Akabira 赤平市
あかびらし
Akabira is a former coal-mining city on the Sorachi River in central Hokkaido. The 43.8 m headframe of the Sumitomo Akabira mine and a 777-step staircase up a mine spoil heap are its landmarks.1 Its factories now make leather bags, suitcases and tissue paper,2 and one local firm runs a drop tower that recreates microgravity for rocket and space research.3

Known for
- Coal-mining heritage: the former Sumitomo Akabira Coal Mine shaft headframe (立坑櫓, completed 1963, 43.8 m tall, 650 m deep)1 is one of the city's parts of the Japan Heritage story "Tan-Tetsu-Ko" (炭鉄港, coal, steel and ports), recognized on 20 May 201912. Former miners guide visitors inside13.
- Japan's No. 1 spoil-heap staircase: 777 steps, which the city calls the most of any spoil-heap staircase in Japan, climb the Zuri-yama (ズリ山), a heap of rock waste from the Akama mine whose top is 197.65 m above sea level14.
- Akabira Fire Festival (あかびら火まつり): held every July since 1972. The character 火 ("fire") is lit on the Zuri-yama, more than 100 torch runners in red loincloths take part, and about 5,000 fireworks close the festival15. It drew 32,000 people in FY20256.
- A manufacturing town: Itagaki leather bags, Ace Luggage's Proteca suitcases and Elleair tissue are all made here2. Uematsu Electric (植松電機) runs a 50 m microgravity drop tower3.
- Phalaenopsis orchids: Akabira Orchid (赤平オーキッド) is one of the largest moth-orchid growers in Tōhoku and Hokkaido16, and the orchids are the focus of the spring Ranman Festa.
- Coal-miner food: gangan-nabe (がんがん鍋, a miso hotpot of pork offal) and katsu ramen (a pork cutlet on ramen)17, plus the "hot leg" fried chicken and Kaitan-ame (塊炭飴), a black candy shaped like lumps of coal2.
- Film and TV location: scenes set in Hokkaido in Drive My Car (2021), which won the Oscar for Best International Feature Film, were shot here18. Local-born director Suzui Takayuki (鈴井貴之) filmed his drama Fuben na Benriya here19, and the 2019 Suiyō Dōdeshō special "Building a House in Hokkaido" (北海道で家、建てます) was also shot in Akabira20.
- Elm Kogen Resort (エルム高原リゾート): campgrounds, cottages and a day-use onsen in the hills north of town21. The onsen is closed for renovation until late April 202722.

- Zuri-yama Observation Plaza and the 777 steps (ズリ山展望広場), 字赤平693-135.
- The spoil heap from the Akama mine rises to 197.65 m with an average slope of 18°14. The staircase is about 584 m long16.
- It overtook a 555-step spoil-heap staircase in Sechibaru, Nagasaki, to become Japan's No. 1 by number of steps26.
- The top has a "bell of good luck" and views over the city to Ashibetsu-dake, Tokachi-dake and Shokanbetsu-dake35141.
- The parking lot and the accessible toilet were renovated in FY201314.
- Sorachi River Outcrop Coal Seam (空知川露頭炭層): a coal seam exposed on the riverbank and part of the Japan Heritage story12. From JR Akabira Station, turn right toward Ashibetsu and then left at the signed intersection by the Maxvalu supermarket. Park in the unpaved lot and walk along the riverside path to the viewing plaza36.
- Forests of Elm Kogen and Horooka: a mizunara oak about 480 cm around grows in Horooka25.
Onsen
- Elm Kogen Onsen Yuttari (エルム高原温泉ゆったり), 幌岡町377-1. It has an open-air bath, a sauna and a restaurant, and normally opens 10:00–22:00 for ¥500 (adults). It is closed for renovation from 16 March 2026 until late April 202722.
- A nearby alternative is Tirol no Yu in neighboring Utashinai, next to its Michi-no-Eki (see below)37.
Museums & heritage
- Coal Mine Heritage Guidance Facility, 字赤平485, 9:30–17:00, closed Mondays and Tuesdays1213.
- Guided tours led mainly by former miners take visitors inside the Sumitomo shaft headframe building and the self-advancing roof-support (自走枠) workshop.
- Tours run at 10:00 and 13:30, last about 90 minutes and take up to 40 people.
- Fees for non-residents are ¥800 for adults and ¥300 for elementary-school children13.
- Former Sumitomo Akabira shaft headframe23138:
- 43.8 m tall and 6.6 m across, with a 1,600 kW hoist. It lowered miners 650 m underground and raised the coal.
- The Japan Heritage story opens with this tower and describes it as reaching deeper than Tokyo Skytree is tall.
- Without a tour, only the outside can be seen.
- Other mine remains: the pithead bath (坑口浴場, outside only) and the remaining raw-coal bunker (原炭ポケット) of the Hokutan Akama coal preparation plant at the foot of the Zuri-yama123.
- Suggested route: the tourism association's coal heritage route takes about 2.5–3 hours by car, or 3–4 hours with walking, including a guided tour23.
- Uematsu Electric: runs hands-on rocket programs for school trips at its Akabira headquarters27.
- Nagare Masayuki sculpture park, inside the Elm Kogen Family Travel Village (幌岡町375)16.
Outdoor & seasonal activities
- Elm Kogen Resort, about 2 km from National Route 3821:
- Family Travel Village campground: open all year, no reservation needed.

- Niji no Sansō (虹の山荘) cottages: open all year.
- There is also a barbecue house, tennis courts and an outdoor stage21. The city lists athletic equipment and a long slide that is popular with children26.

- Nagashi-sōmen: Japanese Wikipedia describes a record "fastest flowing noodles" run down 307 m of the Zuri-yama staircase at up to 14.5 km/h (unverified)5.

- Mining-town dishes: tonkatsu ramen at Chinrai, gangan-nabe at Yakiniku no Takimoto, which has a butcher's counter next door open 10:00–22:00, and the chicken tempura set at Yanagiya Shokudō (柳屋食堂, 茂尻元町北1-4)17.
- Cafés: German pretzels and pastries at Café Luft (大町1-6-6)17.
- AKABIRA Base (情報発信基地AKABIRAベース), 幌岡町54. It sells hot legs fried to order, shū-aisu (soft-serve in a wafer shell) and soft-serve, and has tourist information2016.
Roadside stations (Michi-no-Eki)
No Michi-no-Eki is located in Akabira. The official list of Hokkaido roadside stations has none in the city39. The nearest ones are in the neighboring municipalities:
- Utashinai Tirol no Yu (道の駅うたしないチロルの湯), Utashinai, 歌志内市字中村72-2, on Hokkaido Route 114 (the Akabira–Naie road)37.
- Hours: 9:00–18:00 from April to October and 10:00–16:00 from November to March. The restaurant opens 10:00–18:00 in summer and 11:00–16:00 in winter. Closed on Mondays (the next day if Monday is a holiday) and over the New Year. As of September 2026; check before visiting.
- It is the gateway to the Tirol no Yu onsen and lodge. There are 65 car and 8 large-vehicle spaces, covered parking for disabled drivers with a road-heated path to the toilets, Wi-Fi, a nursing and diaper-changing room, and an ostomate-equipped accessible toilet. The shop, restaurant and café take credit cards and other cashless payments.
- The stamp can be pressed 24 hours a day, even on closed days. Registered on 17 April 1998 (No. 56), and reopened after renovation on 8 April 202537.
- Star Plaza Ashibetsu (道の駅スタープラザ芦別), Ashibetsu, 芦別市北4条東1-1, on National Route 38 east of Akabira. It is decorated with stars, after Ashibetsu's "home of falling stars" slogan. No closing days from May to October40.
- Takikawa (道の駅たきかわ), Takikawa, 滝川市江部乙町東11-13-3, on National Route 12. It was renovated in 2020. It has a farm stand run by local growers, a soft-serve counter and a shop selling goods from Takikawa and its partner towns. Its restaurant closed in August 2025 and reopened under a new operator, as Kitchen LaLa, on 1 October 2025. It serves Takikawa's local duck dishes41.
- Also nearby: Rice Land Fukagawa (道の駅ライスランドふかがわ, Fukagawa, 音江町広里) and House Yarvi Naie (道の駅ハウスヤルビ奈井江, Naie)39.
- In town: AKABIRA Base is not a registered Michi-no-Eki, but it plays a similar role. It is a tourist information center that sells local vegetables, sweets and souvenirs20.
- Hours: 10:00–18:00 in May and June (closed Tuesdays) and daily in July to September. 10:00–17:00 in October (closed Tuesdays) and November to April (closed Tuesdays and Wednesdays)16.

Getting there & around
- Rail: Akabira has three stations on the JR Nemuro Main Line: Akabira (赤平), Moshiri (茂尻) and Hiragishi (平岸)42.
- Bus: Hokkaido Chūō Bus runs the Kōsoku Furano-gō express between Sapporo Station and Akabira Station in about 1 hour 30–40 minutes. Local routes are the Takiashi (滝芦線), Sunaashi (砂芦線) and Utashinai lines4243.
- Road: Akabira is about 10 minutes from the Dōō Expressway's Takikawa IC. By car it is about 1 hour 20 minutes from Sapporo and about 55 minutes from Asahikawa (via Asahikawa-Takasu IC)43. National Route 38 is the main road through town. Hokkaido Routes 114 (to Naie), 224 (to Ashibetsu), 227 (to Takikawa) and 691 (to Utashinai) also serve the city5.
- Airports: New Chitose Airport is about 1 hour 40 minutes away by car or about 1 hour 50 minutes by train via Sapporo and Takikawa. Asahikawa Airport is about 1 hour 20 minutes by car42.
- Around town: there are two taxi companies, and Hokkaido Chūō Bus runs local buses44. Elm Kogen is in the hills in the north of the city25, away from the coal sites near Akabira Station, so a car is the practical way to see both in one day.
Practical tips
- When to go:
- Late April for the orchid festival, and Golden Week for cherry blossoms3226.
- The third weekend of July for the fire festival. Train and bus times for the fireworks night and a traffic-congestion map are posted on the festival site15.
- The second Saturday of October for the Industrial Festival26.
- Summer for camping at Elm Kogen21.
- Coal heritage timing: the Guidance Facility is closed on Mondays and Tuesdays, and on a few other days listed in its calendar. The shaft headframe interior can only be seen on the 10:00 and 13:30 tours13. The buildings have many steps and nowhere to sit, so people who cannot stand for long periods may be turned away13.
- Zuri-yama safety: the steps get slippery in rain and cold, and visitors should stay inside the fences14. The slope where Drive My Car was filmed is off-limits because the ground is unstable18.
- Closures: the Elm Kogen onsen is closed until late April 202722. The resort also announced cottage and campground closures for October and November 202621.
- Tourist information: AKABIRA Base, 幌岡町54 (TEL 0125-32-6760)16. The city's tourism section is at TEL 0125-32-1841 on weekdays from 8:30 to 17:0045.
- Brown bears: the city's autumn bear-alert period runs from 1 September to 31 October 2026. Bears have recently been seen even in town, so take care on early-morning and evening walks as well as in the hills46.
- Winter: snow cover exceeds 1 m and winters are cold26. Drive with winter tires and allow extra time.

Name origin
The name comes from Ainu, but the meaning is uncertain. Three explanations are usually given511:
- Hure-pira (フレピラ), "red cliff" or "red rock". The kanji 赤平 would then be a translation of the meaning, with 赤 ("red") standing for hure.
- Wakka-pira (ワッカピラ), "water cliff". Here the kanji were chosen only for their sound.
- Aka-pira (アカピラ), "ridge cliff". Japanese Wikipedia notes that the first element of this form is unclear.
All three theories share pira ("cliff"). Japanese Wikipedia attributes them to the Hokkaido Government's Ainu place-name list (アイヌ語地名リスト, 2007). That list was no longer online at the address cited, so it could not be checked for this entry5.
The district name Hiragishi (平岸) was written ピラケシ or ヒラケシ (Pirakeshi) in the place names in use before the 1936 address reform, when Akabira was still a village5. This suggests an Ainu origin, but no meaning is given in the sources consulted.
History
- Ainu era and archaeology: Ainu people lived in the area, and folk tales such as "The White Snake" (白蛇), "The Snow Woman" (雪女) and Ainu epics (yukar) are associated with it. A club-shaped stone tool from the Naezawa site (奈江沢遺跡) is a city-designated cultural property5.
- Edo period to early Meiji: no Matsumae-era trading post (basho) in what is now Akabira was found in the sources consulted. In 1873 Enomoto Takeaki (榎本武揚) surveyed the Sorachi River basin5, and coal seams along the Sorachi River were known from early Meiji23.
- Meiji settlement: land clearing began in 18914. In 1895 the "Kaga group" (加賀団体), settlers from Kaga in Ishikawa Prefecture, moved in and cleared land. Their descendants' visits to Kaga later led to a friendship-city tie24. The same year, the Sorachi Coal Mine (in present-day Utashinai) dug a drainage adit toward the Sorachi River, which the city regards as the first coal work in Akabira1. A road opened in 18974, and the Shimo-Furano Line railway opened in 1913, which sped up mine development along the line1.
- Coal boom: the Moshiri Coal Mine (茂尻炭礦) opened in 19184. Akabira Village split from Utashinai in 1922. A gas explosion at Moshiri on 6 May 1935 killed 95 of the 96 men underground; a contemporary newspaper report put the dead and missing at 945. The Toyosato mine opened in 1937, and the Sumitomo Akabira and Akama mines opened in 19381. Akabira became a town in 1943 and a city in 19544. Another Moshiri explosion on 1 November 1955 killed 715. The population peaked at 59,430 in 19606.
- Closures: the Sumitomo shaft headframe was finished in 1963 at a cost of about ¥2 billion. At its peak the Sumitomo mine produced 1.9 million tonnes a year and employed about 5,000 people1. (The tourism association gives 2 million tonnes a year23.) The Toyosato mine closed on 24 July 1967, with 596 workers laid off. A blasting error caused an explosion at the Yūbetsu Moshiri mine on 2 April 1969 that killed 195, and the mine closed on 27 September 1969 with 1,201 workers laid off. The Hokutan Akama mine closed on 27 February 1973 (555 workers). The Sumitomo Akabira mine, the city's last, closed on 25 February 1994 (407 workers)6. This ended about 100 years of coal mining in Akabira1.
- From mining to manufacturing: the city turned itself into an industrial town4. Luggage, veneer, leather and paper factories arrived from the 1970s. The city's four industrial estates cover 79.0 ha, and all 60.9 ha of factory plots have been sold6.
- Financial support: in 2008 the Hokkaido Government decided to support the city with low-interest loans of up to about ¥2.8 billion5.
- Recent events:
- 28 February 2015: townspeople set a Guinness World Record by building 2,036 snowmen in one hour during the filming of Fuben na Benriya519.
- 20 May 2019: the Tan-Tetsu-Ko story was recognized as Japan Heritage12.
- October 2019: the population fell below 10,000. Akabira was the fourth city in Japan to do so, after Utashinai, Mikasa and Yūbari5.
- December 2020: Drive My Car was filmed here over four days. The film won its Oscar in March 202218.
- 2024–2025: a committee for the "red and black" town campaign was formed in 2024, and the Chipu-ta mascot followed in 202511.
Geography & climate
- Location: Akabira is in the middle of Sorachi. The Sorachi River meanders through the city from east to west. Settlement first spread to Moshiri from the Utashinai side, but the town now stretches along the river5. The city lies between 43°28′44″ and 43°38′44″N and between 141°58′40″ and 142°09′10″E6.
- Transport corridor: the Nemuro Main Line and National Route 38 run parallel to the river. Until the JR Sekishō Line and the Nisshō Pass road over the Hidaka Mountains opened, this was a key route between central and eastern Hokkaido5.
- Mountains: Mt. Irumukeppu (イルムケップ山, 864 m) is on the northern boundary with Fukagawa. Other peaks are Mumeizan (無名山, 804 m) and Kamuidake (神威岳, 467 m). Mt. Akabira (赤平山, 364 m) is on the boundary with Utashinai, and the Zuri-yama ridge runs north from it56.
- Rivers: besides the Sorachi, the main rivers are the Nae (ナエ川), Horokura (幌倉川), Akamazawa (赤間沢川) and Katsura (桂川)5.
- Land use: in 2025 the city had 783 ha of paddy fields, 184 ha of upland fields, 3,311 ha of taxable forest and 443 ha of residential land6.
- Forests: the forests in the Kyōwa, Horooka and Elm areas are protected water-source forests. The Elm area also has the Elm Dam, and a mizunara oak in Horooka has a trunk girth of about 480 cm25.
- Parks: no national, quasi-national or prefectural natural park inside the city was found in the sources consulted.
- Climate: no JMA station figures for Akabira were found. The city describes a summer mean of 22.0 °C and a winter mean of −2.3 °C (figures as of March 2014)26. Other points from the city's description26:
- Summer days can approach 30 °C.
- First snow falls in mid to late November, and winter snow cover exceeds 1 m.
- Diamond dust can be seen on very cold mornings.
- Cherry blossoms peak around Golden Week in early May.

Employment: the 2020 Census counted 4,045 workers. 182 (4.5%) worked in primary industry, 1,066 (26.4%) in secondary industry (676 of them in manufacturing) and 2,784 (68.8%) in services6.

Highlights1526: • The character 火 is lit on the Zuri-yama, with the wish "May the lights of the coal mines burn forever" (炭鉱の灯よ、永遠なれ). • Red-loincloth runners carry a torch relay, and fire drummers (火太鼓) perform. • About 40 stalls and kitchen cars come from around Hokkaido. • On the last night about 5,000 fireworks are set to music from five launch sites, ending with a nishiki kamuro (willow-shaped) finale. - Performing arts and shrines: the Sumiyoshi Lion Dance (住吉獅子舞) is a city-designated cultural property. It is kept up by the Sumiyoshi Lion Dance Preservation Society and is associated with Sumiyoshi Shrine (住吉神社)5.
- Museums: the Akabira Coal Mine Heritage Guidance Facility (赤平市炭鉱遺産ガイダンス施設) has about 200 items moved from the former Coal Mine History Museum. Admission is free13.
- Public art: the sculpture park in Elm Kogen has ten works by the sculptor Nagare Masayuki (流政之). They include SAKIYAMA, made for the 120th anniversary of Akabira's settlement, and ATOYAMA, Nagarebachi and Korpokkur16.
- Heritage designations: besides Japan Heritage12, the tourism association notes that "Coal-mine facilities and lifestyle culture of Sorachi" (空知の炭鉱関連施設と生活文化) has been selected as Hokkaido Heritage23.
Ainu heritage
Little about Ainu life in Akabira is documented in the sources consulted. What is known:
- Place names: the city's own name is Ainu511, and older district names such as Pirakeshi (the modern Hiragishi) appear in pre-1936 records5.
- Folk tales: legends such as "The White Snake", "The Snow Woman" and Ainu epics (yukar) are associated with the area5.
- The black woodpecker: Ainu people called the black woodpecker chipta-chikap and revered it as a god that shows the way. The city mascot Chipu-ta is named after it10, and the AKABIRA Base tourist shop has a giant black woodpecker entrance for the same reason20.
No Ainu cultural facility in Akabira was found in the sources consulted.

Domestic
- Kaga, Ishikawa Prefecture: friendship city, 10 October 1995. The tie began when descendants of the Kaga group, who settled Akabira in 1895, visited their ancestral home24.
International
- Samcheok, Gangwon, South Korea: friendship city, 18 July 1997. Samcheok is also a coal town. Its engineers had come to Akabira to study mining technology since around 199124.
- Miluo, Hunan, China: friendship city, 30 September 1999. The tie grew out of a citizens' Japan–China friendship group that supported returnees from China and had exchanged visits with Miluo since 198924.
