A heavy-snow rice town at the northern tip of the Ishikari Plain that treats its snow as a resource, storing rice, sake and coffee in snow-cooled warehouses. It also stages Hokkaido's only "fighting lantern" festival, a tradition brought from its founder's hometown in Toyama.

Known for

  • Yotaka Andon Festival (夜高あんどん祭り): Hokkaido's only kenka andon ("fighting lantern") festival. Floats 7 m tall, 12 m long and weighing 5 t ram each other in the streets.6 It counts as one of Hokkaido's "three great lantern festivals" and draws about 50,000 people over two nights in mid-August.5
  • Wild fireflies at Hotaru-no-Sato (ほたるの里): In the Horoshin (幌新) district, fireflies fly from early July, with more than 2,000 in good years and a peak in mid to late July. Over 20,000 people come to see them each year.5
  • Snow as energy: The Snow Cool Rice Factory (スノークールライスファクトリー), completed in 1996, was a national first. It stores rice in the husk, chilled by 1,500 t of snow, and sells it as the brand rice Secchūmai (雪中米).5
  • Processing tomatoes: The town's Kita no Hotaru (北のほたる) tomato juice and ketchup are made locally. Numata has set itself the goal of becoming Japan's No. 1 town for processing-tomato output.5
  • Fossils: The town is nicknamed an "ancient aquarium" (太古の水族館). Finds include the Numata porpoise (ヌマタネズミイルカ), a Hokkaido-designated natural monument, and a 7 m fin whale (ヌマタナガスクジラ).57
  • Coal-mining heritage: Klaus No. 15 (クラウス15号) was built in Munich in 1889 and is described as the oldest small steam locomotive surviving in Japan.8
  • NHK drama Suzuran (すずらん, 1999): The fictional "Ashimoi Station" (明日萌駅) set still stands beside the former Ebishima Station.49
  • Ishikari Numata Brewery (石狩沼田ブルワリー): Opened in spring 2025 and billed as Japan's first craft brewery that is publicly built and privately run. It makes a rice ale from Secchūmai.5

Nature & scenery

  • Hotaru-no-Sato (ほたるの里), Horoshin: Restored firefly habitat with a viewing dome. Catching fireflies is banned by town ordinance.325
  • Horopiri Lake (ホロピリ湖): Dam lake with an observation hut that gives views in every season. For spring blossom viewing and autumn leaves, the town points to the areas around Shirakizawa Dam (白木沢ダム) and Ōedanosawa Dam (大枝の沢ダム) in the northeast of the town.18
  • Moe-no-Oka (萌の丘): Hilltop spot in the Hokuryu (北竜) district.5

Onsen

  • Horoshin Onsen Hotaru-kan (ほろしん温泉ほたる館), Aza-Horoshin 377.
    • The spring was reportedly found in 1907, and the onsen opened in 1957.51
    • Alkaline simple sulfur cold spring (アルカリ性単純硫黄冷鉱泉). The Hotaru-yu bath overlooks a gorge. Facilities include an open-air bath, a sauna and a mist stone bath using hokutō-seki (北投石).535
    • Day bathing 10:00–22:00, open every day. ¥500 for junior-high age and up, ¥250 for elementary pupils. Parking for 300 cars.365
    • Lodging in the Heike-no-Yado and Genji-no-Yado wings; the Genji wing was renovated in 2025.5

  • Numata Fossil Experience Museum (沼田町化石体験館), Aza-Horoshin 381-1.
    • Exhibits include the Numata porpoise, the 7 m Numata fin whale, the small sea cow Numata kaigyū and Takahashi hotate scallop fossils you can touch.7 A "mini-dig" lets you chip fossils out of nodules.5
    • Open 29 April–3 November; closed Mondays and the day after holidays. Adults ¥500.7

  • Klaus No. 15 (クラウス15号蒸気機関車), in front of Hotaru-kan.
    • Built in 1889 by Krauss in Munich. It worked in Numata from 1931 to 1967.8
    • A town cultural property, semi-railway monument and part of the Japan Heritage "Tantekkō" (炭鉄港) story. Viewable early May–October, free.85
  • Firefly Learning Hall / Coal Mine Museum (ほたる学習館・炭鉱資料館): Mining tools and a diorama of the Shōwa mine. 9:30–16:00, closed Mondays, free.5 The annex also displays the pelt of the bear from the 1923 Horoshin incident.37
  • Numata Yotaka Kaikan (沼田町夜高会館), Minami 1-jō 1-chōme: the andon festival hall. Open May–October; ask the tourist association.5
  • Ashimoi Station (明日萌駅), Ebishima 357.
    • The Suzuran set, a Shōwa-style wooden station built beside the real one (a converted freight car).512 The Nakamura Ryokan set is closed.9

No Michi-no-Eki is located in Numata.39 The nearest stations are in neighboring municipalities, plus one in nearby Horokanai (Kamikawa Subprefecture), which does not border Numata:

Getting there & around

  • Rail: None. The JR Rumoi Main Line closed in stages: Ishikari-Numata–Rumoi on 1 April 2023, and Fukagawa–Ishikari-Numata on 1 April 2026.22 The nearest JR station is Fukagawa on the Hakodate Main Line.
  • Buses:
    • Dōhoku Bus (道北バス) has run the JR replacement bus since April 2026.5
    • Sorachi Chūō Bus (空知中央バス) and town buses also serve the stop in front of the former station, renamed Numata Kankō Jōhō Plaza-mae (沼田観光情報プラザ前) on 1 April 2026.10
    • Fukagawa is about 30 minutes away by bus. The town also posts timetables for the Kitaso Liner (きたそライナー号).40
  • Roads:
    • The Fukagawa-Rumoi Expressway (E62) has a Numata IC. It is toll-free north of Fukagawa-Nishi IC.20
    • National Routes 275 (toward Sapporo) and 233 (Fukagawa–Rumoi).40

  • Getting around: A car is almost essential for Horoshin and Ebishima. A local taxi firm (明日萌観光ハイヤー) operates.5

Practical tips

  • When to go:
    • Mid to late July for fireflies.5
    • The mid-August Friday and Saturday for the andon festival. Book Hotaru-kan early.5
    • June–September for camping.38
    • The fossil museum is closed from 4 November to 28 April.7
  • Tourist information: The Numata Tourist Association (沼田町観光協会) is in Machinaka Hot Town. Tel. 0164-34-6373; 8:30–17:15, closed Sundays and holidays.5
  • Winter: Cumulative snowfall tops 10 m a season.5 Expect whiteouts and narrowed roads.
  • Wildlife: Brown bears live in the surrounding mountains; the 1923 Horoshin attack happened here.14 Carry a bell, avoid trails at dusk, and watch for deer at night.
  • Brewery: There are no on-site sales or tours.5
  • Outdated info: Older maps still show Ishikari-Numata and Ebishima as working stations. Both are closed.22

Name origin

Unlike most Hokkaido municipalities, Numata takes its name from a person rather than from the Ainu language. In 1894 Numata Kisaburō (沼田喜三郎), an Otaru rice merchant from Toyama, founded the settlement. When the railway came through, the station was built on land from his farm, so both the station and the town that grew around it were called "Numata". The village adopted the name in 1922.10 On 31 March 1924 a station of the same name opened in Gunma Prefecture, so the next month the Hokkaido station became Ishikari-Numata (石狩沼田), taking the old provincial name Ishikari.10 Before 1922 the village was called Kami-Hokuryu (上北竜, "Upper Hokuryu"), because it had split off from neighboring Hokuryu Village.4

Several local place names do come from Ainu:

  • Uryu (雨竜), the river and the district, is of uncertain origin. Nagata Hōsei (永田方正) proposed urir-o-pet ("river with many cormorants"). Another theory is orir-o-pet ("river where waves rise"). Matsuura Takeshirō recorded a legend that an ancient deity gave it the name "Uriu".11
  • Ebishima (恵比島) probably comes from e-pis-oma-p, "the river whose head runs toward the shore". The researcher Yamada Shūzō connected it to a tributary of the Horoshin-Tachibetsu River.12
  • Mapu (真布) comes from the Ainu name of the Mapu River, panke-sir-utur-oma-p: "the lower one (river) lying between the mountains".13

History

  • Prehistory to Edo period: The area was inhabited from the Jōmon period. It later fell within the Matsumae domain's sphere, with trade with the Ainu, and came under direct shogunate rule in the early 19th century.1
  • 1889–1893: The "Peers' Association" (華族組合), led by Prime Minister Sanjō Sanetomi (三条実美), took up about 50,000 ha of the Uryu Plain as the Uryu Farm (雨竜農場). It dissolved after Sanjō's death in 1893.5
  • 1894: Numata Kisaburō (born 1834 in present-day Oyabe, Toyama) founded a land-clearing company and brought 18 households from his home village of Shin-Nishijima (新西嶋村).54 He later donated land for the railway, roads, temples and schools.5 The Honganji relay station (本願寺駅逓) was built the same year.5
  • 1910: The railway, later the JR Rumoi Main Line, opened on 23 November with Numata Station.10
  • 1914 / 1922: Kami-Hokuryu Village split from Hokuryu Village in 1914. It was renamed Numata Village in 1922.4
  • 1923: The Ishikari-Numata Horoshin Incident (石狩沼田幌新事件), 21–24 August. A brown bear killed 4 people and seriously injured 4 in Horoshin. It is described as the second-worst recorded bear attack in Japanese history.14
  • 1930–1931: The Rumoi Railway's colliery line (Ebishima–Shōwa, 17.6 km) opened, and the Shōwa and Asano mines began production.15 Klaus No. 15 arrived in 1931 to haul coal.8
  • 1935: The Sasshō Line (札沼線) from Sapporo was completed to Ishikari-Numata.16
  • 1947: Town status.4
  • 1968–1971: The Uryu (former Asano), Tachibetsu and Shōwa mines closed in 1968–69, and the Rumoi Railway was abolished in 1971.154 Numata became a rice-farming town.4
  • 1972: The Sasshō Line was cut back from Ishikari-Numata on 19 June.16
  • 1977: The first Yotaka Andon Festival was held, two years after exchanges with Oyabe began.175
  • 1991: Hotaru-no-Sato was completed, after volunteers began restoring fireflies in 1988.5
  • 1992: Numata Dam was completed, creating Horopiri Lake.18
  • 1996: The Snow Cool Rice Factory was completed.5
  • 1999: The NHK drama Suzuran was broadcast. It had been filmed at Ebishima Station in December 1998 and May 1999.49
  • 2002: The "Shine, Snow Town" declaration (輝け雪のまち宣言) was adopted on 21 June.19
  • 2003: Numata IC opened on the Fukagawa-Rumoi Expressway on 17 July.20
  • 2008: The Snow Mountain Center (沼田式雪山センター) began operating.521
  • 2023: The Ishikari-Numata–Rumoi rail section closed on 1 April, taking Mapu and Ebishima stations with it.22
  • 2024: The town marked 130 years since settlement.23
  • 2025: Ishikari Numata Brewery opened, and Hotaru-kan was renovated.5
  • 2026: The Fukagawa–Ishikari-Numata section closed on 1 April, ending rail service to the town.2210 The 50th andon festival was held on 21–22 August.624

Geography & climate

  • Location and landforms: Numata lies in northern Sorachi at the northern end of the Ishikari Plain, about 120 km north of Sapporo and about 45 km west of Asahikawa. Most of the town is mountainous. The town center and the rice paddies sit on flat land in the south.5 The town office puts its extent at about 43°46′N and 141°52′–142°05′E.4
  • Rivers and lakes: The Uryu River (雨竜川, 155 km, a major tributary of the Ishikari)11 and the Horoshin-Tachibetsu River (幌新太刀別川) water the valley floor. The town counts 14 rivers and 74 bridges.5 Horopiri Lake (ホロピリ湖) is the reservoir of Numata Dam, completed in 1992. It has a 17 km shoreline, an area of 2.77 km² and a depth of 45.75 m, and an observation hut overlooks it.18 Horoshin Dam (幌新ダム) sits just beyond the Ikoi-no-Mori camping area.5
  • Parks: No national, quasi-national or prefectural natural park inside the town was identified in the sources consulted.
  • Climate: Inland climate with four distinct seasons.4 1991–2020 normals at the Ishikari-Numata AMeDAS station (elevation 63 m) are an annual mean of 6.5 °C, a January mean of −7.4 °C, an August mean of 20.5 °C and 1,280.3 mm of precipitation. The record high is 36.9 °C (August) and the record low −29.7 °C (February).1 Annual sunshine is 1,408.5 hours.5
  • Snow: Numata is among Hokkaido's snowiest places, with cumulative snowfall of more than 10 m in a season. The town recorded about 1,064 cm in the 2021–22 winter.5
  • Earthquakes: The town says no shaking above seismic intensity 4 has been recorded since observations began in 1990.5

Economy & industry

  • Rice first: Paddy rice is the core crop. The town's farm page says Numata rice holds the top rank in Hokkaido rice evaluations. Farms average about 20 ha, growing Nanatsuboshi, Kirara 397 and Yumepirika rice, plus wheat, soybeans, buckwheat, flowers, melons, broccoli and processing tomatoes.25
  • Farmland: 4,130 ha (2020 Census of Agriculture and Forestry); an older town page gives 4,370 ha.54 Areas planted in 2021: rice 2,430 ha, buckwheat 661.74 ha, soybeans 258.85 ha, wheat 238.87 ha and processing tomatoes 6.31 ha. Beef cattle are also raised.5
  • Tomatoes: Tomato juice has been made since the 1975–84 period (Shōwa 50s). The new "Kita no Hotaru Factory" (北のほたるファクトリー) opened in 2014, and since FY2021 it has been run under a designated-manager contract by Kōmi Kita no Hotaru Factory Co. (コーミ北のほたるファクトリー㈱). Growers use the processing variety Natsu no Shun (なつのしゅん).526
  • Snow economy: The town's snow policy has four pillars: using snow (利雪), learning about snow (学雪), enjoying snow (親雪) and overcoming snow (克雪).527 The Snow Mountain Center stores 5,000 t of snow under bark chips and sells it at ¥1,000 per tonne plus transport.21 The Snow Science Museum (雪の科学館) has a snow store holding 385 t of snow, and its grain store is kept at 5 °C and 70% humidity.28 Public buildings, including the Yumekkuru learning center, are also snow-cooled.27
  • Other employers: The town hosts a Ground Self-Defense Force sub-camp (陸上自衛隊沼田分屯地). The 2021 Economic Census counted 155 business establishments. An industrial park about 500 m from Numata IC is offered at ¥410 per m².5
  • Tourism: 298,005 visitors in FY2024 (令和6年度 観光入込客数).5
  • Population and revitalization: The population fell from 8,177 in 1970 to 2,909 in 2020.1 Responses include:
    • Arukurasu (あるくらす): a compact-town plan that concentrates schools, the clinic, care homes and shops within about 500 m of the former station.
    • Subsidies: generous relocation support, for example up to ¥6.31 million for a model young family of four.
    • Community-revitalization cooperators (地域おこし協力隊): they now run the campground and new restaurants.5
    • Rankings: the 2026 town guide says Numata placed first in all four categories (overall, youth/single, child-rearing and senior) of Takarajimasha's Inaka Kurashi no Hon 2023 "best places to live in the countryside" ranking. It labels this a nationwide result, while its introduction speaks of repeated first places in the Hokkaido-area overall ranking. The population bracket is not stated.5

  • Andon origins: In 1976 a teaching group came from Oyabe for the Honganji Etchū Shishimai (本願寺越中獅子舞), a lion dance already handed down in Numata. The group introduced Oyabe's Yotaka lanterns. The first Numata festival, in September 1977, had two floats. Today floats are built by the chamber of commerce, the JA, the Self-Defense Forces, the town office and others.5
  • Shrines: Numata Shrine (沼田神社). The Numata Pioneer Shrine (沼田町開拓神社, 1968) in its grounds enshrines Numata Kisaburō.5

Ainu heritage

Ainu history in Numata is thinly documented. General references mention Jōmon-era habitation and Edo-period trade with the Ainu, but no named Ainu sites, cultural facilities or living traditions specific to the town were found.1 The clearest traces are place names such as Uryu, Ebishima and Mapu (see Name origin).111213 For in-depth Ainu culture, visitors usually go to Upopoy (National Ainu Museum) in Shiraoi.

Sister & friendship cities

  • Oyabe, Toyama Prefecture (富山県小矢部市): The birthplace of founder Numata Kisaburō and the source of the Yotaka andon tradition. Exchanges began in 1975, and the sister-city agreement was signed on 24 August 2001. Junior-high homestays continue; nine students from Oyabe visited in August 2024, and the town lists a further exchange on 20–23 August 2026.17
