1875–1878: the villages of Tōro, Kumaushi and Nijibetsu got kanji names in 1875. Sano then began mining sulfur at Atosanupuri (跡佐登) and cut a road of more than 80 km from Kushiro through Shibecha to Teshikaga297.
- 1885–1901: the penal colony. Kushiro Shujikan held long-term convicts sent from prisons across Japan. It opened with 192 prisoners and peaked at 1,371 in 189615.
- Prisoners mined sulfur until November 1887, when the work stopped because of the toxic gas. They also built the Shibecha–Akkeshi, Shibecha–Kushiro and Ioyama–Abashiri roads and worked on the central road between Abashiri and Kamikawa15.
- 505 inmates died. A memorial was put up in 195315.
- The town credits the chaplain Hara Taneaki (原胤昭), who arrived in 1888, with getting the prisoners taken off the sulfur mine15.
- A sulfur railway between Shibecha and the mine opened in 1888, along with a telephone line to Kushiro7. Japanese Wikipedia dates the railway to 1887 and calls it Hokkaido's second railway1.
- In 1901 the colony moved to Abashiri. It became Abashiri Prison15.
- Settlement:
- 1892: settlers from Kagawa Prefecture arrived at Tōro7. The group broke up after half a year1.
- 1897: more than ten households from Yamagata Prefecture settled at Isobunnai7.
- 1915: 159 households settled at Kuchoro7.
- 1928–29: 177 and then 106 households settled at Nijibetsu. After the 1932 crop failure, more than two-thirds of them gave up farming7.
- After 1945, many people who had been settlers in Manchuria moved here, mainly from Toyama and Nagano1.
- Horses and farming: in 1908 the army set up the Kawakami branch of its horse depot (軍馬補充部川上支部) on the old prison land. The depot covered about 30,000 chō (about 300 km²), reaching into Teshikaga and Betsukai. Farmers sold it horses for up to six times the normal price. Horse breeding kept the village going until the depot closed in 1945237. Flax, sugar beet and matchwood factories came and went between the 1890s and the 1970s7.
- Railways: the Senmō Line reached Shibecha in 1927 and was completed in 1931. The Shibetsu Line was completed in 1937 and closed in 19897.
- Dairy era: the area was designated for intensive inland dairy farming in 1956. Snow Brand's Isobunnai plant opened in 1960. The number of dairy cows passed 10,000 in 1965 and 20,000 in 19707.
- Disasters: a fire in front of the station destroyed 104 houses in 1953. Earthquakes reached shindo 6 on 15 January 1993 (M7.8) and 4 October 1994 (M8.1)7.
- Recent events:
- 1987: Kushiro Shitsugen National Park was created13.
- 2000: the SL Fuyu-no-Shitsugen steam train began running7.
- 2016: the town was certified as a Biomass Industry City7.
- 2017: Gojikkoku Station closed1.
- 2024: the old Kayanuma spa lodge, first opened in 1978, reopened as Pon-Ponyu in September3122.
- 2026: JR Hokkaido announced that the Kushiro Shitsugen Norokko would end after 37 years, with last runs on 9–10 October19.
Geography & climate
- Landforms: the town is mostly hills and plains, with flat valleys along its three main rivers: the Kushiro (釧路川), the Bekanbeushi (別寒辺牛川) and the Nishibetsu (西別川). Lakes Tōro and Shirarutoro and the wetland lie in the southeast8.
- Parks:
- Lakes:
- Lake Tōro (塘路湖) is a former sea inlet, about 18 km around and 7 m deep. It still holds a marine shrimp relic, kuro-isaza-ami. In most winters its ice forms omiwatari pressure ridges13.
- Lake Shirarutoro (シラルトロ湖) is 9.8 km around, 1.8 km² in area and 3 m deep. Near the Reisen Bridge on Route 391 it stays unfrozen in winter and draws waterfowl33.
- Climate: the climate is fairly continental, with warm summers and hard winters with little snow. In late autumn Shibecha sometimes appears in the national news as one of the coldest places in Japan8. JMA figures for 1991–202034:
- Mean temperature: 5.4 °C for the year, −7.9 °C in January (average daily low −15.2 °C) and 18.4 °C in August.
- Precipitation: 1,055 mm a year.
- Snow: about 338 cm falls in a season, and the usual deepest snow cover is 59 cm.

Economy & industry
- Dairy:
- In 2020 the town had 224 dairy farms producing milk, with 49,727 dairy cattle, and produced 172,479 t of milk12.
- In 1989 there were 543 dairy farms producing 132,421 t. The farms have become far fewer but much larger12.
- JA Shibecha (標茶町農業協同組合) was formed from mergers within the town in 1960 and 1975. It merged with the Kushiro Town cooperative in 199636.
- The town ranch at Tawa takes in heifers from six months old, grazes them and breeds them into milking cows14.
- Food processing: Snow Brand Megmilk's Isobunnai plant makes Hokkaido Butter Kireteru22. Local farms make cheese, yogurt, lamb and venison products (see Local specialties).
- Tourism: 115,800 visitors in FY2025, up 0.6% on the year before37.
- Population: the census population peaked at 17,424 in 1960 and has fallen at every census since2. The 2025 preliminary count was 9.9% below 20203.
- Revitalization:
- The "Living with Horses" (馬と共に暮らせる町) program runs alongside the Dōtō Horse Town Project24.

- Shibecha Ondo (標茶音頭): the town song was chosen by public competition in 19857. A preservation society still leads the dance at the summer festival47.
- Kawakami Shrine (川上神社): founded by local people in 1888 in the town center. It has a small shrine that prays for cyclists' and motorcyclists' safety, and it offers goshuin stamps52.
- Literature and film: Lake Tōro is the setting of Takeda Taijun's novel Mori to Mizuumi no Matsuri (森と湖のまつり). The film Kojika Monogatari was shot there13.
Ainu heritage
- Lake Tōro: Tōro Kotan on the lake was a well-known Ainu settlement26.
- Food: people fished for salmon, trout and smelt and hunted deer and bear. They also gathered pukusa (wild garlic), turep (lily bulbs) and pekanpe, the water chestnuts of Lake Tōro. Dried pekanpe was an important winter food and was also fed to infants29.
- Ceremonies: the Pekanpe festival at Tōro and the bear ceremony at Nijibetsu were kamuy-nomi prayers. Neither is held today29.
- Shibecha Museum Nitai-to: the museum's name is Ainu for "forest–lake". It has a gallery on Shibecha Ainu culture, including costumes once worn at the Pekanpe festival3053. It also runs Ainu culture programs51.
- Place names: many local names come from Ainu, including Shibecha, Tōro, Kuchoro, Isobunnai and Shirarutoro (see Name origin).
- Pon-Ponyu: the spa's name is Ainu for "small hot spring"54.
