Shintoku 新得町
しんとくちょう
Shintoku is a mountain town of about 5,200 people at the northwest corner of the Tokachi Plain. Its 1,063.83 km² run from the Karikachi Pass gateway into Tokachi up to Mount Tomuraushi (2,141 m) in Daisetsuzan National Park.123 It is known for buckwheat noodles from the "Soba Road", prize-winning farmstead cheese, Sahoro Resort (site of Japan's first Club Med village) and the old Karikachi railway, once famed for one of Japan's great train-window views.4567

Known for
- Soba (buckwheat): Fields of soba line National Route 38 between Karikachi Pass and the town, a stretch called the "Soba Road". They turn white with flowers from mid-July to mid-August.4 Farmers grew 336 ha of soba in 2025.6 The town's claim to "Japan's best soba" rests on national awards: a Shintoku grower won the top prize (Minister of Agriculture award) at the first national soba-farming awards in fiscal 1989, and a Shintoku group won the same prize in fiscal 1999.12 The New Soba Festival on the last Sunday of September is the town's biggest event.14
- Mount Tomuraushi and its hot spring: Tomuraushi (2,141 m) is one of the "100 Famous Mountains of Japan" and the only one whose name is written in katakana.15 At its foot, the inn Higashi-Taisetsu-sō (東大雪荘) sits on a free-flowing spring.16
- Kyodo Gakusha cheese: Kyodo Gakusha Shintoku Farm (共働学舎新得農場) is a farm community where people who have struggled to find a place in society live and work together.17 Its cherry-blossom-topped cheese "Sakura" won gold at the Mountain Cheese Olympics in Switzerland in 2004.5
- Sahoro Resort and Club Med: The Sahoro ski area opened in 1980. Japan's first Club Med holiday village opened there on 4 December 1987.6 Sahoro Resort Bear Mountain calls itself Japan's first brown-bear safari park.18
- Karikachi Pass and railway heritage: The old railway over Karikachi Pass gave one of Japan's "three great train-window views", and the pass was chosen as one of the "New Eight Views of Japan" in 1927.7 Remains of the old line are a designated town cultural property.19
- Dams and hydropower: Six dams and seven hydroelectric plants stand in the town.20 With two livestock-biomass plants, local renewable capacity is about 139 MW, and the town now courts data centers.21
- Cattle country: Livestock made up about 92% of the town's ¥21.25 billion farm output in 2025, and the town kept 30,053 beef cattle.6 Its Shintoku jidori (新得地鶏) chickens are raised on beds of soba husks.22

Nature & scenery
- Karikachi Pass (狩勝峠, 644 m): On Route 38 at the Minamifurano border. The observation deck looks out over the whole Tokachi Plain.47 The pass is on the Hokkaido Garden Kaidō route.7
- Soba Road: White soba flowers cover the fields along Route 38 from mid-July to mid-August.4
- Cherry blossoms:4
- Mount Shintoku has about 2,300 cherry trees, lit up in early May.
- The Karikachi Kōgen Enchi park has an avenue of about 400 old cherry trees that bloom in mid-May.
- A cherry at Kita-Shintoku cemetery, about 100 years old and 13.8 m tall, is one of the "100 notable trees of Tokachi".
- Lakes: Lake Sahoro; Lake Kuttari with the Ganke cliff; and Lake Higashi-Taisetsu, crossed by the Higashi-Taisetsu Bridge on the way to Tomuraushi Onsen.4

- Bōgakudai (望岳台) faces Mount Tomuraushi.
- Masuda-yama (増田山) is a train-spotting hill above a curve of the railway.
- Kasumi Falls (霞の滝) does not freeze in winter and can be reached on snowshoes.
- Hioku Falls (秘奥の滝) is near the Tokachi-dake trailhead.
Onsen
- Tomuraushi Onsen, Higashi-Taisetsu-sō (トムラウシ温泉 東大雪荘): A lone inn about 60 km from the town center, with 29 rooms.16
- The weakly alkaline water flows straight from the source (kakenagashi). The tourism association gives 93 °C at 100 L/min; the town says about 80 °C. There is an outdoor bath above the Yūtomuraushi River and a mist sauna using spring water.5416
- Day bathing: 13:00–19:30 (last entry); adults ¥1,000, elementary pupils ¥300.
- Free shuttle for staying guests from JR Shintoku Station at 14:00, about 60 minutes in summer and 75 in winter. Book by phone at least three days ahead.55
- Kuttari Onsen Lake Inn (湯宿くったり温泉 レイク・イン, 屈足808): A lakeside hotel with a Finnish-style sauna where guests pour water on the stones themselves.54 From mid-January to mid-March, the "Avanto" lakeside sauna lets bathers cool off in the frozen lake.54
- ALL SEASON RESORT Tokachi Shintoku Onsen "Wabi" (和火): Cypress baths with views of the Hidaka mountains. No day bathing.54
- Town bathhouse (新得町営浴場): Just south of the station, using Tomuraushi spring water brought by tanker truck.39
- Open 14:00–21:30 (last entry 21:00); ¥500 for adults; closed 1–2 January.
- It stays open until the end of March 2027, when the new station-front hot-spring hotel is due to open.39
Museums & heritage
- Old Karikachi line: The Karikachi Poppo no Michi (狩勝ポッポの道) is a walking, cycling and riding path on the old railway bed.4 It passes the 7 m high brick-arch Ozasagawa bridge, recognized as civil engineering heritage by the Japan Society of Civil Engineers.4 A 17 km footpath from the steam-locomotive park by the Shintoku-yama ski area to the old Karikachi Tunnel was laid out in 2005.7
- Karikachi Dentetsu (狩勝電鉄, 新内637-1): An 800 m track with signals and level crossings.34 Pedal-powered rail cars run 9:30–16:30 (¥700 adults, ¥400 children, cash only). Mini-train driving is by reservation.56
- Tokutoku station center (とくとく): Railway-heritage room and diorama.38 Pokémon manhole covers ("Poké-futa") were installed in the station square on 14 April 2020.57

- Sahoro Resort Bear Mountain (ベア・マウンテン): Brown bears live in a 15 ha forest enclosure. Visitors watch them from a bus fitted with steel bars, from elevated walkways, and from the glass-walled "Bear Point" hut.18 Open late April to late October, 9:00–16:00 (last entry 15:20).34

Roadside stations (Michi-no-Eki)
No Michi-no-Eki is located in Shintoku. The official Hokkaido roadside-station list has no station in the town (checked September 2026).61

- Michi-no-Eki Shikaoi (道の駅しかおい): Central Shikaoi, on National Route 274. Next to the Kanda Nisshō Memorial Museum of Art; its shop sells soba, vegetables and cheese. Open 9:00–17:00 (April–October) and 10:00–16:00 (November–March, closed Mondays). Registered 2003.67
- Michi-no-Eki Urimaku (道の駅うりまく): Urimaku district of Shikaoi, also on Route 274. Registered 2005.68
- Michi-no-Eki Minamifurano (道の駅南ふらの): Ikutora, Minamifurano, on Route 38 on the far side of Karikachi Pass. Station No. 3 in Hokkaido (1993); renovated and reopened on 26 April 2025, with a montbell outdoor store and food court on the site.69
- Michi-no-Eki Shizen Taikan Shimukappu (道の駅自然体感しむかっぷ): Shimukappu, on Route 237. Registered 2000.70
- In the meantime: The Tokutoku station center works as a similar stop. It has tourist information, local products, a café and a play area, and is open 9:00–20:00 every day.38
Getting there & around
- Rail: JR Shintoku Station (新得駅, K23) is where the Sekishō Line from Sapporo meets the Nemuro Main Line to Obihiro and Kushiro.29
- Every limited express stops here: 22 trains a day on the Ōzora and Tokachi services.7129
- Fastest trains: 1 hour 54 minutes from Sapporo; about 30 minutes to Obihiro.29
- From New Chitose Airport: about 1 hour 45 minutes by JR.36
- The Nemuro Main Line toward Furano closed on 1 April 2024.29
- The staffed ticket office closed on 31 August 2026; a "talking" ticket machine with a remote operator remains.29
- Buses:
- Hokkaido Takushoku Bus (北海道拓殖バス): route 53 to Obihiro via Shikaoi, route 71 to Kuttari, and route 72 to Tomuraushi Onsen in summer.29 In 2026 the Tomuraushi line ran only on 18–20 July and from 25 July to 16 August.72
- The "North Liner" runs to Asahikawa; its Karikachi Pass route stops at Shintoku Station, Furano, Biei and Asahikawa Airport.32973
- The town community bus "Sobakuru" (そばくる) has run since October 2013.6
- Sahoro Resort runs a free shuttle from JR Shintoku Station and direct buses from New Chitose and Tokachi-Obihiro airports.58
- Car:
- National Route 38 crosses Karikachi Pass from Furano and runs through the town to Shimizu and Obihiro.7
- The Dōtō Expressway crosses the west of the town but has no exit here yet. The nearest is Tokachi-Shimizu IC, about 15 minutes away.3671
- The expressway's Karikachi No. 1 Tunnel is, at 626 m, the highest point on Hokkaido's expressways.7

Practical tips
- When to go:
- Visitor center: The Shintoku Tourism Association is on the second floor of the Tokutoku station center (9:00–17:00, closed over New Year). Tokutoku itself is open 9:00–20:00 every day.38
- Mount Tomuraushi is a serious climb:
- The 2,000 m Daisetsu peaks have weather as harsh as 3,000 m peaks in Honshu. Snow patches last through July, and it can freeze even in summer. Plan carefully, carry full gear and food, and file a climbing plan.15
- The 2009 disaster, in which eight hikers died of hypothermia in July, shows the danger.30
- Cars can reach the short-cut trailhead, 8 km (about 30 minutes) beyond Higashi-Taisetsu-sō. Carry a portable toilet; they are sold at the trailhead, the inn and some shops.74
- Volcano: Tokachi-dake was raised to Level 3 (no entry near the crater) on 12 September 2026, and the Shintoku-side trail is closed within about 3 km of the crater. Check the current level before going.31
- Brown bears:
- The town posts a bear-sighting map; the latest is dated 7 September 2026.75
- A bear-information site for the whole Daisetsuzan range opened in July 2026 (https://www.daisetsu-brownbear.com).76
- Tomuraushi has frequent bear sightings. Avoid hiking alone, and carry a bell and bear spray.74
- Tokachi Dam campsite stayed closed in 2026 because of bears.60
- Winter:
- Ice safety: Stay off Lake Sahoro once the town closes the gate (in 2026 it closed on 16 March). Air out heated tents to avoid carbon-monoxide poisoning.59
- Cash and hours: Some small attractions, such as Karikachi Dentetsu, take cash only.56 Many restaurants close one or two days a week; check before you go.41

Name origin
- Main theory — sittok, "elbow": The name comes from the Ainu word sittok (シットク), "elbow", used for a bend in a river or the spur of a mountain. Place-name scholar Yamada Hidezō took it to mean the spur of Mount Shintoku (新得山).23 The town says Mount Shintoku juts toward the Sahoro River like an elbow.24
- Second theory — sintoko, a lacquered vessel: The Tokachi Chimeikai (十勝地名解) linked the name to sintoko (シントコ), a lacquerware vessel in which Ainu families kept treasures, saying such vessels were made here. The 1990 town history records this theory, which is still widely held.23 Kyodo Gakusha Shintoku Farm also mentions a third reading, shiri-etok (シリ・エトク, "where the land juts out").17
- The Hokkaido Government's view: Its Ainu place-name list judges Yamada's sittok reading "the more plausible".23
- Early record: A kotan (village) called "Shintogu" (シントグ) with two households is recorded for 1832–1834.3
- Other local names:
- Kuttari (屈足): from kuttar-us-i, "place where giant knotweed (itadori) grows", a plant still common there.25
- Sahoro (佐幌): Nagata Hōsei read sa-or-o-pet as "the lower river"; Yamada read it as "river in front", since the Tokachi Plain lay "in front" of people living in the hills.26
- Tomuraushi: probably tonra-us-i, "where tonra water weed grows". The town office told Yamada it meant "river with sphagnum moss" or "river with hot-spring deposits", and he was not sure of either.27 The town's own page says it is also said to mean "a place with many flowers".15
- Karikachi (狩勝) is not Ainu. Railway engineer Tanabe Sakurō (田辺朔郎) coined it in 1896 from one character each of the old provinces of Ishikari (石狩) and Tokachi (十勝).7
History
- Prehistory and the Ainu period: Jōmon sites lie on the east slope of the Sahoro plateau and along the Tokachi River. The Niinai Chashi (新内チャシ), near where the Pitaraushi River meets the Sahoro River, dates from the Ainu cultural period.3
- Edo period: The area was nominally Matsumae Domain land but not ruled directly. It came under the shogunate in 1799. "Tottarashi" (Kuttari) first appears in records in the Bunka era (1804–1818). In 1857, Kuttarashi had eight households with 26 men and 17 women. Sendai Domain took over in 1859.3
- Early Meiji: In 1869 the area became part of Kamikawa District, Tokachi Province, first under Shizuoka Domain and then the Hokkaido Development Commission.3
- Settlers arrive (1899–1911):
- April 1899: a group of 13 households from Yamagata Prefecture settled the Shintoku plain. The town's chronology names Muragata Sankichi (村形三吉) as leader.6 The town's 120th-anniversary page instead names Murayama Wajūrō (村山和十郎), from present-day Higashine.28
- 1899: settlers from Fukui Prefecture led by Tokuhashi Seisuke (徳橋清助) entered the Sahoro plain.6
- 1902: seven households from Kagoshima Prefecture settled the Kuttari plain.6
- 1909: fifteen households from Aomori Prefecture arrived; groups from Makubetsu and Mikage followed to Iwamatsu in 1910–1911.3
- A railway town:
- 8 September 1907: the Karikachi Tunnel was completed, finishing the line from Ochiai, and Shintoku Station opened.6
- 1917: an engine depot opened.6 It kept helper steam locomotives for the climb over the pass and closed on 14 March 1985.29
- Around 1919: Oji Paper laid a 10 km horse tramway from Kuttari, where timber floated down the Tokachi River was landed, to the station. It was extended to 16 km in 1921.29
- 1928–1968: the Hokkaido Takushoku Railway (北海道拓殖鉄道) linked Shintoku with Shikaoi to the east.6
- Village and town:
- 1915: Kuttari Village was created.6
- 1918: a Hokkaido assemblyman on an inspection trip to Tomuraushi was killed by a bear.6
- 1919: the Sahoro River hydroelectric plant lit the first electric lights.6
- 1923: the village was renamed Shintoku.6
- 1927: Karikachi Pass was chosen as one of the New Eight Views of Japan.6
- 1933: Shintoku became a town.6
- 1934: the Tomuraushi area became part of Daisetsuzan National Park.6
- Power and research:
- 1942: Iwamatsu Power Station, the first large hydroelectric plant in Tokachi, began sending power.206
- 1947: the livestock division of the national agricultural experiment station was chosen to move to Shintoku. It is now the Hokkaido Research Organization's Animal Research Center.6
- 1955: the population peaked at 15,525.6
- Postwar:
- 1951: the up express Marimo was overturned in the "Marimo incident".6
- 1962: Tokachi-dake erupted, and Tomuraushi residents were evacuated to Kuttari.6
- 1964: the inn Higashi-Taisetsu-sō opened at Tomuraushi Onsen.6
- 1966: a new, gentler railway line through the New Karikachi Tunnel replaced the old route, and the Niinai settlement by the old line disappeared.6 The old section was used as a test line for derailment and fire experiments until 1979.7
- The resort era:
- 2000s:
- 2002: the first New Soba Festival was held.6
- 2004–2007: WRC Rally Japan was staged in the town each year.6
- 2007: the Dōtō Expressway opened between Tokachi-Shimizu and Tomamu.6
- 16 July 2009: eight members of a guided hiking tour, including a guide, died of hypothermia on Mount Tomuraushi in a summer storm.30
- 2010s:
- 1 April 2014: the town's basic sign-language ordinance took effect.6
- 31 August 2016: typhoon rains washed away two houses, cut water to 2,636 households and brought down railway bridges.6 Trains through Shintoku returned on 22 December 2016.29
- January 2018: the first All-Japan Bandy Championship was held on the town rink.6
- 2019: Shintoku High School closed, and the NHK morning drama Natsuzora, partly filmed in the town, began airing.6
- Recent years:
- 2022: the national government approved a Shintoku smart interchange and parking area on the expressway.6
- 2023: the town declared a zero-carbon goal and adopted its Michi-no-Eki plan.6
- 1 April 2024: the Nemuro Main Line between Furano and Shintoku closed.29
- 2025: a new town hall opened in January and the Tokutoku station-front center in June.6

- 12 September 2026: a Level 3 volcanic alert for Tokachi-dake closed the trail from the Shintoku side.31
Geography & climate
- "The center of Hokkaido": In March 1993 the Geographical Survey Institute announced that Hokkaido's center of gravity lies in Shintoku.629 A monument stands in front of the station, but the actual point is about 43 km to the north, deep in the mountains.29
- Landscape: About 90% of the town is forest, and roughly 70% of the northern part is national forest inside Daisetsuzan National Park.3 The settled south has three parts: the Tokachi River basin (Kuttari district), the Sahoro River basin (Shintoku district) and the Kami-Sahoro plateau between them.3 In March 2026, 78% of residents lived in the Shintoku district and 22% in Kuttari.6
- Mountains: Tomuraushi (2,141 m), Tokachi-dake (十勝岳, 2,077 m), Nipesotsu (ニペソツ山, 2,013 m) and Optateshike (オプタテシケ山, 2,012 m). Lower down are Sahoro-dake (佐幌岳, 1,060 m) and Mount Shintoku (455 m).3
- Rivers and wilderness: The Tokachi River rises here. Its headwaters are a national Wilderness Area (原生自然環境保全地域) under the Ministry of the Environment.3
- Lakes: Four reservoirs: Lake Sahoro (Sahoro Dam), Lake Kuttari (Kuttari Dam), Lake Iwamatsu (Iwamatsu Dam) and Lake Higashi-Taisetsu (Tokachi Dam).3 The Ganke (ガンケ) cliff rises above Lake Kuttari.4

Economy & industry
- Jobs: At the 2020 Census, 3,062 people worked. Farming and forestry employed 20.5%, industry 14.8% and services 64.4%.6
- Farming:
- In fiscal 2025, 102 farm households worked an average of 50.7 ha each.6
- Farm output in 2025 was ¥21.25 billion. Crops made up only 8.3%; the rest came from livestock.6
- Dairy: 33 farms with 4,860 milking cows shipped 50,335 t of milk in 2025. The town also kept 30,053 beef cattle, 8,564 dairy cattle and 24,979 chickens.6
- Main crops by area in 2025: pasture (3,278 ha), feed corn (1,194 ha), wheat (549 ha), soybeans (379 ha) and soba (336 ha).6
- Some farms are very large. The dairy farm 友夢牧場 keeps about 900 cows.34 A livestock biogas plant was completed in 2016.6
- The town runs a farm-training school for women only, the Ladies' Farm School (新得町立レディースファームスクール), opened in 1996.635 Of its long-term trainees from 1996 to 2020, 15 went into farming in Shintoku and 39 elsewhere in Hokkaido.35
- Forestry and research: Shintoku ships more sawn timber than most towns in Tokachi.3 Two Hokkaido Research Organization institutes are here: the Animal Research Center and a forestry research branch.3
- Energy: Seven hydroelectric plants and two livestock-biomass power plants give about 139 MW of renewable capacity. The town has opened a desk to attract data centers on the strength of it.21

- Shrine and pilgrim path: Shintoku Shrine (新得神社) stands at the foot of Mount Shintoku (455.5 m). The path up the hill has about 200 stone Buddhas forming a small 88-temple pilgrimage route, opened in 1931.346
- Music: Niinai Hall (新内ホール), a wooden school closed in 1974, was converted into a concert hall in 1992 on the advice of composer Minami Satoshi and is praised for its acoustics. Concerts have run about three times a year since September 1992. The 143rd is on 30 September 2026 (¥500).52

Ainu heritage
- Chashi and early records: The Niinai Chashi (新内チャシ), a hilltop site near the Sahoro and Pitaraushi rivers, dates from the Ainu cultural period.3 Edo-period records show small Ainu communities: two households at a kotan called "Shintogu" in 1832–1834, and eight households with 43 people at Kuttarashi (Kuttari) in 1857.3
- Place names: Ainu names survive across the town, among them Shintoku, Kuttari, Sahoro and Tomuraushi (see Name origin).23252627
- The Ganke cliff: The cliff above Lake Kuttari was once called Kamuy-rok-i ("seat of the gods") in Ainu.4 The town describes it as a cliff where Ainu legends remain.48
- Kamuy mintar: The Tomuraushi area has long been revered as Kamuy mintar ("the garden where the gods play").15
- Ainu words in use today: Kyodo Gakusha Shintoku Farm named its café Mintaru ("plaza, a place where people come and go") and its workshop Karinpani ("Ezo mountain cherry").42
- No Ainu cultural facility, museum or regular Ainu cultural event in Shintoku was found in this research.
Sister & friendship cities
- Gokase, Miyazaki Prefecture (宮崎県西臼杵郡五ヶ瀬町): Sister town since 10 June 1988.776 Schools in the two towns signed sister-school agreements in 1991.6
- Higashine, Yamagata Prefecture (山形県東根市): Friendship city since 6 November 1994.776 Higashine is also the hometown of Murayama Wajūrō, whom the town's 120th-anniversary page names as leader of the 1899 pioneer group.28 The two signed a mutual disaster-aid agreement in 2004 and marked 30 years of friendship in November 2024. Higashine fruit is sometimes sold at the New Soba Festival.614
