Enbetsu 遠別町

えんべつちょう

Enbetsu is a farming and fishing town on the Sea of Japan coast of northern Hokkaido. It has Japan's northernmost rice paddies, and almost all of its rice is mochi (glutinous) rice.12 On clear days Rishiri Fuji is visible across the sea from its roadside station.3 The town spells its own name "Embetsu" in English.4

Known for

  • Japan's northernmost rice paddies. The paddies in Kiyokawa (清川) lie at 44°45′N and have been farmed since 1918.1 A marker reading "Japan's northernmost paddy field" stands beside them.2
  • Mochi rice. The town switched from ordinary to mochi rice in 1982. Its Hakuchō-mochi (はくちょうもち) has been used in convenience-store okowa (steamed sticky rice).2 The junmai sake Kita-Fubuki (北吹雪) is made only from Enbetsu mochi rice.1
  • Rishiri Fuji and Sea of Japan sunsets. Rishiri Fuji is visible from the roadside station, the Kanaura flower garden and the park golf course. A crescent-shaped Sunset Monument stands at the river mouth.3122
  • Octopus and scallops. Scallop farming is the core of the fishery, and local giant Pacific octopus (ミズダコ) is sold in town.213 The Enbetsu croquette (えんべつコロッケ) is filled with local octopus and scallops. It took third place at the National Croquette Festival 2019.14
  • Tawara monaka (たわら最中). A rice-bale-shaped wafer filled with bean paste and soft mochi. The roadside station calls it the town's signature specialty.3
  • Asahi Onsen (旭温泉). An inland hot spring with two different waters, one reddish-brown and one black.15 It placed second in the "refresh" category of the national onsen poll 全国温泉総選挙2019.3
  • Volleyball. Enbetsu calls itself "the volleyball town" (バレーのまち).16 In September 2026, its elementary-school team, the Enbetsu Eagles (遠別イーグルス), won all three main tournaments that lead to national finals, which the town says no Hokkaido team had done before.17
  • Japan's northernmost agricultural high school, as the town guidebook calls Enbetsu Agricultural High School (北海道遠別農業高等学校). In a 2024 interview, a student said more than 60% of its students come from outside the town.2

Sights & activities

Nature & scenery

  • Kanaura Native Flower Garden (金浦原生花園), Kanaura, between Route 232 and the sea, south of the centre.2 Open from about April until the first snow.48
    • In June, Ezo daylilies (エゾカンゾウ) cover the ground, with Hiōgi irises and marsh Labrador tea.2
    • A boardwalk runs through it, with Rishiri Fuji behind on clear days.2
  • Fujimigaoka Park (富士見ヶ丘公園), 46-1 Fujimi, the hill behind the roadside station. Open early May to 31 October.49
    • About 10 ha, with cherry trees, a barbecue house, park golf, cabins and a campground.2
    • It also has a lookout tower and athletic play equipment.50
  • River Park and Sunset Monument (河川公園・夕日のモニュメント), at the river mouth. Lawns, walking paths, a pond and play equipment, plus a crescent sculpture that frames the setting sun.2
  • Minakuru Beach (みなくるび～ち), 31 Fujimi. Open mid-July to mid-August, 9:00–17:00.51 Breakwaters keep the water calm, and a beach volleyball tournament is held in mid-July.2 Showers cost ¥200.52
  • Japan's northernmost paddy (日本最北の水田), Kiyokawa, 44°45′N 141°52′E.1
    • Route: 3 km north of the centre on Route 232, turn inland onto the road towards Nakagawa (道道遠別中川線). After 6 km, follow the signs about 700 m to the marker.53
    • Large vehicles cannot park.53
    • The town believes these may be the world's northernmost paddy fields, since rice grown farther north is mostly wild or upland rice (the town's own claim).1

Onsen

  • Asahi Onsen (旭温泉), 294-2 Asahi, a forest-ringed "hidden" spa about 15 minutes' drive inland.1554
    • There are two bathhouses, one Western-style and one Japanese-style, each with its own water, and bathers use them on alternate days. The guidebook puts black Fujimi-no-yu in the Western-style bath and reddish-brown Asahi-no-yu in the Japanese-style bath.152
    • Asahi-no-yu is sodium chloride water that keeps you warm. Fujimi-no-yu is alkaline sodium bicarbonate–chloride water, promoted as a "beauty bath".15
    • Both have saunas and outdoor baths.15
    • Day bathing is 9:00–21:00 (last entry 20:30): adults ¥650, children ¥250. Closed only on 1 January.15
    • Nine Japanese-style rooms. The restaurant is open 11:00–13:00 and 17:00–19:00.15
    • A town shuttle bus serves the onsen.15

Museums & heritage

  • The Folk Museum at 163 Marumatsu is closed (see above).225 The Rubeshi yew and the paddy marker are the main heritage stops, and the guidebook also pictures a monument to the start of paddy rice (水稲発祥之碑).2

Outdoor & seasonal activities

  • Campgrounds (May–October, pets allowed).
    • Fujimigaoka Park Campground: tents ¥500 a night, or five 4-person cabins with power at ¥2,000 plus ¥100 accommodation tax per person (from 1 May 2026).50
    • River Park Campground: tents ¥500, about 100 shared parking spaces, flush toilets.54
    • Book with the operator, Kyōei (共栄), on 01632-7-2859 (weekdays 9:00–16:00 only).50
  • Park golf. 36 holes on the Fujimigaoka hill.2 Open from May: ¥100 a day, club rental ¥300.12
  • Kōwa Ski Area (幸和スキー場). A town-run slope with afternoon lifts and night skiing (18:00–20:30) on Wednesdays, Fridays and Saturdays.55 The 2026–27 season is due to open on 6 January 2027.39
  • Tongarikan (とんがりかん), 46-20 Fujimi. Free admission.33
    • Ground floor: an indoor playground with climbing and bouldering, for children up to elementary age with a guardian.233
    • Upstairs: a coworking space and a lookout over the Sea of Japan.2
    • April–September: 13:00–17:00 on weekdays, 10:00–18:00 at weekends and on holidays. October–March: 13:00–16:00 on weekdays, 10:00–16:00 at weekends and on holidays.33
    • Closed Mondays and Tuesdays (the next weekday if one is a holiday). It opens daily, 10:00–18:00, in Golden Week and the summer holidays.33

  • The roadside station food court is the main place to eat (see below).14
  • The town's list of other places includes Aji no Donbei (味のどん兵衛), Restaurant Märchen (レストラン メルヘン), Yakiniku Keifukuen (焼肉 景福苑), Keishoku Ichi (軽食 Ichi) and Comedokoro.56

Roadside stations (Michi-no-Eki)

Enbetsu Fujimi (道の駅えんべつ富士見)

  • Location: 46-21 Fujimi (天塩郡遠別町字富士見46-21), on National Route 232 (Oronon Line); tel. 01632-9-7555.3 It is next to Tongarikan and below Fujimigaoka Park, about 800 m from the river park and beach.3354 The station bills itself as halfway between Wakkanai, Rumoi and Nayoro.14
  • Hours (as of September 2026 — check before visiting):14
    • Building and shop: 9:00–18:00 April–October; 10:00–17:00 November–March.
    • Food counters: 10:00–17:00 (April–October) and 11:00–16:00 (November–March); last orders 10 minutes before closing.
    • Closed 30 December–3 January; Fujimiru Kitchen is also closed on Wednesdays.
    • Toilets and parking are open 24 hours all year.
  • Shops & products:
    • Local specialties and crafts, with shipping of frozen goods anywhere in Japan, plus Momochin goods.14
    • Tawara monaka, lemon cake, octopus and scallop kimchi, shiso umeshu, tomato juice and the Iwase Farm mochi-flour cakes.31337
    • A 100-yen shop, unusual for a roadside station, with barbecue and camping goods in summer.14
    • The Kanamu farmers' market is held here on Sundays, June to mid-October.14
  • Food: three counters. Tickets come from a machine and are cash only; there is a kids' space.14
    • Fujimiru Kitchen (ふじみるキッチン): "jumbo soft-serve", imo-mochi (potato cakes) and a karaage bowl (¥1,000).14
    • Men'ya 232 (麵屋232): rice-flour ramen made with the town's mochi rice (soy, salt or miso, ¥1,200), or regular ramen (¥850).14
    • Restaurant Minakuru (レストランみなくる): set meals, including jingisukan lamb (¥1,300) and a scallop tempura bowl (¥1,400).14 The station also features octopus fried rice (たこチャーハン).3

Getting there & around

  • Rail: No trains have run here since the Haboro Line closed in 1987.22 The nearest JR station is Horonobe (幌延駅) on the Soya Main Line, from where Engan Bus (沿岸バス) runs to Enbetsu.2
  • Local bus: Engan Bus runs a coastal line from Toyotomi and Horonobe through Teshio, Enbetsu, Shosanbetsu and Haboro to Rumoi.59

      • Enbetsu 12:58 → Rumoi Station 15:23.
  • Highway bus: The reserved-seat Express Haboro (特急はぼろ号) leaves from Sapporo Station, bus stop 32.60 It takes about 4 hours.2
    • From 1 October 2026, buses leave Sapporo at 13:00, 15:00 and 17:30, reaching Enbetsu at 17:14, 19:14 and 21:44.60
    • Return buses leave Enbetsu at 6:42, 8:32 and 12:02.60
    • The cash fare is ¥5,800, and there is public parking at the Enbetsu stop.60
  • By car: Route 232 is the main road.14
    • Sapporo: about 4 hours (250 km), or about 3½ hours using expressways part of the way.102
    • Asahikawa: 3 hours (180 km).10
    • Wakkanai: 1½ hours (87 km).10
    • Rumoi: 1 hour 40 minutes (97 km).10
  • Air: Wakkanai Airport is about 1½ hours away by car, Asahikawa Airport about 3 hours 20 minutes and New Chitose Airport about 4 hours.2
  • Around town:
    • A car is by far the easiest option.
    • The station, Tongarikan, the park, the beach and the river park are all within a 5–22 minute walk of each other.5054

Practical tips

  • When to go:
    • Cherry blossoms: late April to early May (in 2026 they opened on 29 April).61
    • Azaleas: late May to early June.62
    • Ezo daylilies at Kanaura: June.63
    • Swimming and festivals: July and August.5141
    • Kanamu market: Sundays from June to mid-October.40
  • Sunsets: Clear evenings at the river-mouth monument or Kanaura give the classic Rishiri Fuji and sunset views.2
  • Winter: Expect deep cold (record −26.8 °C) and heavy snow.295 National roads can close suddenly in bad weather, and the town recommends the Hokkaido Development Bureau's email closure alerts.64
  • Brown bears:
    • The town warns that bears can be met anywhere in the hills. Make noise, don't go alone, and avoid dawn and dusk, especially when picking wild vegetables.65
    • Report sightings to the town office (01632-7-2146) or the Enbetsu police box (01632-7-2110).65
  • Money: Station meal tickets are cash only.14 The coin laundry is cashless only.57
  • Bookings: Campground bookings are by phone, weekdays only.50
  • Where to stay: Beds are scarce. The town lists Asahi Onsen, Sakaekan (栄館), Hotel Northern Light (ホテル ノーザン・ライト) and the two campgrounds.56

Municipal history Organized settlement began in 1897, which the town counts as its founding.85 Enbetsu Village split from Teshio Village in April 1903. It became a second-class village in April 1919 and a town in April 1949. In February 2004 it decided not to join merger talks with Teshio, Horonobe, Toyotomi and Nakagawa, and it has never merged.5

Name origin

The town is named after the Enbetsu River, whose Ainu name has three possible meanings. The Hokkaido Government's Ainu place-name list gives all three and rates them at confidence level B, on a scale of A to C:18

  • Wen-pet (ウェンペッ), "bad river." The list calls this the most natural reading. The explorer Matsuura Takeshirō (松浦武四郎) noted that the river had "very few fish".18
  • Uebetsu (ウエベツ), "forked river." The list credits this reading to Uehara. It refers to the river mouth, which once split into two channels.18
  • U-ye-pet (ウイェペッ), "river where people talk together." Nagata Hōsei (永田方正) recorded a story that the Ainu of the Teshio mountains came here to talk with the Ainu of the coast.18 The Rumoi Subprefecture uses this reading: "the river where people converse" (相語る川).11

JNR's 1973 book on Hokkaido station names gave a more practical reason: the river water was too poor to drink.5 Two other Ainu names in the town are rated at confidence level C:19

  • Utakoshi (歌越), from ota-kus-pet, "river passing along the sandy beach".
  • The Uttsu River (ウッツ川), from ut-nay, "rib river".

History
  • Ainu era and late Edo period.
    • Many of the town's river and old district names are Ainu in origin.18195
    • Matsuura Takeshirō recorded the Enbetsu River on his travels.18
    • No archaeological sites or trading posts in Enbetsu itself were found in the sources consulted.
  • 1887 (July). Shirahata Gentarō (白幡源太郎) began fishing on the Fujimi coast. He is the first settler on record.5
  • 1896–1897: organized settlement.
    • The Enbetsu plain was chosen as land for settlement in 1896.20
    • From spring 1897 settlers arrived: the Echizen, Aichi and Owari groups (越前・愛知・尾張団体), and others from Akita and Chiba.20
    • The first group came from Takefu in Fukui, now Echizen City.21
    • Nineteen Aichi families lived in nine A-frame pioneer huts (おかみ小屋), each about 2.7 × 5.4 m.2
  • 1903 (April). Enbetsu Village split from Teshio Village.5
  • Rice takes root.
    • At first only potatoes ripened reliably.20
    • Minamiyama Jintarō (南山仁太郎) tried rice in 1901, but his Fukui seed failed. Two years later, seed from Kamikawa gave a good crop.20 The town guidebook dates the first success to 1901.2
    • Satō Kichizō (佐藤吉蔵) began building paddies at Kiyokawa in 1918. This is the origin of today's northernmost paddy.1
    • An irrigation association followed in 1921.20
  • 1936–1958: the railway.
    • The line from Teshio reached Enbetsu on 23 October 1936.22
    • The last gap, to Shosanbetsu, opened on 18 October 1958. That completed the JNR Haboro Line from Rumoi to Horonobe.22
  • 1958 onward: decline. The population peaked at 8,944 in 1958. It then fell fast as post-war pioneer farmers gave up, the herring fishery declined and young people left for the cities.8
  • 1982. Farmers switched entirely to mochi rice.25 Hokuren, the Hokkaido farm co-op federation, had designated the area a mochi-rice zone. Growing only mochi rice keeps ordinary rice from mixing in.5
  • 1987. The Haboro Line ran for the last time on 29 March 1987. It was the last line JNR closed before privatization.22
  • 1989–1996: ties outside the town.
    • Castlegar, Canada, became a sister city in 1989.23
    • In 1994 the agricultural high school began overseas farm-study trips to attract students.24
    • Exchanges with Takefu began in December 1996.21
  • 1992–1993: the roadside station. The Tongarikan restaurant and product hall (とんがりかん) opened in August 1992, and Momochin was adopted the same month. The site was registered as Michi-no-Eki Fujimi on 22 April 1993.53
  • 2020–2026: renewal.
    • The station reopened in a new building as Enbetsu Fujimi on 24 April 2020.3
    • The old Tongarikan reopened in April 2024 as a free children's playground and telework centre.5
    • The Town Folk Museum closed in March 2026 because of the aging building and intrusions by animals.25

Geography & climate
  • Location. The town's official coordinates are 44°43′20″N, 141°47′32″E.10 National Route 232, known here as the Oronon Line (オロロンライン), runs along the coast.14
  • Forest. Forest covers 51,211 ha, roughly 87% of the town; an older town page says 88%.2620
    • 75.8% of it is national or prefectural forest, and 77.2% is natural forest.26
    • The standing timber totals 6.56 million m³, 64.7% of it broadleaf.26
  • Enbetsu River (遠別川). A Class B river, 63.5 km long, with a basin of 362.1 km².27
    • It rises in the Teshio Mountains and meanders north-north-west to the sea.27
    • River terraces line its middle and lower course, and the fishing port is at its mouth.27
  • Mountains.
    • Mt. Pisshiri (ピッシリ山, 1,032 m), where Enbetsu, Haboro and Horokanai meet.5
    • Mt. Todomushi (椴虫山, 854.8 m).5
  • Parks. No national, quasi-national or prefectural natural park within the town was found in the sources consulted.
  • Climate. Figures are from the JMA station in the Kōwa district.5
    • 1991–2020 means: 6.9 °C for the year, −5.8 °C in January and 20.0 °C in August.28
    • Precipitation 1,121.9 mm and sunshine 1,461.5 hours a year.28
    • Records: 34.2 °C (18 August 1979), −26.8 °C (15 January 2003) and 219.0 mm of rain in one day (8 August 2022).29
  • Snow. The station does not measure snow.28 Enbetsu is a special heavy-snowfall area, and lows around −20 °C are common in winter.5
  • Why rice grows so far north. The warm Tsushima Current gives the growing season 2,500–2,900 degree-days of warmth. The irrigation water comes from Mt. Pisshiri, which lies about as far south as Haboro, and the town thinks its relative warmth also helps.1

Economy & industry
  • Farming. Farming, dairy, fishing and forestry are the main industries, with rice at the centre.20
    • The 2020 Census of Agriculture counted 116 farm households, down from 174 in 2005.20
    • Farmland totalled 3,497 ha: 626 ha of paddy and 2,871 ha of fields, of which 2,152 ha were pasture.20
    • Farms kept 1,989 dairy cattle and 1,035 beef cattle.20
    • Farms near the coast turned to dairy and field crops. Along the river, farmers grow mochi rice plus vegetables such as melon, spinach and asparagus.20
  • Rice.
    • Hakuchō-mochi is valued for its cold hardiness, yield and taste.2
    • A Kiyokawa farmer profiled in the town guidebook also grows the Kitafuku-mochi (きたふくもち) variety.2
    • The rice centre is called Hokugen Yume Kōbō (北限夢工房, "northern-limit dream workshop").1
  • Fishing.
    • The co-op collects scallop spat at sea and ships young and adult scallops all year.2
    • It also runs octopus pots, bottom set nets, surf-clam dredging, gill nets and salmon and trout stocking.2
    • Ten live-holding tanks (over 6 tonnes) let flounder and other fish be shipped alive, and the co-op processes its own octopus and scallops.2
    • Its head reports record sales, helped by scallop spat for the Okhotsk coast and farmed scallops for South Korea. He expects warming seas to cut catches.2
  • Tourism.
    • Visitors rose from 79,700 in fiscal 2019 to 177,500 in fiscal 2024, after the roadside station was rebuilt. They fell 6.8% to 165,500 in fiscal 2025.30
    • The roadside station's own count was 170,800 visits. That is more than the town total, so the two figures are counted differently.30
    • Only 11 foreign overnight guests were recorded in fiscal 2025.30
  • Population and ageing.
    • In 2020, 41.0% of residents were 65 or over and 9.8% were under 15.6
    • The resident register fell from 2,605 in March 2020 to 2,153 in March 2026.31
  • Revitalization.
    • Hometown-tax (furusato nozei) donations fell from ¥91.52 million in fiscal 2020 to ¥50.03 million in fiscal 2024.32
    • ¥11.05 million of the 2024 total went to keeping the agricultural high school open.32
    • The town runs a relocation centre, Peepuru (ぴーぷる), and a free coworking space at Tongarikan.233

Ennō Marché (遠農マルシェ) About monthly. The 2025 guidebook says the last Thursday of each month, May to December; the 2026 town calendar lists 16 October and 13 November. Agricultural high school students sell crops, processed foods and flowers they produced, at the school241

Enbetsu Summer Festival & costume bon dance (遠別夏まつり・仮装盆踊り大会) Mid to late August (2026: 22 August) Children's fair, beer garden, a costume bon-odori contest and fireworks.39 In 2026 it was billed as the 2nd Enbetsu Bon-odori Fireworks Festival (遠別盆踊り花火大会). The winning group (three or more people) won ¥100,000, and the fireworks were launched from the river park.4143

  • Sport. Enbetsu declared itself a "Refreshing Sports Town" (さわやかスポーツの町) in 1990.45 Besides the Eagles, its junior-high club Enbetsu VBC was set up in March 2026.5 Its boys finished third in Hokkaido that August.46
  • Settler roots. Enbetsu calls Echizen City in Fukui a "place connected to Enbetsu" (ゆかりの地). Elementary pupils from the two towns have visited each other since 1998.21
  • Sacred tree. The Rubeshi Ōyama Pine (ルベシの大山松), by the Enbetsu River, is actually a Japanese yew (イチイ; オンコ in Hokkaido) said to be 800 years old.2
    • Loggers once prayed here for safety before the winter felling season, and the mountain goddess Ōyama-no-kami is enshrined at the tree.2
    • It is a town cultural property.2
  • Museum. The Town Folk Museum, in the former Marumatsu Elementary School, closed in March 2026.252 It held about 6,000 items, including settlers' tools, a whole fishing boat and a pioneer hut.2
  • Venue. Many events take place at the Manapy 21 lifelong-learning centre (マナピィ・21), 4-1-25 Honmachi. It is closed on Mondays.47

Ainu heritage

Ainu history in Enbetsu survives mainly in place names: the town's own name, Utakoshi and the Uttsu River.1819 Many Ainu district names, such as Sarakishi, Masaromappu and Otakoshibetsu, disappeared in a 1939 renaming.5 The u-ye-pet reading preserves a story of mountain and coastal Ainu meeting here.18 The guidebook says Ainu legends are told about the Rubeshi yew.2 No Ainu cultural facility or site open to visitors was found in the town. Sister & friendship cities
  • Castlegar, British Columbia, Canada — sister city since 1989.23
    • The tie grew out of the Enbetsu Summer School, held in the town from 1986 by a Tokyo drafting school whose operating group was headed by Enbetsu native Shikano Mitsuo (鹿野光雄). Students from Castlegar's Selkirk College attended.23
    • Junior-high homestay exchanges have run since 1998. A Castlegar group visited from 6 to 12 August 2025.23
  • Echizen City (former Takefu), Fukui — a "place connected to Enbetsu" (ゆかりの地), not a formal tie.
    • Exchanges began in December 1996, because the first settlers came from Takefu.21
    • Elementary pupils have visited each other since 1998; the 2025 visit to Echizen ran from 28 to 31 July.21

Notable people
  • Matsumura Kazuko (松村和子, b. 1962) — enka singer of "Kaette koi yo" (帰ってこいよ).66 The town guidebook names her as a native of Enbetsu.2
  • Shinada Yūkichi (品田雄吉, 1930–2014) — film critic, born in Enbetsu.67
  • Sakagawa Eiji (坂川栄治, 1952–2020) — book designer and art director, from Enbetsu. He wrote the memoir Enbetsu Shōnen (遠別少年).6811
  • Tomari Kazuyuki (泊和幸, b. 1955) — nature photographer, born in Enbetsu. He began photographing sea eagles in the Enbetsu River woods as an agricultural high school student and has published six photo books, including Satoyama no Uchū: Kitakitsune (里山の宇宙・キタキツネ, 2023).2
  • Shōji Utae (正司歌江, 1929–2024) — member of the comic trio Kashimashi Musume (かしまし娘).69 She is usually said to have been born in Utashinai. A 2003 town newsletter, cited by Japanese Wikipedia, records her birthplace as Utakoshi, Enbetsu.69
