Okoppe 興部町
おこっぺちょう
Okoppe is a small dairy and fishing town on the Sea of Okhotsk. Its farms keep about 11,600 dairy cows, more than three for each of its roughly 3,400 residents.12 The town also runs a biogas plant fed by cow manure.3 Its old railway station is now a roadside station, where a converted diesel railcar serves as a free rest stop and bunkhouse in summer.4

Known for
- Dairy farming. In 2025 the town's 57 farm households kept 11,612 dairy cattle. They produced 61,763 tonnes of raw milk worth about ¥7.3 billion1. Snow Brand Megmilk (雪印メグミルク) runs a plant at Okoppe 85312.
- Organic milk and farm cheese. North Plain Farm (ノースプレインファーム) was founded in 198813. It sells organic JAS-certified milk, yogurt, cheese and fermented butter under the "Okoppe" name14. Tomita Farm (冨田ファーム) makes 12 kinds of cheese from its own milk8.
- Scallops and Okhotsk seafood. In 2024, fishers landed 18,613 tonnes of scallops worth about ¥3.0 billion, along with salmon, octopus and hairy crab1. The scallops grow on the seabed for four years. Fishing rotates through four sections of the grounds, one section a year8.
- Biogas. Since November 2016 the town-run Okoppe Hokkō Biogas Plant (興部北興バイオガスプラント) has digested 37.89 tonnes of manure a day. The leftover liquid is sold as the fertilizer "Okoppe Bio" (おこっぺバイオ)3. The town declared itself a Zero Carbon City on 10 November 20238.
- Railway heritage. Michi-no-Eki Okoppe stands on the site of Okoppe Station, on the Nayoro Main Line that closed in 1989158. Its converted railcar, the Rugosa Express, is a free rest stop and bunkhouse from May to October16.
- Summer and autumn events. The Okoppe Milk Village Marathon (おこっぺ牛乳の里マラソン大会) is held on the first Sunday of October178. Saruru Beach (沙留海水浴場) offers swimming and free camping from mid-July to late August18.

- Saruru Beach is open from 18 July to 23 August 2026, with swimming from 10:00 to 16:00. It has a free campsite, cooking area, toilets and warm showers (¥300). Two cottages can be rented from 1 June to 30 September, for ¥10,000 per cottage plus ¥100 lodging tax per person18.
- Rental bicycles at the Michi-no-Eki are free for up to four hours8.
- Food experiences
- North Plain Farm's Milk Hall (Hokkō 116-2) serves hamburger lunches made with the farm's cheese and butter, plus parfaits and soft-serve. It is open 10:00–17:00, with lunch from 11:00 to 14:00, and is closed on Tuesdays36.
- Kōkei Gourmet dishes are served at participating cafés and restaurants41. Kaihin Shokudō Shiraho (海浜食堂 白帆), at Saruru, opens only in July and August38.
Roadside stations (Michi-no-Eki)
Michi-no-Eki Okoppe (道の駅おこっぺ)
- Location: 1322-21 Okoppe, Okoppe-chō, Monbetsu District (紋別郡興部町興部1322-21), on National Route 23915. It stands on the site of the old Okoppe Station, next to the Okoppe River and Okoppe Park43. The full name of the complex is Michi-no-Eki Okoppe Anyu Joy Park (道の駅おこっぺ アニュウ・ジョイパーク)4.
- Hours: The station is open 9:00–18:00 from May to October and 9:00–17:00 from November to April. It is closed from 31 December to 5 January. Specialty sales run 9:00–17:00 from early April to late October and 9:30–16:30 from early November to early April15. The seasonal Okoppe Bussankan (おこっぺ物産館) shop is open 9:00–17:00 and closed on Mondays (or on Tuesday when Monday is a holiday). In 2025 it opened from 4 April to 3 November, and in winter sales move into the main building4. These hours are as of September 2026 — check before visiting.
- Shops & products: Local specialties, with cashless payment and nationwide shipping4. Okoppe Bio liquid fertilizer is also sold3. The station's online shop, OKOKO (おここ), is suspended with no date set for reopening445. The official station site does not yet list specific souvenirs15.
- Food: From April to November, the event hall (イベント館) sells soft-serve from five local shops, with a different shop's soft-serve each month4. No restaurant is listed on site.
- Facilities: Parking for 73 cars and 20 large vehicles15, including 2 accessible spaces43. Toilets have warm-water seats, and there are accessible and ostomate toilets15. The toilets are open 24 hours43. There is Wi-Fi, and credit cards are accepted15. The Anyu building holds the bus waiting room, the railway history corner, an event hall and a community hall4.
- Joy Park covers 11,524 m² and has fountains, a water-play channel, a lawn, a stage and a sculpture made from the driving wheels of a D51 steam locomotive48.
- The Rugosa Express (ルゴーサ・エクスプレス) is two coupled KiHa 22 railcars (Nos. 202 and 251). One is a rest area and the other a riders' bunkhouse (ライダーハウス)25. It is free and open from May to October; the 2025 season ran from 1 May to 31 October. It is popular with motorcyclists and cyclists, and on busy days more than 20 people use it168.
- Free rental bicycles (up to four hours)8. No EV charging was confirmed.
- Notes: Registered on 16 April 1996 as Hokkaido's 29th roadside station. The stamp is available during opening hours15. The complex opened in June 1992, three years after the railway closed825. Joy Park is the main venue for the summer festival8.
Getting there & around
- Rail. Okoppe has had no railway since 19898. The nearest JR station is Nayoro on the Sōya Main Line, about 70 km or 1 hour 30 minutes away by bus. From Nayoro it is about 220 km, or about 2 hours 30 minutes, to Sapporo by JR8.
- Buses.
- Meishi Bus (名士バス) runs the Okoppe Line from Nayoro via Shimokawa and Nishiokoppe. It replaced the Nayoro Main Line46.
- Hokumon Bus (北紋バス) runs from Monbetsu to Okoppe and from Monbetsu through Okoppe to Omu47. The Omu route replaced the Kōhin-Nan Line48.
- Monbetsu is about 30 km, or 40 minutes, away by bus8. The bus terminal is inside the Michi-no-Eki4.
- Air. Okhotsk Monbetsu Airport is about 30 km, or 40 minutes, away by car. It has flights to Tokyo Haneda8.
- Roads. National Routes 238 and 239 share the coast road from Abashiri through Monbetsu to Okoppe, where they split498. Route 238 continues north along the coast toward Omu. Route 239 turns inland and crosses Tenpoku Pass (天北峠) toward Nayoro49. Approximate driving distances and times8:

Practical tips
- When to go. August is the peak month, with 17,600 visitors in FY202534. Summer brings the beach, the festivals and beach roses along Route 23827. In early October you can run the marathon and visit the museum on its open days1742.
- Tourist information. Okoppe Tourism Association (興部町観光協会), tel. 0158-82-234516. Staff at the Michi-no-Eki can also help.
- Seasonal closures. The Rugosa Express opens only from May to October16, and the Michi-no-Eki closes over the New Year holiday15.
- Winter. The lowest temperature each year from 2006 to 2025 ranged from −17.4°C to −24.6°C26. Expect icy roads and blowing snow on Routes 238 and 239.
- Wildlife. As elsewhere in rural Hokkaido, watch for deer on the roads, especially at dusk. Brown bears live in the forested hills, so take care when hiking or camping (general advice).
- Accommodation. The town has only a handful of inns and cottages, so book ahead in summer44.

Name origin
- Ainu o-u-kot-pe (オウコッペ). The town says its name comes from the Ainu オウコッペ, meaning "the place where the river mouths join"5. The Okoppe River (興部川) and the Mo-Okoppe River (藻興部川) run side by side through the west of the town. Their mouths are now about 4 km apart. In the past, the two rivers joined behind the dunes before flowing into the sea. The Hokkaido Government's Ainu place-name list gives Nagata Hōsei's (永田方正) reading, "the place where the river mouths join", and Yamada Hidezō's (山田秀三) word-by-word gloss, "river mouths / each other / joined / thing (river)". It notes that the town history agrees and rates the derivation B for confidence19.
- Mo-Okoppe. Mo means "small". The Mo-Okoppe is the smaller of the paired rivers. This derivation is rated A20.
- Saruru (沙留). This comes from sar-or, "in the reed marsh". Nagata noted that the river mouth had deep sand and was dangerous to cross. Rated A21.
- Rurochi (瑠橡). This comes from rur-ot-i or rur-oci, "river full of seawater". The mouth slopes so gently that seawater runs in at high tide, and the water was too salty to drink. Rated B22.
- Nishiokoppe. The neighboring village's name means "West Okoppe". It was part of Okoppe Village until 19255.
History
- Ainu era and earlier. The Okoppe Toyono Pit Dwelling Site (興部豊野竪穴住居跡) lies on a terrace of the Rurochi River, about 5 km southeast of the town center. It has two groups of pit dwellings: 13 in area A, facing the Okhotsk Sea, and 27 in area B, 0.6 km inland. Most date from the Satsumon period, and a few from the Jōmon period23. Hokkaido designated it a historic site on 18 December 196824. The sources consulted say little else about the Ainu period here. The Ainu names of the rivers and districts survive (see Name origin).
- Edo period. Okoppe first appears in records in the Hōei era (1704–1711), as a fishing ground controlled by the Matsumae domain85.
- 1889: the founding year. Kanazawa Ishimatsu (金沢石松), who managed the Saruru fishery, and his head boatman Kakishita Iwamatsu (垣下岩松) spent the winter on Saruru beach. The town counts them as its first Japanese (Wajin) settlers and uses 1889 as its founding year8. The settlers later turned to dairy farming because cold summers kept ruining their crops3.
- 1902–1921: schools, a village, a railway. Primary schools opened at Saruru and Okoppe in 1902, and Okoppe Village was formed in 19158. Okoppe and Saruru stations opened in 1921, completing the Nayoro Line85.
- 1925–1951. Nishiokoppe split off in 19255. On 7 June 1927, a fire destroyed 236 houses in central Okoppe8. The Kōhin-Nan Line (興浜南線) north to Omu opened in 193525. Okoppe became a town in 19515.
- 1985–1992: the railways close. The Kōhin-Nan Line closed in 1985. The JR Nayoro Main Line closed on 1 May 1989, and replacement buses took over825. The town celebrated its centennial in 1988 and formed a sister-city link with Stettler, Alberta, Canada, in 1990. In 1992 the Anyu Joy Park (アニュウ・ジョイパーク) transport memorial complex opened on the old station site. The same year saw the completion of the Okhotsk Agricultural Science Research Center (オホーツク農業科学研究センター), nicknamed "Moo-moo Castle" (モーモー城)8.
- 1998. A typhoon in September caused floods that washed out a water main and cut the town's water supply8.
- 2001–2016: renewable energy. In 2001 the town built the Okhotsk region's first wind power station, since decommissioned. In 2011 JA Okoppe and JA Omu merged to form JA Kita-Okhotsk (北オホーツク農業協同組合). Okoppe was named a Biomass Industrial City in 20148, and its biogas plant opened in 20163.
- 2018–2023. In 2018, the 130th anniversary year, the Okoppe and Saruru junior high schools merged. The town declared itself a Zero Carbon City in 20238.
Geography & climate
- Location. Okoppe is on the Okhotsk coast in the northwest of Okhotsk Subprefecture, between Monbetsu and Omu. It spans about 44°13′–44°29′N and 142°51′–143°17′E268.
- Land. Forest makes up 68.7% of the town's land and fields 16.3% (1 January 2025)26. Of 25,602 ha of forest, 10,278 ha is Hokkaido prefectural forest. In 2025 farms worked 4,686 ha of pasture and 584 ha of feed corn1.
- Rivers and hills. The main rivers are the Okoppe, Mo-Okoppe, Rurochi (瑠橡川) and Saruru (沙留川). Inland hills rise to Poronupuri-dake (ポロヌプリ岳, 835 m), Utsu-dake (鬱岳, 818 m) and Tōutsu-dake (トーウツ岳, 742 m)11.
- Coast. National Route 238 runs along the coast through Saruru, where beach roses line the road, nicknamed the Hamanasu Kaidō ("beach rose road")27. Landmarks include the red lighthouse at Saruru fishing port8 and Saruru Cape (沙留岬)11. The sources consulted list no national or quasi-national park in the town.
- Climate. JMA's Okoppe station stands 8 m above sea level28. Its 1991–2020 normals are an annual mean of 5.8°C, a January mean of −6.6°C and an August mean of 18.8°C. Annual precipitation is 902.1 mm and sunshine 1,606.1 hours29. The record high is 34.3°C, reached on 9 August 1999 and again on 7 July 2025. The record low is −29.8°C, on 17 February 197830. The town's own records average 7.9°C for 2025, the warmest year in its 2006–2025 table26.
- Drift ice. Drift ice still reaches the coast in winter. The mayor notes that it is now only about half as extensive as at its peak8.
Economy & industry
- Jobs. At the 2020 Census, 1,936 residents had jobs. Agriculture employed 16.0%, fishing 9.7% and manufacturing 16.0%7.
- Dairy. In 2025 livestock output was worth ¥8.84 billion, of which ¥7.30 billion was milk1. The town supports its farms with contractor services and a TMR (mixed feed) center. Since March 2021 it has also run "Farm to-mo" (ファームトモ), a training ranch for new farmers. The Moo-moo Castle research center tests soil, grass and milk for local farms8.
- Fishing. The 2024 catch was worth ¥4.76 billion. Scallops accounted for ¥2.99 billion, salmon ¥756 million, octopus ¥243 million and hairy crab ¥221 million1. The salmon catch fell to 842 t in 2024, down from 2,842 t in 20221. The Saruru Fisheries Cooperative (沙留漁業協同組合) and several private processors handle and sell the catch31.
- Energy. Six dairy farms supply manure to the town's biogas plant, and the gas fuels a neighboring private power plant3. The plant also takes household food waste and sewage sludge8. With two private plants, it treated about 20% of the town's manure in 2020. Working with Osaka University since 2019, the town made methanol and formic acid from manure biogas in January 2020, which the partners call a world first. A pilot plant followed in May 202232. In April 2022 the town also began joint decarbonization research with Hokkaido University's Faculty of Engineering33.
- Tourism. Okoppe had 59,700 visitors in FY2025, up 7.0% from the year before. Almost all were day-trippers (58,700), and about 1,000 stayed overnight. August was the busiest month, with 17,600 visitors34.
- Aging and population loss. At the 2020 Census, 33.3% of residents were 65 or older (1,209 of 3,628)7. In 2025 the town recorded 14 births and 47 deaths, and 41 more people moved out than moved in7. The mayor says that as forestry declined, the town sent many of its people to work in the cities8.
- Furusato nozei. From April 2025 to March 2026, the town received 53,547 furusato nozei donations totaling ¥801,959,60035.

- Shrine. Okoppe Shrine (興部神社) was founded in 189911.
- Museum. The Local History Museum (郷土資料館) is on the second floor of the school lunch center in Higashimachi. Its exhibits cover daily life, forestry, fishing and farming, and most items were donated by residents. It has no toilets42.
- Heritage. Yoneda Goten (米田御殿), a historic building, was named the town's Historic Heritage No. 1 in 1989. A pioneer monument (開拓発祥の碑) stands at Saruru. The town's timeline records monuments put up there for the centennial in 1988 and again for the 130th anniversary in 20188. The Okoppe Toyono Pit Dwelling Site in Toyono is a Hokkaido-designated historic site (see History)24.
Ainu heritage
Little about Ainu history in Okoppe is documented in the sources consulted. No Ainu cultural facility or living-tradition program was found in the town. The clearest traces are place names. Okoppe, Mo-Okoppe, Saruru and Rurochi all come from Ainu descriptions of the rivers and river mouths19202122. The older pit dwellings at Toyono date mostly from the Satsumon period (see History)23.
