Takinoue 滝上町

Takinoue (滝上) is a Japanese name meaning "above the waterfall(s)", because the town center sits above the falls.¹³ Japanese Wikipedia identifies the waterfall as the one just below where the Shokotsu and Sakuru rivers meet, now known as 虹竜の滝 ("rainbow-dragon falls"). It also notes that Takinoshita (滝下, "below the falls") lies downstream.⁷ The Hokkaido Government's list of Ainu place names classes 滝上 as a probable Japanese coinage, meaning "the place above the waterfall at Pon-Kamuikotan (ポンカムイコタン)".²³ The name first appears on a Hokkaido map in 1907.⁵

The Ainu names survive in the rivers:

• Shokotsu (渚滑) is from so-kot, "waterfall hollow" (a plunge pool). The list relates it to the fall below Takinoue's center.²⁴
• Sakuru (サクルー) is from sak-ru, "summer road". It was a snow-free route over the mountains to another Sakuru River in the Teshio basin.²⁵
• Mosekarushunai (モセカルシュナイ) is from mose-kar-us-nay, "river where nettles (or grass) are always cut".²⁶

• Prehistory. Residents have collected prehistoric stone tools and pottery, now shown at the town museum.¹³ Japanese Wikipedia places the area in the Matsumae domain's Sōya and Monbetsu trading districts (basho) in the Edo period.⁷ The town's chronology lists no Edo-period trading post here. It begins with the 1869 naming of Hokkaido and the 1880 opening of a joint village office at Monbetsu, on the coast.⁵
• c. 1899–1900. Yanagida Hatsutarō (柳田初太郎), an Ainu man from Rumoi, settled at the Sakuru–Shokotsu confluence and lived by fishing and hunting.¹³
• 1905. Nishimori Matago (西森亦吾) of Kōchi Prefecture became the first farming settler. Groups from Fukushima and Toyama followed, including 30 Toyama households who arrived in two parties.¹³⁵
• 1910s. Mint farming began in 1910.¹⁷ Takinoue Village was created in 1918. By then the area had 982 households and 4,920 people.¹³
• 1923. The JNR Shokotsu Line (34.3 km from the coast) reached Kitami-Takinoue Station on 5 November.²⁷
• 1930s. By 1936 mint covered 1,124 ha of 4,981 ha of farmland, the largest field crop.¹⁷ A gold mine opened in 1933.⁵ Its smelter closed in 1943.¹³ Forest railways ran from Nigorikawa between 1936 and 1959.⁵
• 1947. Takinoue became a town on 1 October.¹³
• 1950s. A caterpillar outbreak (1953) and the Tōya Maru typhoon (1954) ruined the cherry trees in Takinoue Park. Caretaker Kataoka Heiji (片岡兵治) replaced them with moss phlox. From 1959, Mayor Asakura Yoshie (朝倉義衛) developed the park around it.⁵²⁸¹³ Dairy farming also began in 1959.⁵
• 1984–85. The Ukishima Tunnel toward Kamikawa opened in 1984.⁵ The Shokotsu Line closed on 1 April 1985 as an unprofitable local line, and Hokumon Bus took over its route.²⁷
• 1990s. The town adopted its Dowamura plan in 1990. It won a Mainichi local-government award for 1996. The Michi-no-Eki opened in 1997.⁵
• 2000s. Takinoue signed a friendship pact with Ochi, Kōchi, in 2001.⁵ Snow depth reached a record 204 cm on 15 January 2004.²⁹ Typhoon No. 18 later that year damaged 146 homes, shops and public buildings, 119 farm buildings and 101 ha of forest.⁵ Also in 2004 the gorge path was chosen for the Japan Walking Association's 500 best walking routes.⁵
• 2022. The town declared a goal of net-zero carbon emissions by 2050.³⁰
• 2026.
  • The shibazakura bloomed on 28 April, the earliest on record.³¹
  • On 5 May, 11 cm of snow fell on the flowering hillside. Record May gusts of 29 m/s followed, and parts of town lost power for more than 13 hours.³¹ The 29.0 m/s gust is also the highest in the station's gust records, which start in 2009.²⁹
  • The town is drafting a brown-bear management plan.³²

Takinoue lies in the Kitami Mountains, and mountains surround it on three sides.¹³ National forest makes up 58,085 ha of its 68,627 ha of forest (FY2017).³³

• Shokotsu River (渚滑川). A Class A river, 84 km long, draining 1,240 km².³⁴ It rises on Mt. Teshio and flows to the Okhotsk Sea via Monbetsu.²⁰ The Sakuru River joins it at the Rainbow Bridge, and below that point the river forms the Kinsenkyō gorge.⁴
• Peaks. Teshio-dake (天塩岳, 1,558 m), Shokotsu-dake (1,345 m) and Uenshiri-dake (ウエンシリ岳, 1,142 m).³⁴
• Ukishima Wetland (浮島湿原). A raised bog of about 700 ha near Ukishima Pass, at about 850 m.³⁵ The town profile gives 870 m.¹³
• Designations. The gorge became a natural recreation forest in 1974. In 1985 three local entries joined the Hokkaido Natural 100 Sites: the Takinoue Gorge with its shibazakura, Hakuyū Falls (白幽の滝) and Uenshiri-dake.⁵

Climate. Takinoue's basin climate brings wide swings between day and night and between seasons.³⁶ The Japan Meteorological Agency's 1991–2020 normals for the town are:³⁷

• annual mean temperature 5.6 °C
• January mean −8.3 °C
• August mean 19.1 °C
• annual precipitation 926.7 mm
• annual snowfall 630 cm

Records are 37.7 °C (3 August 1978) and −35.2 °C (17 February 1978).²⁹ Takinoue is a designated special heavy-snowfall area (1979).⁵

The core industries are agriculture, forestry and tourism.¹³

• Farming. Rice has given way to field crops and dairy.³⁶
  • Main crops by area (2024): wheat 419 ha, dent corn 367 ha, sweet corn 110 ha, sugar beet 84 ha.³⁶
  • Pasture covers 2,082 ha.³⁶
  • Livestock (2024): 3,449 dairy cattle, 509 beef cattle, 180 Japanese Black (wagyu) cattle, 18 horses and 1,005 turkeys.³⁶
• Mint. At its peak, in the 1930s, mint from the Kitami (Okhotsk) district made up about 70% of world output.¹⁷³ Imports and synthetic menthol later wiped most of it out.¹⁷
  • Area left: the town's mint museum gives about 5.5 ha,¹⁷ and the 2024 farm statistics give 4.5 ha.³⁶ English Wikipedia's "95% of national output from about 10 ha" does not match these primary figures.¹⁶
  • Use: the oil goes mainly into medicines such as Mentholatum and Jintan.³⁸
  • Heritage: the distilling machinery is listed as Modernization Industrial Heritage.¹³
• Turkeys. The producers' cooperative had four member farms in 2024.²² Its furusato nozei listing calls Takinoue Japan's top turkey producer (unverified).³⁹
• Forestry and wood.
  • About 97% of the forest is SGEC-certified.¹³
  • Thinning waste fuels wood-chip biomass boilers.¹³
  • Wood and wood products make up just under 70% of manufacturing, according to the town's industry page (which gives 2007 figures).⁴⁰
• Tourism. 161,300 visitors in FY2025, down from 169,000 the year before.⁴¹
  • 151,900 were day-trippers, and May alone brought 48,100.⁴¹
  • Foreign overnight guests rose from 159 to 347 (352 guest-nights).⁴¹
• Revitalization.
  • In 2024–26 residents updated the Dowamura plan through public workshops.⁴²
  • The town is promoting barrier-free "universal" tourism and adventure travel.⁶
  • A new winter draw is "Takinoue Crystal Berry": balls of ice that form under the river ice. Guided tours are planned for January–February 2027.⁴³

Traditions. Takinoue Shrine (滝上神社) dates from 1913.⁵ In February 2026, 18 fifth-graders from Ochi in Kōchi visited Takinoue for snow play and skiing in a children's exchange program.⁵⁹

Museums.

• Kyōdokan (郷土館), Motomachi. Opened in 1978. About 10,000 items on settler life, plus an indoor steam-locomotive hall. Open May–October, 9:00–16:30; closed Mondays, Tuesdays and public holidays (open daily during the shibazakura festival); adults ¥150.⁶⁰⁶¹
• Kitami-Takinoue Station Memorial (北見滝ノ上駅舎記念館). About 300 railway items in the old station building. Open April–October; free.⁶²
• Kobiyama Hiroshi Literary Museum (小檜山博文学館). A literary museum for the local-born novelist.⁶³

Little is documented. The town's history records one Ainu resident, Yanagida Hatsutarō from Rumoi, who fished and hunted at the Sakuru–Shokotsu confluence around 1899–1900.¹³ Ainu river names such as Shokotsu and Sakuru survive (see Name origin).²⁴²⁵ No Ainu cultural facility was found in the town.

• Ochi (越知町), Kōchi Prefecture. Friendship exchange town since July 2001.⁵ The link began through a Kōchi association in Takinoue founded in 1997.¹³ The town subsidizes residents' visits to Ochi.⁸¹

• Kobiyama Hiroshi (小檜山博), novelist, born in Takinoue in 1937. Won the Izumi Kyōka Prize in 1983 for Hikaru Onna.⁸²
• Katō Taichi (加藤多一), children's author (1934–2023), born in Takinoue.⁸³
